ermilo Ocampo, and Ramon Ng were found guilty due to their negligence in meeting standards set
by the building code. They had failed to provide sprinklers inside the establishment, the fire
extinguishers they had put in place were found to be defective.

The lone exit which had trapped the guests due to opening inwards also did not meet the standards
of the building code. A former employee actually claimed that the inward swinging doors were put in
place due to it being good Feng Shui.

fire protection and suppression measures specified under the Fire Code and its IRR,
such as, but not limited to:
supervised sprinkler systems, which shall be installed in accordance with Section
10.2.6.5 of the IRR and/or other internationally accepted standards;
water supplies capable of delivering the total demand of sprinklers, hose streams,
foam, and other chemical systems in accordance with Sections 10.2.6.5 and 10.2.6.6.
of the IRR;
early detection and notification system in case of fire and explosion;
ire exits whose egress capacity width is determinable based on the clear width of the
doorway when the door is in the full open position; and screen and storm doors which
should swing with the exit travel.
