SECURITY RECORDS
Step-1 violation

On Saturday January 18, 2020 at approximately 6:30am you were observed by SECURIT
SECURITY staff entering gate SEC and proceeding to pull onto the airfield before the gate fully

closed. This is a violation of the SECURITY SECURITY Your badge was immediately
confiscated, you took the SIDA refresher course in Security and was released for the remainder
of the day.

On Thursday January 23, 2020 a pre-disciplinary hearing was held whereas you were present
including SECURITY Deputy Commissioner and myself Bill Bass – Hearing Officer/HR
Administrator. When asked what happened you proceeded to explain in detail the circumstances
that led to the violation. You were on duty to supervise and manage the snow removal
operations for Field Maintenance. At approximately 6:30am you went through Gate SE and
waited for the gate to close. You got on the city radio to call Field 2, SECURITY and Field 4,
SECURITY to advise them that you were on North Perimeter Road and that severe freezing rain
was coming down pretty hard and that it was headed towards the airfield. It was very windy with
a dark low visibility and the freezing rain was falling at a fast hard rate of fall. As you looked to
your right mirror it was iced up but you could see the gate and it appeared to be closed.

You pulled off and called SECURITY in SECU to tell him that you were on your way up to see
him. When you got up to SEC SEC advised that you left SE open and you told him no way and
that it was closed. SEC told you that the gate was monitored and that it was an SECURITY

that SECURIT the from closing. SEC contacted the closes vehicle to the gate which was SECU
SECU . cleared the SE from the SECURITY and gate SE closed.

At no time was the gate not monitored & secured by SEC , it was both a human and SEC
SECURITY for gate SECU and within SEC seconds the gate was secured by SECURITY
RECORDS

Safety and security are a priority at our airports. Please be mindful to pause when passing
through all security checkpoints to ensure you are in compliance with the SECU . As a SECURI level
Manager of SECURITY RECORDS , your position is of high profile with significant responsibility and
supervision. Accordingly, the expectations are extremely high as you are aware. Anytime you
find yourself facing inclement weather conditions on the airfield, please proceed on the side of
caution. Be advised that future incidents of this nature could result in progressive discipline.

Respectfully,

Bill Bass, HR Administrator
