Secure Information Sharing Architecture, “SISA”


Together with Microsoft, EMC, and other industry leaders, Cisco has
developed a secure, collaborative, policy-based architecture called Secure
Information Sharing Architecture (SISA), which will leverage SONA and
provide our customers with a holistic solution for information sharing.
Separate infrastructures prevent divisions of government from instantly
sharing applications or data on a need-to-know basis. This inhibits close
collaboration among Federal government communities of interest, with goals
as diverse as peacekeeping, humanitarian response, and military actions.
The SISA solution addresses multiple levels of protection across hardware,
software, encryption devices, and storage. SISA represents more than two
years’ investment of all the partners for information sharing for defense, and
is an innovative integration of commercial-off-the-shelf technologies that
solve critical information sharing needs for our joint government customers.

Secure Information Sharing Architecture, Part Three:
Monitoring Security—Policy Compliance and Stopping Violations

In previous issues of this newsletter, we introduced the Cisco Secure
Information Sharing Architecture (SISA) and discussed two of its four layers:
access control services and data protection services.
SISA comprises four architectural service layers, which includes, access
protection, content protection, data protection, and watchdog services. This
article discusses watchdog services.
In the federal government, communities of trust must share information and
collaborate, whether to help keep the peace, respond to humanitarian needs,
manage intelligence data, or promote commerce. The Secure Information
Sharing Architecture (SISA), which combines products and expertise
from Cisco, EMC, Microsoft, and other companies, enables agencies to
confidently share sensitive materials across organizational boundaries. Each
agency in the community of trust can determine how, when, where, and
with whom it will share its information, according to the requirements of the
mission.
Watchdog Services: Guarding the Gate
Watchdog services monitor network resources on the SISA to ensure that
they are being used according to the organization’s security policy, and
block events that violate policy. Watchdog services also create a central log
of all network activity so all members in a community of trust know where
their information goes, who is using it, and how.
One of the main technologies behind watchdog services is the Cisco
Security Monitoring, Analysis, and Response System (Cisco Security MARS).
Suppose an individual is attempting to copy a file onto a USB drive, and
the agency’s policy forbids this action. Cisco Security Agent, installed on
the desktop, enforces the policy by preventing the action, and then Cisco
Security MARS centrally records the event for later forensic activities.
In addition, Cisco Security MARS detects and blocks more complex threats.
For example, it can analyze and correlate thousands of events happening
at the same time in different parts of the network, recognize them as part
of a unified attack, and automatically notify the appropriate response team.
Agencies can also configure Cisco Security MARS to automatically issue
commands to mitigate the impact of the attack.
Monitoring Compliance with STIG, IPv6, and FISMA
Cisco Security MARS plays an essential role in the SISA by enforcing the
agency’s security policies. But how can an agency confirm that its security
policies are compliant with federal regulations, such as Security Technical
Implementation Guidelines (STIG), IPv6 requirements, and the Federal
Information Security Management Act (FISMA)? The need to monitor
compliance is constant because agencies can become out of compliance
through such everyday events as changing a router configuration, or adding
or removing a network device.
Compliance monitoring has traditionally been manual and time consuming.
For STIG compliance, for example, network managers typically perform
ad hoc network scans and then compare the results against a 900-page
rule set. This painstaking process takes so long that one report might not
be complete before the next one is due. As a result, some agencies resort
to scanning just one part of the network rather than the entire network,
potentially overlooking policy violations that could compromise the security
of sensitive government information. The situation is no better for IPv6
compliance reporting, to which one federal agency has dedicated three full-
time resources.
On-Demand Compliance Reporting
The Cisco Network Compliance Manager, available with CiscoWorks,
complements watchdog services by monitoring the network for compliance
with STIG, IPv6, and FISMA. Rules are embedded in the appliance and
updated automatically, through a subscription service. When policy
violations are detected, the solution immediately notifies the network
management team by cell phone, email, or text message so that they can
correct the problem before harm is done. Agencies can also generate STIG,
IPv6, and FISMA compliance reports on demand, sparing themselves the
weeks or months of effort currently required.

Federal Migrates to Web 2.0
Along with the rest of the government industry team, we are beginning
to migrate the Federal site to a new page format that features Web 2.0
collaboration and video-enhanced communication. The pilot of the retail site
revealed that the new format increased the likelihood that users would take
an action leading to purchase, that they were staying on the site longer, and
that after watching a video, they were:
• 2x more likely to visit a product page
• 2x more likely to visit the Partner Locator
• 2x more likely to go to an embedded discussion board
• 3x more likely to visit an RSS site and subscribe to the feed
The intent of the new format is to encourage customer interaction and to
offer a very clear-cut, intuitive path to the solutions and their corresponding
products. We are scheduled to launch the new site on September 10, and
will continue to implement innovative features and new content during the year.

The month of July’s media results focused largely on the announcement
of Cisco’s alliance with Microsoft and EMC to help government agencies
share information more securely through the Secure Information Sharing
Architecture, or SISA. While many of our key government trade publications
covered the release, we were also able to get traction with major industry
publications including The Wall Street Journal and Bloomberg. In addition,
Bruce Klein was featured on the Nightly Business Report (NBR) discussing
SISA, and the partner alliance. Our other major PR campaigns received
coverage this month as well. Washington Technology ran a feature on
Cisco’s efforts in the public sector, quoting Bruce Klein, Gerald Charles, and
Brad Boston. The feature also elaborated on the joint efforts of the Federal
and GGSG teams. Government Computer News quoted customer Peter
Tseronis from the Department of Education, as well as Dave West, in the
largest IPv6 story of the year for the publication. Federal Computer Week
quoted Dave Graziano in a story about Smart Cards and HSPD-12 where
Cisco was the only vendor mentioned.

technology services is widely considered a given. The good news for
companies such as Cisco, is that there is plenty of work to be done
building that platform. “That’s the role we’re going to play,” said Bruce
Klein, vice president of Cisco’s Federal sales organization. Cisco believes
its IP networking solutions make government operate faster and more
effectively by replacing outdated information silos with linked voice, video,
and data communications that encompass everything from battlefield-
communications to first-responder management and citizen-based online

thinking about how they can use the cards to meet other agency goals…

networks where two people can work on one project together even though

Cisco will provide data and network security, EMC will supply secure data
storage, and Microsoft will contribute user-identification and authorization
services, the companies said in a statement today. The network will make it
easier for agencies to share information between and within organizations
without exposing it to unauthorized users, the companies said. Data loss and
theft costs government and businesses $40 billion a year to replace repair,
said Maz Mawaz, business development manager for Cisco’s Federal group.
The technology will help stop leaks that have lead to 874 breaches in the
pas two years, he said.

Historically, technologies used to protect information have been installed
and enforced system-by-system, creating islands of protected data. SISA
would make it easier for government agencies to bridge those islands by
setting up highly secure virtual networks for different authorized users
and communities to access sensitive files stored in different information
protection systems. Public health officials in a proposed SISA-enabled
environment, for instance, could monitor confidential data on pandemics
found in the databases maintained by various government agencies and
private sector organizations and develop better coordinated responses.

OMB put the Federal government at the forefront of the transition when it
decided IPv6 is the future of networking...The move is expected not only to
help the government get out from under a creaking Internet infrastructure
that has expanded—in both size and functionality—far beyond its intended
scope, but also to enable a wide range of new applications… “I think we’re
giving ourselves plenty of time to get this solidified,” Tseronis said. This will
be the initial phase of deployment testing strategy, and agencies can expect
a number of other IPv6 deployment guidelines in the coming months. He
said, “This summer should be interesting.”

How DOE Lap Secured Campus with Wireless

PNNL’s new Campus Camera and Emergency Call Station uses Cisco’s
Aironet wireless mesh technology for security cameras and access point
interactions. By using this wireless technology, the lab says it was able to
keep the cost of the system down to $2.8 million. Not only is the self-healing
mesh network less expensive than a traditional wired system, it also offers
greater redundancy, lap officials say. An added bonus is that the mesh
network provides continuous wireless coverage across the outdoors of the
campus and integrates with existing in-building wireless coverage.

IT Users Make Noble Cause Achievable

Harold Skow, director of IT for the Navajo Nation, is leading a multiyear
project to bring Internet access and modern communications services to
the residents of the tribal nation…The network, which is based on unified
communications technology from Cisco, will link the Navajo Nation’s 110
chapter houses, or community centers, to the Internet. Telemedicine,
distance learning, and other video conferencing applications will be
possible, according to Skow. And the nation’s IT department is developing
a Web portal to give residents access to e-government and job search
services, among other features.

Spring Cleaning for Storage Clutter

When storage is consolidated, remote users no longer have the burden
of maintaining storage. But they might gain a new headache: having to
wait a bit longer to gain access to their data. Clifford Clarke, Fort Wayne’s
chief information officer, identified remote connectivity problems as an
unintended consequence of the Indiana city’s consolidated file storage
project…The city expects to fix the problem by installing Cisco’s Wide
Area Application Services Solution. Clarke said the devices reduce access
times by 40 percent to 60 percent and provide local-area network-like
performance.

Grab the Loyalty Bonus
Wish you had a magic bullet to lock in your important customers and grow
bookings? You do—it’s called loyalty. Cisco has documented that every
one percent point gain in loyalty equates to an average increase of up to
twelve percent in bookings (product + service), and nine percent in customer
wallet share. (Source: Cisco CA Customer-Partner Intelligence and Walker
Information Customer Loyalty Index). One year following a sale, highly loyal
customers consistently grow bookings twice as fast as other customers
(average bookings growth of 1.5 to 2.5 times greater).
But beware: Bookings drop when loyalty decreases, and do not automatically
recover when loyalty returns. As loyalty drops, your top accounts become
vulnerable to competitors.
Cisco customers are seven percent points more loyal when they have
service contracts (79% vs. 72% in FY07). Grow bookings by attaching
services to increase customer loyalty. Work with your SAM, partners, and
SEs to attach services on every order at the point of sale.

Solution Architecture for Emergency Response (SAfER)
Solution Architecture for Emergency Response (SAfER) is an enterprise
architecture framework for employee safety and security. Inspired by
Cisco’s global safety and security network capabilities, SAfER shows
customers how the convergence of access control, sensor networks, video
surveillance, Unified Communications, and land-mobile-radio interoperability
can help agencies to protect their employees and achieve their continuity
of operations (COOP) readiness and force protection goals. The COE
has briefed the SAfER architecture to the systems integrators (Lockheed
Martin, Raytheon/NFF, and Northrop Grumman) who have been awarded
the NAVY Anti-Terrorism Force Protection initial task orders, and the
solutions approach has been well-received. We have also shared our SAfER
messaging with a number of visitors to the COE, including GovernmentVAR
magazine, the Japanese Space Agency (JAXA), GGSG Emerging Markets,
and the City of Mexico Account Team.
In the next few weeks, we will publish a SAfER white paper to augment
our presentation materials. At DICE 2007 in August, we will demonstrate
elements of the solution with sponsorship from the Joint Program Office for
Chemical and Biological Defense.

Cisco Federal Compliance Reporting Solution
As Federal IT managers tackle the daily challenges of managing their
multifaceted network deployment, operations tracking, and monitoring, the
manually compliance reporting requirements becomes cumbersome. Cisco
is working with OPNET and OPSWARE to develop a dynamic compliance
reporting solution to allow proactive reporting in accordance with Federal
requirements. Customized reports will allow the network management
real-time notifications of compliance status of their networks. By utilizing
the existing Network Compliance Manager (NCM), the Federal Compliance
Reporting Solution polls and identifies compliance discrepancies dynamically
and identifies the network management team so they can take action.
Leveraging the combination of CiscoWorks Network Compliance Manager
(NCM), Configuration Assurance Solution (CAS), and Advanced Services,
Cisco Federal will deliver seamless compliance reporting and tracking
capabilities to our Federal customers, while protecting Cisco intellectual
property.

News: Boeing, Lockheed Teams Face Approaching Deadline for U.S. Air
Force’s RFP on TSAT Space Segment
Satellite News - June 25, 2007: The U.S. Air Force has issued a July 30
deadline for its final request for proposals for the Transformational Satellite
Communications System (TSAT) Military Operations System, a program that
will provide the warfighter with a secure, interoperable, high-capacity global
communications network. The Military Satellite Communications Systems
Wing intends to competitively award a contract for the TSAT Space Segment
including the design, development, and fielding of up to five space vehicles
plus one spare, along with the ground-based space vehicle command and
control, and the high data-rate ground communications gateway. The contract
value may reach $15 billion if all options are exercised.
Two teams—one led by Boeing, and the other by Lockheed Martin with
Northrup Grumman—are each working under a $514 million contract for the
program’s risk reduction and system definition phase, to culminate with a
multi-billion dollar development contract to be awarded to one or the other by
the end of 2007.
Earlier this month, Boeing announced its having demonstrated that its TSAT
system can provide warfighters with rapid access to integrated voice, data and
video services.
In April, the Lockheed Martin and Northrop Grumman team similarly completed a
TSAT Space Segment design review.
TSAT is designed to provide thousands of users, primarily soldiers on the move,
with robust Internet-like communications capabilities including wideband, highly
mobile, beyond line-of-sight protected communications to support network-
centric operations for the future battlefield. The system represents the next step
toward transitioning the U.S. Department of Defense’s wideband, and protected
communications satellite architecture into a single network comprising multiple
satellite, ground, and user segment components.
Block 1 of TSAT, which will encompass satellites one and two, will have reduced
requirements for the satellites’ laser communications links and internet-like
processor routers.
Those requirements would subsequently be enhanced in Block 2 for the
remaining three TSAT spacecraft, according to an Air Force document.

News: National Science Center Gets IP-Based Network Upgrade
Students across the country will have better access to a range of educational
material at the National Science Center and in its mobile vans, thanks to a
dramatic upgrade enabling an Internet Protocol-based wireless network
made possible by Cisco, the leader in global networking. Through this grant,
announced today by the National Science Center, Cisco continues to strengthen
its relationship with the NSC, a national education outreach organization with
headquarters here, that is focused on exciting America’s youth about math,
science, and technology.
Cisco’s most recent grant will build on and advance the NSC’s existing network
infrastructure to a fully converged Internet Protocol-based wireless network,
providing a full range of voice, data, video, and service support capabilities
throughout the Augusta headquarters facility. This facility is a complete
interactive educational facility with over 250 hands-on science and technology
exhibits, a state-of-the-art digital theater, three computer laboratories, two
distance-learning facilities, a 100-seat demonstration lab, and multiple classrooms.
NSC’s two Mobile Discovery Center vans also will be upgraded with a similar
IP-based capability, linking their mobile classrooms back to the headquarters as
they travel to schools throughout the United States doing hands-on, interactive
science demonstrations. Through scheduled stops between September and
June, the two 18-wheelers bring the NSC to urban and rural school students just
about anywhere in the continental U.S.
