1.0 SCOPE
1.1 This procedure applies to the relevant projects and facilities within the organisation.
1.2 This procedure addresses the monitoring and control of organization’s projects and
facilities (including subcontractors and suppliers performing work on behalf of the
organization as applicable) to minimize the waste as well as proper management and
disposal of waste in accordance with ISO 14001:2015.
1.3 If any process described in this document conflicts with any part of the local
legislation, this document shall be superseded by the local legislation.

2.0 DEFINITIONS & ABBREVIATIONS


2.1 Organization (HEISCO) - Heavy Engineering Industries & Shipbuilding Co.
2.2 EMS - Part of the management system used to manage
environmental aspects, fulfill compliance
obligations and address risks and opportunities
2.3 Environmental Performance - Measurable results related to the management of
environmental aspects
2.4 Environmental Condition - State or characteristic of the environment as
determined at a certain point in time
2.5 Indicator - Measurable representation of the condition or
status of operations, management or conditions
2.6 Effectiveness - Extend to which planned activities realized and
planned results are achieved

3.0 INSTRUCTIONS
3.1 Objectives
3.1.1 To monitor and control the generated waste from the organization’s operations to
minimize the waste generated and to manage the disposal of waste.
3.1.2 This Waste Management procedure has been developed as a reference document
for Project/Department to develop Project specific waste management plan.
3.1.3 To reduce the potential impact on the environment due to the volumes of hazardous
and non-hazardous waste being generated during project/department activities.
3.2 Responsibilities
3.2.1 The responsibility for waste management will be upon each individual onsite.
3.2.2 Cost Center Manager/Project Manager
3.2.2.1 Cost Center Manager/Project Manager will implement the Project specific Waste
management Plan that is developed in line with this guideline.
3.2.2.2 The Cost Center Manager/Project manager is responsible to ensure the
implementation of the monitoring, control, and mitigation measures by allocating
sufficient resources.
3.2.2.3 Will ensure that there are sufficient resources (people, time and money) to manage
and monitoring waste management issues of the projects/departments.
3.2.2.4 Responsible for assign an environmental service provider for the collection and
disposal of hazardous and non-hazardous waste.

3.2.3 Site HSE Representative
3.2.3.1 Develop a project/department specific waste management plan with reference to this
procedure.
3.2.3.2 Responsible to provide necessary training for the employees involved in the
operation related with the waste generation and disposal (i.e. construction team,
maintenance team, housekeeping staff, cleaners, etc.).
3.2.3.3 Keep the Cost Centre/Project Manager fully informed on any waste management
issues.
3.2.3.4 Ensure that waste management records are maintained and up to date.
3.3 Potential Environmental Impacts
3.3.1 Waste generated from construction activities may cause environmental impacts such
as soil and ground water contamination and if discharged to sea may cause marine
water pollution.
3.4 Environmental Control Measures
3.4.1 Waste Segregation
3.4.1.1 Waste generated shall be segregated at source primarily into hazardous and non-
hazardous waste.
3.4.2 Hazardous Waste:
3.4.2.1 Wastes include liquids, semi-solids, solid or combination and gaseous material
which, because of the quantity, concentration, or chemical, physical, or infectious
characteristics, may pose a substantial health hazard to man and/or his environment
when improperly treated, stored, transported, disposed of, or otherwise managed.
3.4.2.2 Waste is defined as hazardous if it has any of the following characteristics:
 Explosive
 Radioactive
 Ignitable or flammable gas, liquids and solids.
 Infectious substances (biohazards)
 Mutagenic
 Carcinogenic. Corrosives and oxidizing agents
3.4.2.3 Major hazardous materials generated during construction are as follows:
 Chemical wastes including cleaning fluids, lubricants, paints, dye, coating
substances, used oil/chemical/paint drums, solvents etc.
 Used spill kits materials and batteries
 Fire extinguishing material
 Contaminated Soil
3.4.2.4 A comprehensive list of hazardous waste is given in the attached Hazardous Waste
List (Attachment 1) for the project/department reference.
3.4.2.5 Storage of hazardous waste
 Waste shall be stored in separate containers, clearly marked and labelled. Labels
will be waterproof, securely attached and visible.
 Drums used in hazardous waste management must be in good condition, clean,
free of rust, dents, and creases.
 Containers holding infectious, mutagenic or carcinogenic waste if any shall be
closed, except when wastes are added or removed and be handled only by an
assigned person.
 Empty/used oil/chemical/paint drums shall be stored in a designated well-
ventilated area free from heat/source of ignition on an impermeable concrete

floors with bunds around waste storage area to prevent from land & ground water
contamination
 Empty drums/ containers will be collected and temporarily stored in site with
bunds around waste storage area.
 Incompatible wastes shall be prevented from mixing.
 Inspections must be conducted to assess container condition and wastes in
leaking or damaged containers must be rectified.
 Subcontractors will store hazardous materials after getting storage & material
handling method statement approved by the project.
 MSDS will be made available, and easily accessible for all fuels and chemicals
stored.
 Emergency response plan will be followed to mitigate any impact from any
emergency situations and potential accidents.
 Hazardous liquid waste will be stored in a secure area with an impervious base
with bunds that has the capacity to contain 110% of the total volume of stored
materials. This area must be placed away from any sources of ignition.
 Fire prevention systems and pollution control equipment will be provided for
storage facilities where necessary, to prevent fires or the release of hazardous
materials to the environment.
3.4.2.6 Disposal: Disposed-off through approved environmental service providers, wherever
available to avoid heaping up huge quantity.
3.4.3 Non Hazardous Waste:
Wastes include liquids, semi-solids, solid or combination and gaseous material
which, because of the quantity, concentration, or chemical, physical, or infectious
characteristics, present or pose no substantial health hazard to man and/or his
environment when improperly treated, stored, transported, disposed of, or otherwise
managed.
3.4.3.1 Recyclables
Paper, cardboard, glass, plastic, wood, metals, etc.
Storage : Stored in separate containers, clearly marked and labeled. Labels shall be
waterproof, securely attached and visible.
Disposal : Disposed-off regularly through approved environmental service providers,
wherever available to avoid heaping up huge quantity.
3.4.3.2 Organic Waste
Food waste, vegetation, etc.
Storage:
 Stored in separate containers, clearly marked and labeled. Labels will be
waterproof, securely attached and visible.
 All food waste will be properly stored in containers with sealed tops to minimise
the possibility of secondary ecological impact.
 For litter (food waste, domestic trash), an adequate number of bins will be
strategically placed throughout the site at locations where construction workers
and staff consume food. These will be regularly collected and taken to the main
waste storage area.
Disposal: Disposed-off daily if possible through approved environmental service
providers to prevent rodents and decaying & generation of foul smell.

3.4.3.3 Reusable Construction Waste
Waste concrete
Storage : Stored in isolated area, clearly marked and labeled.
Disposal : Reuse the materials as far as possible and if not, disposed-off through
approved environmental service providers wherever available.
3.4.3.4 Non-reusable Construction Waste
Storage : Stored in separate containers, clearly marked and labeled. Labels will be
waterproof, securely attached and visible.
Disposal : Disposed-off through approved environmental service providers, wherever
available.
3.4.4 Litter
3.4.4.1 Main sources of litter generated during construction phase are
 Excess or waste construction material
 Rubbish thrown away by construction workers
3.4.4.2 Litter will be controlled by implementing best housekeeping practices. Housekeeping
will be done to keep items in a manner to promote work flow and generate less litter.
3.4.5 Colour Coding of Waste Containers
3.4.5.1 The waste containers shall be colour coded. The colour coding shall be in the form of
a painted rectangular patch and directly painted on at least two sides of the waste
container. In cases of portable waste containers in project sites, the full container
shall also be coloured/painted, clearly marked and labeled. Labels shall be
waterproof, securely attached and visible.
3.4.5.2 Project Sites
The following colour coding scheme shall apply for waste containers:
 Hazardous Waste : RED
 Metal Waste : WHITE
 Food Waste : GREEN
 Plastic Waste : BROWN
 Inert Waste (including glass & wood wastes) : GREY
 Paper Waste : BLUE
The size and shape of the containers shall be decided by the project/department with
respect to the volume of wastes generated in each project.
Disposal: The project/department shall be responsible for collection and disposal of
these wastes through approved environmental service providers, wherever available.
3.4.5.3 All Offices & Permanent Facilities (excluding project site offices)
The following colour coding scheme shall apply for waste containers:
 Paper Waste : BLUE
 Food Waste : GREEN
 Plastic Waste : BROWN
 Metal Cans : YELLOW

Disposal: The Office Services shall be responsible for collection and disposal of
these wastes through approved environmental service providers, wherever available.
The Office Services shall also be responsible for obtaining approval from CEO on the
size and shape of the waste containers to be used in the offices and permanent
facilities.
3.5 Monitoring Plan for Compliance and Mitigation
3.5.1 Waste Minimisation:
Waste generation shall be minimised through Waste avoidance and/or reduction,
Reuse, and Recycling where ever possible.
3.5.2 Waste Reduction
3.5.2.1 Following control measures shall be applied to minimise waste generated:
 Where practicable, working method with least amount of waste shall be selected.
 Quantity to be procured shall be controlled as per the requirements to avoid
excess in order to reduce wastage.
 Minimising the potential for environmental and human health risks arising from
spills and leakages by, where possible, substituting hazardous materials with
non-hazardous materials.
 Conserving paper by making double sided copies, electronic filing, and avoiding
unnecessary copies and distribution where ever possible.
 Obtain construction materials, paints, lubricants and other liquids in reusable
packaging and containers where ever possible.
3.5.3 Waste Reuse
3.5.3.1 The following measures will be implemented to promote waste reuse:
 To the greatest extent practicable, excavated materials will be reused in filling
operations or in other processes.
 To the greatest extent possible materials are to be reused where practicable.
 Where possible, construction materials will be re-used. For example using
wooden pallets and other packaging materials for creating sign boards.
3.5.4 Waste Recycling
3.5.4.1 The recyclable wastes will be disposed through approved environmental service
provider capable of recycling the waste where practically feasible.
3.5.5 Encouraging housekeeping practices such as 5S as given below:
 Sorting: Only essential tools, materials etc. will be stored in site area; others will
be discarded from site and will be stored at separate location.
 Set in order: Raw materials and tools will be placed in an order to promote work
flow.
 Shine: At the end of each shift, work site will be cleaned up and all items will be
restored to its place.
 Standardizing: All site construction staff will be made aware of their
responsibility in keeping site area clean.
 Sustaining: Reviewing and sustaining the results achieved by the above four
steps.
3.5.6 Monitoring and Measurement
3.5.6.1 All types of waste (hazardous/non-hazardous) disposed-off from the
project/departments are logged in Waste Transfer Records (Attachment 1 & 2). This
record will give the statistics of waste generated and possible efforts for monitoring
the waste minimization.
