I. CONTEXT AND RATIONALE

As quoted by Benjamin Franklin, “An investment in knowledge pays the best interest.”. So as
per DepEd Order no. 16, series 2017, the Department of Education has due fully implemented
research management guidelines to cultivate an environment that fosters continuous growth of
knowledge.

During a senate committee hearing done last March of 2019, Senator Sherwin T. Gatchalian,
vice chair of the committee on education, arts and culture, has flagged the decline of NAT
scores S.Y. 2016 – 2017 of Grade 6 pupils recording only an average of 40%. At that time, the
panel was evaluating the implementation of the five-year old Basic Education Enhancement
Law. As quoted from Sen. Gatchalian, “What the hearing showed is that the curriculum that is
supposed to be taught under K to 12… is not being taught well. The student cannot process the
curriculum right way, so we’re seeing low National Achievement Test scores. And what I’m
fearing is a student cannot enter college, cannot get a decent job, and cannot have a good future
because of the low NAT scores.”. However, I believe that this is not the case when it comes to
the decline of the NAT S.Y. 2016 – 2017 scores.

According to a study done by Assoc. Prof. Dr. Sait Akbaşlı (Hacettepe University, Faculty of
Education, Ankara, Turkey), Assoc. Prof. Dr. Mehmet Şahin (Yıldız Technical University,
Faculty of Education, Istanbul, Turkey), and Zeliha Yaykiran PhD. (Hacettepe University,
Faculty of Education, Ankara, Turkey), a strong relationship has been found between the top
reading performer countries and top math/science performer countries. Data used in the
scientific journal has been gathered from the PISA results of 2016. In the Philippines, our
standardized tests utilize the English language. It is also being used in written quarterly exams
for elementary and junior high school, both in public and private schools. With the exemption
of subjects such as Filipino, Araling Panlipunan, and Edukasyon sa Pagpapakatao.

In connection with facts aforementioned, I have chosen to enact upon this research because I
firmly believe that by developing the reading comprehension of our pupils/students, we will
also be able to see development in their performance in subjects that are most often used in
national assessments. This is not only beneficial for schools nationwide, but will also benefit
the pupil/students themselves, as this will grant them a greater chance at becoming globally
competent.
II. ACTION RESEARCH QUESTIONS

1. What specific language-based software tools can be easily integrated in IM’s

(instructional materials) of selected subject areas (English, Math, and Science)?
2. What factors may hinder the integration of these language-based software tools in
IM’s (instructional materials) of selected subject areas (English, Math, and Science)?
3. How will the teacher-researcher be able to monitor the development of a student’s
reading comprehension all throughout the research process?

III. PROPOSED INNOVATION, INTERVENTION, AND STRATEGY

The action research uses the mixed method approach, as it both utilizes qualitative and
quantitative data to produce the answers for the research questions. The over-all process
involves five phases, as mentioned below:

Phase I - The teacher-researcher will first identify a specific number of language-based

software tools that can be used in selected subject areas (English, Math, and Science). These
tools will be evaluated according to Hamp-Lyon’s multi-trait rubric. This will enable the
teacher-researcher to be able to achieve clear feedback of how appropriate the language-
based tools are.
Phase II – Upon having selected the “best” language-based tools to be used, teachers of the
selected subjects (English, Math, and Science) will undergo a brief orientation on
manipulating these tools. They will also be trained on how they will be able to integrate these
tools in their instructional materials using a modified model of Gagnes’ Nine Events of
Instructions. The teachers will also be given a monitoring sheet. The said sheet will track
down the frequency of use of the said tools and the over-all experience on a weekly basis.
Phase III – Integration of the language-based tools will take place during the 1st and 2nd
quarters of S.Y. 2020 – 2021. Data will be gathered at the end of each quarter, and will
compose of the quarterly exam scores and quarter final grades of the Grade 7 students.
Phase IV – Data gathered will then be converted into a line graph to better illustrate the
development of the students. The monitoring sheets collected weekly will also be converted
into a line graph. All graphs will undergo interpretation, and will have a narrative, so as to be
better understood.
Phase V – Once a conclusion has been finalized, recommendations will also be formulated.
These recommendations will be structured accordingly to the needs of the students and of the
school.

IV. ACTION RESEARCH METHODS

A. PARTICIPANTS AND/OR OTHER SOURCES OF DATA AND INFORMATION
Participants of the study will be the incoming Grade 7 students of Manga Integrated
School. This will be taken according to the list for Early Enrollment Program which will
take place this February of S.Y. 2019 – 2020. As mentioned in the previous section, data
will be collected in Phase III which will be composed of the 1st and 2nd quarter
examination grades (English, Math, and Science), 1st and 2nd quarter subject grades
(English, Math, and Science), and survey data from the monitoring sheets given weekly
to the subject teachers.

B. DATA GATHERING METHODS

Since the research utilizes the mixed method approach, there will be two separate
manners in which data will be collected.

For the quantitative data which will come from the 1st and 2nd quarter examination and
subject grades, I will be utilizing the Statistical Method of data gathering where in data
will be converted into line graphs and will be interpreted in number form and, as well as,
in narrative form. I have chosen line graphs since they are useful in showing data
variables and trends very clearly and can even help to make predictions about the results.

For the qualitative data which will come from the monitoring sheets collected weekly.
The monitoring sheets will be in the form of a survey.
