1. INDUCTION
The proposed project is to upgrade a security system and access control for
Marafiq SWC Facilities. Nesma scope includes Installation of New Security Class 4
and Class 1 fence, Installation of CCTV system, Construction of new Security Gates
and Security Buildings. NESMA Trading is awarded this Contract as Main
Contractor.

2. PURPOSE & APPLICATION

This Site Security Plan based on Marafiq relevant procedures is prepared


to ensure NESMA with its Subcontractors and other concerned parties fully
comply with Marafiq Security requirements.
This Plan is to control and monitor properly the unauthorized entry and
secure all properties and facilities under Marafiq Jurisdiction.

The Site Security Plan will be implemented by NESMA Project management in


Marafiq SWC premises including outside under Marafiq Project.

4. DEFINITIONS

Marafiq Premises- The whole area for the core business (operating plants,
buildings and off-site facilities supporting plant operations) that may or may not be
fenced, including pipelines/tank terminals, the Administration/ other buildings and
facilities in that area. The facilities may be within one or several sites.
Laydown Yard- A place located near or at the construction site that is for the
receipt, storage and partial assembly of the project equipment and materials to be
installed or constructed
Jubail Site Office- A place where site offices are located

5. RESPONSIBILITIES

5.1 Nesma Project Manager

 Shall take overall responsibility for project security.


 Shall deploy adequate resources for site security management.
 Shall set an example to all employees on security.
 Shall attend the security incident investigation.
 Shall discuss the security issue on meetings.

 To ensure that security personnel’s and security resources are provided to


laydown areas and offices as needed.

5.2 Nesma HSE Lead:

 Shall be as the delegate of project manager to take care of security management.


 Shall comply with this procedure requirements and local regulations. Advise all site
employees the COMPANY security requirements, and ensure that all employees
under their direct control at the project obey all security rules and regulations.
 Shall assure the overall responsibility for security access control at the project.
 Shall be responsible for securing its own property including material, vehicles, tools
and equipment.
 Ensuring that all employees under their direction process ID badges and report to
the site with picture ID badge displayed.
 Ensuring all employees under their direction report to the site with steel toed safety
shoes; wear long sleeve shirt, hard hats and safety goggles. Notifying COMPANY
24 hours in advance of all visitors and submit an application for a visitors badge.
 Ensuring that all vehicles and equipment have a valid inspection and access
pass to gain access to the project site.
 Ensuring that vendors make deliveries to the project with vehicles that are in safe
operating condition in order to be allowed on the project.

5.3 Nesma Project Security Officer:

 Shall be responsible for Security of on-site and off-site facilities.


 Shall develop and maintain a working relationship with MARAFIQ related
person/department.
 Shall ensure that all heavy equipments are screened prior to entry. Log the
Plate/Serial No., Iqama of Driver and its companion, time, date and purpose
 Shall ensure that prior to exit the gates, materials has gate pass from storekeeper.
 Shall assure that temporary ID is provided for visitors while on the work site and lay-
down facilities.
 Shall ensure that screening is conducted to employees and visitors entering the
Jubail site office. Log the Name, Company, ID no., and Purpose.
 Shall report all security breaches immediately.
 Shall follow up the corrective action plans to comply with all MARAFIQ security
requirements.

5.4 Employees:

 Shall obey all security rules and regulations.


 Shall report any loss of tools, equipment, materials or other breaches of security to
the Site Security Officer as soon as they are discovered.
 Shall ensure that their ID badges are visibly displayed at all times and present it to
Site Security at the access gates and site entrances.
 Shall get in and out of transportation vehicles only at designated pick up points.
 Shall bear a photo ID badge visible when boarding buses or any vehicles for
transportation from/to the site and lay-down facilities.

6. REQUIREMENTS

Nesma will provide temporary fencing to secure the Work Site prior to remove the
existing fence, will safeguard the area assigned to it, and will prevent access to adjoining
property of Marafiq. NESMA will comply with HCIS standard.

NESMA will provide in consultation with Marafiq, an adequate, continuous, and effective
guard force to the Marafiq premises under this project including Jubail Site Offices and
Laydown Yards.

NESMA will maintain a list of the names and address of its Subcontractors, field
employees of NESMA or its Subcontractors, or other who have performed or are performing
work on the Work site. The list shall be available for MARAFIQ review.

NESMA will require that its employees and those of its vendors and Sub-Contractors,
and all others permitted by NESMA to enter the Work Site comply with MARAFIQ
regulations and requirements. All access to the Work site shall be via routes prescribed by
MARAFIQ and no deviations from these routes shall be permitted.

7. SECURITY CONTROL MEASURES


7.1. PERIMETER FENCING AND GATES
The working area which controlled by NESMA and lay-down facilities perimeter
will be enclosed with fencing and access/egress gates. Gates will be constructed of
corrugated sheets metal and have the capability of being securely locked. All gates
will be locked during the hours of no work.

7.2. ACCESS AND EGRESS


The project is located in All Marafiq SWC Plant, which is an existing plant and
the main access and egress controlled by Marafiq Security. All craft personnel will be
bussed to site and lay-down facilities and will ride buses from designated pick up
points to the project.
All project employees, including subcontractors and/or vendors and visitors shall
use only the designated gate for entrance and exit to and from the job site and lay-
down facilities. Interfacing with outside Marafiq fence is prohibited..
Access of project personnel, subcontractors, vendors and visitors, vehicles and
equipment will only be allowed with a valid Marafiq entry pass.

7.3. ID BADGES/ IDENTIFICATION/ VEHICLES


Issuance of all badges to project employees and visitors will be done only after
completing and attending a safety orientation training session at the appropriate
training room by Marafiq which conducted by Marafiq QHSE section.

7.4. PROJECT EMPLOYEES


The MARAFIQ ID section will issue and control all badges of all employees on
the project and visitors going into and out of the site inside SWC Plant. The ID badge
and identification system shall be used in identifying and controlling all persons
entering the site
All personnel shall wear and keep their badges at all times when on the project.
The badge shall identify the employee by company, employee name and assigned
iqama number.

7.5. VISITORS

Visitor admission to the site office will require permission to enter by the NESMA
management.
A visitor passes/temporary ID must be submitted Security Gate prior to exiting
the gates.
Visitors will be accompanied while on site or the lay-down facilities. Visitors
must have the required personal protective equipment while being on site.

7.6. VEHICLES AND EQUIPMENTS


All equipments to be used on site shall undergo with MaSa/Marafiq inspection.
After passing the equipment inspection, all necessary documents such as
MaSa/Marafiq Inspection Checklist, MaSa Marafiq sticker, istimara, MVPI, Insurance,
Third Party certificates, Driver’s license, driver’s iqama, Third party certificate and
Drivers Marafiq ID shall submit for Vehicle equipment gate pass to Marafiq ID
section.
All vehicles entering the project site and lay-down facilities must be in safe
operating condition and will be subjected to a safety inspection by Nesma Safety
department. Prior to entering the Laydown Yards and Site Office, heavy equipment
and trucks shall escorted by flagman. The security personnel will not allow the entry
of heavy vehicle without the flagman. Flag shall be place at the entry gate for easy
access for all flagman to be assigned. The vehicle passes will be displayed on the
inside of the windshield on the left side.
Equipment passes must be displayed on the glass shield of the equipment.
Vehicles and equipment without a valid pass will not be allowed access to the site or
lay-down facilities.
Vehicle passes and equipment passes will not be issued if documentation is
incomplete or if all requirements are not met.

7.7. DELIVERY VEHICLES


Delivery vehicle for laydown yards shall screened by security officer in entry gate
and submit a copy of delivery notes to concerned Nesma Personnel. The delivery
vehicles shall log into security officer log sheet.

7.8. EMERGENCY GATES


The main access gates to the site will also serve as the emergency evacuation
gates.

7.9. EMERGENCY EVACUATION


In situation that evacuation is mandatory, NESMA will ensure that the main
access/egress gates are not obstructed and will assist regulating the traffic to allow
the personnel to exit the site.

7.10. SEARCHES OF PERSON AND/OR PROPERTY


Security will conduct random searches of vehicles, lunch boxes, property and
personal carry items of project personnel and visitors as they enter or exit the
project. Bags and attached cases hand-carried by persons authorized to have
access shall be voluntarily presented for inspection to the security guards on duty at
the main gates.

7.11. MATERIAL CONTROL

All tools and materials, other than trash, that is removed from the project must
be accompanied by a material exit pass. This Pass shall obtain from storekeeper on
site office. All trash that is removed from site will be checked by security to verify the
content.

7.12. INCOMMING MATERIALS

All packages for delivery to personnel on site office and laydown yards shall be
inspected by the security guards at the access gates. The addressee shall be
informed about the arrival of the package prior to inspection. After inspection, the
package may be collected by the addressee, or stored in the Security office,
depending on the addressee’s advice or the contents of the package.
All incoming deliveries of supplies, materials and equipment for the project at
site office shall be accompanied by a material entry pass, or a delivery note, if from
a vendor.
Prior to bringing the hazardous chemicals, the communication shall be
conducted with Nesma Safety department and relevant department.
Security will examine the material and/or equipment and compare with the
delivery note or material entry pass and notify site management of the delivery.
Security will retain a copy of the material entry pass or delivery note. Delivery
materials will have to be escorted from the main gates by a representative, to the
warehouse or its final destination.

7.13. OUTGOING MATERIALS

All supplies, materials and equipment to be taken off the site or lay-down
facilities shall be presented for inspection to the security guards on duty at the gate
and signed off by the NESMA Authorized personnel. The corresponding gate pass
for said items shall be presented to the security guards on duty.
A designated representative(s) of Management (STOREKEEPER) must sign the
material exit pass to authorize material exit. All signatures will be checked against a
list of authorized signatories, which will be maintained at the security office. A copy
(original) of the gate pass shall be retained with the Security.

8. TRAFFIC REGULATIONS
8.1.1. DRIVER’S LICENSE
Motor vehicle drivers and equipment operators shall be qualified and licensed
in accordance with the regulations of Saudi Law. Vehicle drivers will be in
possession of a valid Saudi driver’s license and equipment operators will be in
possession of a valid Saudi equipment operator license specific to the type of
equipment operated and a competency certificate issued by management.
8.1.2. WARNING AND BEACON LIGHTS
Beacon lights are mandatory for all heavy vehicles on the site. Flashing and
warning lights shall place on construction area and blind spot area during night
time. Red flags shall be used during hours of daylight and red lights during the
hours of darkness on any load that extends beyond the front, side, or rear of any
vehicle.
8.1.3. TRAFFIC SIGNS
All traffic signs and signals, whether fixed or portable, shall be obeyed, and
drivers shall cooperate with representatives appointed to direct traffic.
8.1.4. SPEED LIMITS
All vehicles shall be operated within the 30-kilometer per hour posted speed
limits on the project and 20kph loaded for heavy equipments and in site office
8.1.5. WALKS AND ROADWAYS

All personnel and/or subcontractors will use only designated walks and
roadways, on the slope side of the road opposite to water in canal area, when
entering or leaving the job site, when moving from one area to another, or when
obtaining material. The use of short cuts or undesignated pathways is prohibited.
Entry and exit gates at laydown yard and site offices shall be clear from pedestrian,
personnel and visitors shall use the side of the gate for access.
8.1.6. DRIVING AND PARKING
Vehicles shall be driven on the right side of street. Parking will be permitted in
designated areas only. Vehicles shall not be parked in such a manner as to slow
down, hinder, or interfere with the free flow of traffic. Vehicles shall not be parked
so as to block or interfere with the use of fire hydrants or fire equipment. Vehicles
shall not be left unattended with the motor running.
Vehicles parked on site shall be left open with the keys in the ignition switch
should it be necessary to move it in case of an emergency.
8.1.7. RIGHT OF WAY
All motor vehicles shall give right-of-way to pedestrians, ambulances, and
firefighting equipment and other emergency vehicles. All drivers of motor vehicles
shall practice extra ordinary driving courtesy.

8.1.8. PASSENGERS
Passengers shall be limited to the number according to the design of the
vehicle and manufacturer’s specification and the vehicle shall not be overcrowded.
Drivers of motor vehicles shall not permit passengers to ride on fenders,
running boards, tops, or bumpers of motor vehicles and in the back of pick-up
trucks. Passengers shall keep all parts of their bodies inside the cab or body of
vehicles and must be seated while vehicle is in motion. Tailgates must be kept
closed. Passengers shall not get on or off a vehicle while it is in motion.

8.1.9. WINDSHIELD OR WINDOW OBSTRUCTION


Vehicles having nontransparent window materials, which interfere with clear
visibility through any side window or windshields with cracks in the windshield shall
not be operated on the project. All vehicles shall be equipped with adequate rear-
view mirrors.

8.1.10. BACK-UP ALARM


All heavy vehicles and motorized equipment shall be equipped with a back-up
alarm that is audible at a distance of 30 meters.

8.1.11. OBSTRUCTION STREETS, ROADS, FIREFIGHTING FACILITIES


Roads/streets shall not be blocked without permission from PMC or NESMA.
When work obstructs a road or street, approved lights, barriers, warning devices,
and/or signal men must be provided. Parked vehicles must not block fire
equipment, firefighting facilities and fire hydrants.

8.1.12. CRANES/HEAVY EQUIPMENT


Large crawler or mobile cranes, when operating off the main roads or when
turning on roads, shall be operated on hard-wood mats. Matting shall also be used
when cranes pass over firewater or other underground utility lines.

9. SECURITY OFFICER

NESMAS shall appoint a security officer who shall administer the guard force and be
responsible for the Work Site security function, including the following:

 General and specific duties of guard post(s).

 Identification of guard posts with limits of the posts and hours of manning.

 Identification (badge and pass) system for site personnel, visitors, tours, vehicles,
materials receipts (gate passes), etc. including inspection and identification of same when
leaving Work Site.

 Lock and key system.

 Necessary communications and other equipment.

 Buildings after-hours inspection and entry.

 Traffic and pedestrian control.

The security officer shall be responsible for maintenance of the following records:
 Chronological record of security events by shifts.

 Special report of security incidents.

 List of persons by type of identification badges issued.

 Visitor’s and tour log showing:
