I
am happy to learn that the "Diplomatist" magazine is bringing out this special edition covering
various aspets of bilateral relations between India and Kingdom of Saudi Arabia. The growing
engagements between our two friendly countries certainly need special focus as it is of interest
to both academic and business communities of the two countries.

India and Saudi Arabia enjoy cordial relations reflecting the centuries old economic and socio-cultural
ties. Since the establishment of diplomatic ties, the two countries have been engaged at the highest
levels, raising the bilateral relations to the 'strategic partnership' and enhancing cooperation, inter alia,
in political, economic and security realms. The visit by Hon'ble Prime Minister Shri Narendra Modi
to Riyadh in April 2016 is seen as a turning point in our growing engagements with the Kingdom of
Saudi Arabia, which has further augmented our existing multi-faceted bilateral relations.

I wish the team of "Diplomatist" magazine every success in this endeavor.

such changes, and yet, there exists a continuing interest the
two countries have had in maintaining robust engagements.
Relevance of a country to another is typically based on
one of three factors or various permutations of them, viz., a
shared interest, a need or a concern. India-Saudi Arabia ties
and their growing engagement is based upon a combination
of these three indices. The first two factors have combined
in the fact of the two countries sharing substantive historical
and civilisational ties, which have been built upon to cultivate
crucial economic connections. Saudi Arabia is home to the
largest Indian diaspora in the world. Nearly 2.75 million Indian
expatriates have been making a very valuable contribution to
the Saudi workforce and economy, while also being responsible
for substantive remittances to the Indian economy. Bilateral
trade between the two countries stands at almost $40 billion.
With its holy sites, Saudi Arabia also bears great importance to
a country which houses the second largest Muslim population
in the world. Nearly 400,000 Indians go to the country for Hajj
or ‘Umra’ every year.
As India’s fourth largest trading partner, New Delhi’s
relations with Saudi Arabia have an important economic
dimension to complement the socio-cultural and historical
sinews. Energy still remains a pivotal factor in India-Saudi
Arabia relations. Saudi Arabia supplies over 20 percent of
India’s oil requirements and plays a vital role in India’s energy
security. In 2015, India met 80 percent of its oil demand
with imports and one-fifth of these came from Saudi Arabia
- currently the largest exporter of oil and the second largest
producer of the commodity - which supplied 34.49 million PM Narendra Modi meeting the King Salman bin Abdulaziz

FUTURE OF INDO-SAUDI

he West Asian region has always been crucial for
India. The relationship with Saudi Arabia is one of
the key pillars of India’s West Asia policy. Besides
being a major source of energy, it is also a sacred destination
for more than 400,000 Indians who go for Hajj every year.
Saudi Arabia is home to a large number of Indian migrant
workers, and the remittances sent by them constitute a
sizeable proportion of India’s foreign exchange earnings.
Riyadh is a major trading partner of New Delhi that supplies
around one-fifth of India’s crude oil imports. During recent
years, India and Saudi Arabia have steadily expanded their
bilateral relationship. Energy needs have long dictated India’s
approach toward Saudi Arabia and other Gulf nations, but
shifting geopolitical scenario has changed this dynamic.
