Dear Dr Juico,

I am responding to your letter of November 5th 2010 in which you kindly invited me to attend
some cycling events in Philippines in early December.

Unfortunately I must decline your invitation.

I would like to begin by reminding you that UCI recognises only one cycling federation in the
Philippines and that is the ICFP with as its President Mayor Abraham N. Tolentino, elected in
January 2009 for a 4 year mandate, whom I am sure you know.

You state in your letter of invitation that I have graced your shores in the past to attend
events. This is completely correct and during that time I had the honour of meeting your
President at that time Fidel Ramos on several occasions as he was a strong supporter of
cycling. I had some wonderful times in your country and to this day have great memories of
the landscapes and friendly people.

Prior to my working in Philippines there were two cycling federations in the Philippines, one
amateur and one professional, and although I wasn’t at that time a member of
UCI Management Committee I was asked by the then President Mr. Hein Verbruggen to try
to bring my experience to bear to bring these two groups together into one federation.

This I did and in 1996 the PCF was formed and affiliated to UCI as the body representing
international cycling in Philippines during the UCI Congress in Lugano in 1996.

So for some years there was one federation representing cycling in UCI. However to my
mind some disgruntled officers not being elected to the re-unified body refused to accept this
and continued their federation. I notice from your CV that you were Chairman of the
Philippine Sports Commission around this time. You now head up that federation.

Whilst you state that you wish to develop athletes for international competition such as Sea
Games, Asian Games, Olympic Games I can assure you this is not possible unless you find

an arrangement through the current affiliated body to UCI. You need to understand all
international events including cycling in Regional Games come under UCI regulations.

Now I very much enjoyed reading your letter and your very extensive CV and there is no
doubt you are a very capable person who could make a very positive contribution to my sport
in your country. I see that you have even written a book on `Sports and Governance`. I beg
of you to use that knowledge, use your experience in politics to meet with Mayor Tolentino
and if all you say about developing cycling in Philippines is genuine you will find a roadmap
to a unified cycling organisation in Philippines. Until then I assure you UCI will only recognise
the IPCF under the presidency of Mayor Abraham Tolentino. This is our prerogative and
indeed responsibility as recognised by IOC and stated in the Olympic Charter and neither
POC nor PSC can affect that.

So an agreed solution must be found internally and UCI, and myself as President, would very
much welcome that because during my days in Philippines I recognised that there is an
abundance of talent, a great awareness and support for cycling amongst the public and it is a
disservice to those athletes and cycling that this bickering continues to exist. Indeed you may
not be aware but during my time in Philippines the national team climbed to no.10 in the
world rankings! Now Philippines is only 11th in Asian ranking.
