HOIST AND TRANSPORT EQUIPMENT

MINISTER OF LABOUR OF THE REPUBLIC OF INDONESIA

Considering: a. That with increasing development and technology in industry, the use of lifting and
transport equipment are integral part in the implementation and improvement of production
processes;
b. That in the manufacture, installation, use, maintenance lift and transport equipment has
potential hazards;
c. That the need for protection of the safety and health employment of all workers performing
the manufacture, installation, use, lift and transport equipment requirements.
In view of: 1. Article 2 paragraph (2) f and g.
Article 3, paragraph (1) n and p.
Article 4 paragraph (1), Law of Republic of Indonesia No. 1 of 1970 regarding Safety of
Work.
2. Regulation of the Minister of Manpower, Transmigration and Cooperation No. PER.03 /
MEN / 1978, on Requirements Appointment and Authority as well as the obligation of the
Supervisory Employees Occupational Health and Safety and Safety Experts.
3. Decree of the Minister of Manpower, Transmigration and Cooperatives No. KEP. 9 / MEN
/ 1977, on the appointment of the Director as referred to in Law No. 1 of 1970.

EQUIPMENT

CHAPTER I
GENERAL
Article 1

Under this laws, the following definitions shall apply :


1. Director is as defined in the Decree of the Minister of Labor and Transmigration No. Kep. 79 / MEN /
1977;
2. Employee supervisor are Employees Occupational Safety and Health Supervisor appointed by the Minister;
3. Safety expert are specially skilled technical personnel from outside The Labor Department appointed by the
Minister of Labor to oversee compliance with the Occupational Safety Act;
4. Management is a committee within the meaning of Law No. 1 of 1970, which is responsible for lifting and
transport equipment;
5. Entrepreneur is a person or legal entity as referred to in Law No. 1 of 1970 which has Lift equipment;
6. Apparatus is a collection of some of the tools in groups or stand alone to generate power both mechanical
and non-mechanical and can used a particular purpose;
7. Tool is a construction unit made for use or produce a particular outcome and can be a single piece of the
apparatus;
8. Installation is a network neither pipes or not and is not made for a purpose certain;
9. Lift equipment maker and installer is the person or legal entity doing the manufacture and installation of lift
apparatus and responsible for a certain time limit for the job;
10. Lift and transport equipment is an equipment used for move, lift the load either material or goods or people
vertically and or horizontally within the prescribed distance;
11. Lifting equipment is a tool that is constructed or made specifically for lifting up and lifting down;
12. Tape of transport is a plane or a tool used to move charge is continue with the help of tape;
13. Transport equipment over and above the runway surface is tool used to move cargo or people using either
steering inside or outside the device and move on top of a platform or surface;
14. The real transport is a means of transport that moves on the real road;
15. The real road is a real networks and equipment that is installed permanently which is used for road of
locomotives, carriages and other equipment in order to transport cargo.

Article 2

The construction materials and equipment of lifting and transport equipment shall be sufficiently strong, non-defect
& meet requirement.

Article 3

1. Maximum permissible load of the lift and transport equipment shall be written on parts easily visible and
legible;
2. All lift and transport equipment shall not be loaded exceed the maximum allowable load;
3. Loading and unloading the load on the lift and transport equipment shall be run slowly;
4. Sudden start and stop are prohibited.

Article 4

All lift and transport equipment shall be operated by operator who has ability and hand to have special skills about
lift and transport equipment.

CHAPTER II
SCOPE OF SPACE
Article 5

(1) This rules apply to plan, manufacture, installation, distribution, use, repair and maintenance or technical
repair of lift and transport equipment.
(2) Lift and Transport equipment in article 1, are :
a. Lifting equipment
b. Tape transport
c. Transport equipment over and above the runway surface
d. The real transport

CHAPTER III
LIFTING EQUIPMENT
Article 6

The other lift equipment are mechanical jack (lier), pulley block, electrical lift equipment, pneumatic aircraft,
gondola, cranes, mobile crane, static crane, and crane with rotary axes.

Article 7

Tightened bolt that used lifting equipment shall have more thread a sufficient distance to fasteners, if necessary, it
shall be equipped with secure nut or effective spring.

Article 8

(1) The center line of rolled drum at least 30 times the diameter of the steel rope and 300 times the diameter of
the largest wire rope.
(2) Drum roll shall be equipped with a flange at each end, projecting at least 2½ times the center line of the
wire rope;
(3) End of the rope on the drum rolled steel shall be mounted firmly on the inside drum and at least 2 times to
be entangled in full at the time of drum hook load is at the lowest position.

Article 9

(1) Steel wire rope used for lifting shall:


a. Made of strong steel and high quality;
b. Have a safety factor of at least 3 ½ times the maximum load;
c. No connection;
d. Not have knot, winding, tangled, frayed and peel off.
(2) The steel wire rope shall be given lubricant that does not contain alkali acid
(3) The steel wire rope shall be checked at the time of the first installation and daily by operator and at least
once a week by specialty skilled personnel on lift and transport equipment of the company.
(4) The wire rope shall not be used if there is a broken wire, wear or corrosion in accordance with the
following provisions :
a. 12% for steel wire rope 6 x 7 on a length of 50 cm
b. 20% for steel wire rope 6 x 19 on a length of 50 cm
c. 25% for steel wire rope 6 x 37 on a length of 50 cm
d. 25% for steel wire rope 6 x 61 on a length of 50 cm
e. For special steel wire rope :
12% for steel wire rope seal on a length of 50 cm
15% for steel wire rope winding triangular pieces on a length of 50 cm.

Article 10

(1) The fiber rope for moving equipment shall be made from natural or synthetic fibers with high quality.
(2) The fiber rope shall be inspected before during use of lifting rope, lifting straps as often as possible and at
least 3 months.
(3) The examination referred to in paragraph (2) shall be done due to scrapped to fiber, chipped, frayed,
changes in the length or cross-section of the rope, fiber damage, discoloration and other damage.

(4) The fiber rope shall be wound on the drum that does not have a sharp surface and has a groove for at least
the diameter of the rope.

Article 11

(1) The chain shall be replaced if :


a. Not comply with the determined plan;
b. One of the chain length changes of more than 5% of the original length of the chain;
c. Wear each other exceeds ¼ of the diameter of the original chain.
(2) For repair of the chain shall be performed by a skilled person.
(3) Chain shall not :
a. Hammered although for the purpose of straightening or put in place.
b. Crossed, misinterpretation, bending to make the knot.
c. Pulled out when squeezed.
d. Dropped from a height.
e. Given the shock loads.
f. Used to binding the load.

Article 12

(1) Slings shall be made from chain, wire rope or steel fiber and have adequate strength;
(2) Sling with defect shall not be used;
(3) When slings used more than one, the load shall be shared equally.

Article 13

(1) Transversal disk shall be made of shock-resistant metal or other materials that have the same power;
(2) Diameter of transversal disk at least 20 times of the diameter are used;
(3) Shaft of transversal disk shall easily lubricated and lubricant giving regular and fairly.
(4) Groove of transversal disk shall be made in such a way so as not to damage the rope.

Article 14

(1) Hooks for lift the loads shall be made of steel forgings that heated and pressed compacted or any other
material which has the same power;
(2) The hook shall be equipped with a safety lock.

Article 15

(1) The tensile strength of the tightened clamp shall be at least 1½ times the strap;
(2) The clamp tightened for hanging cage shall have a locking nut or in any other way which is adequate.

Article 16

All lifting equipment shall be equipped with brakes that can effectively put the brakes on a weight of not less than 1
½ the load allowable.

Article 17

(1) Regulator rope of lifting equipment shall be equipped with device movement and a clear sign of the
direction of motion load if the rope pulled out;
(2) The lever regulator rope of lifting equipment shall be clearly distinguished from the surrounding;
(3) Any lever regulatory rope of lifting equipment shall have the same model in the same company.

Article 18

Raising, lowering and lifting load with lift equipment shall be set with the same signaling and that is completely
understandable.

Article 19

(1) If more than one workers who work on lifting equipment, the operator shall work based on assignment
from a appointed person;
(2) Guard hooks, chain guard, guard pendulum or other person designated shall be visible by the operator;
(3) If the operator receives a signal to stop the equipment shall be stopped.

Article 20

(1) Cargo shall lift up rise vertically to avoid the swing at the time lifted.
(2) To lift the load beyond the range of the apparatus shall be taken safety measures required and witnessed by
the responsible person.

Article 21

Before giving a signal to load, the Rigger shall be ensured that:


a. All rope, chain, pendulum or other equipment has been installed properly when loading/ unloading;
b. Cargo has been made by duly and will not touch the object such that a portion of load or the objects will
move.

Article 22

If a lifted load not running well running as it shall, the operator shall immediately sound an alert and lowers its cargo
to rearrange.

Article 23

Lifting equipment operators shall avoid the lift of load through people.

Article 24

To move the dangerous cargo such as liquid metals or lifting of the magnet through workplaces than:
a. Sufficient warning that labor has opportunity shall be given previously running to safe place
b. If workers can’t leave the job immediately, the tool shall discontinued until labor leave the danger zone.

Article 25

Lifting equipment is not allowed to hang load during maintenance or bottom parts are used as moving machine.

Article 26

If the lifting equipment to operate without load:


a. Guard sling or chain guard shall associate the slings or chains on the hook strongly before moving;
b. Operators shall raise enough the hooks that people and objects are not untouched.

Article 27

Hoist equipment operators shall not leave the equipment to the loads or hang.

Article 28

Apparatus, equipment, parts of electrical installation on lifting equipment shall be made, installed, maintained in
accordance with the provisions of the applicable electrical installation.

Article 29

All lifting equipment driven by electric power shall be equipped with automatic limit device can stop the motor,
when the load exceeds the allowable position.

Article 30

(1) All part of frame mechanical jack (lier) and the jack shall be made of metal.
(2) Frame and tube of mechanical jack and the jack shall be made with the safety numbers, at least :
a. 12 for iron casting
b. 8 for steel casting
c. 5 for construction steel or wrought steel.
(3) The feet of the frame mechanical jack or the jack shall be anchored to the foundation is strong and sturdy.
(4) Mechanical jack (lier) or jack shall be equipped with safety equipment to prevent so as not to exceed the
maximum specified position.
(5) The mechanical jack (lier) or jack driven by steam power :
a. Shall not leak;
b. Steam scars don’t inhibit the operator views;
(6) Mechanical jack (lier) or jacks with manually, the load of lever shall not be in excess of 10 Kg.

Article 31

(1) Type and size of rope used in the block and pulley block shall comply with transversal disk.
(2) Blocks and pulley block shall be equipped with tools that can be set so that when the load hung towing rope
or chain doesn’t need to be pulled out or detain and load fix in it is place.

Article 32

(1) Chain of pulley block and chain sling shall be made of wrought iron or wrought steel in accordance with
applicable regulations;
(2) Safety numbers of pulley block and slings at least 5;
(3) Chain of pulley block and slings shall be eased or normalized return on a regular basis;

a. 6 month for the chain with diameter of no more than 2 ½ mm;
b. 6 month for the chain to used transport liquid metals;
c. 12 month for the chain that is not on the sub. a and b.

Article 33

(1) Electrical lift equipment, shall :


a. Constructed from steel
b. Made with safety numbers at least :
- 8 for steel casting
- 5 for construction steel or wrought steel.
- Equipped with an automatic brake that is capable of holding cargo, if the equipment is stopped.
(2) Control devices from electrical lifting equipment shall be equipped with a tool that can automatically
restore lever or button in neutral position, if the lever or button is released;
(3) Every hoisting equipment which is run by electric power tools shall be equipped with an automatic barrier
that can stop the traction load, if cargo passing through the highest allowable limit.
(4) Every lifting equipment, shall be equipped with brakes that can effectively put the brakes on at least 1½
time the loads are allowed.

Article 34

(1) Pneumatic equipment shall be :


a. Constructed from steel
b. Made with safety numbers at least :
- 8 for steel casting
- 5 for construction steel or wrought steel
(2) Air cylinder hanging pneumatic lifting equipment shall be placed on a trolley is strong and safe.
(3) Lever control valve pneumatic suspension equipment shall be equipped with a tool that can automatically
restore the control lever to the neutral position, if the handle on the rope loose control.

Article 35

Every gondola shall be met the following requirements:


a. Do not have barriers on steel strap hanger.
b. The ability of a safety lever holding capacity is assured
c. Position steel rope on the plot
a. Excess steel cords that are above the ground during the gondola hanging at least 1 meter.

Article 36

(1) The ability of the gondola lifting machine shall be in accordance with the weight of the load is lifted
(2) Gondola shall not include the load exceeds the maximum allowed.
(3) The maximum allowable expense referred to in paragraph (2) including the weight steel rope, aircraft
engine lift, the court, people and equipment.

Article 37

(1) The court shall not be lowered by surprise


(2) Construction of court shall be sufficiently strong and secure.

Article 38

Shall not change or add fixtures of gondola without permission the authorized institution.

Article 39

(1) The electric motor driving the gondola shall be connected


(2) The amount of voltage that is used shall not exceed 10% of the voltage that has been set.

Article 40

Gondola used in areas near the sea or corrosive shall be held daily inspection before the operator works on all parts
and equipment.

Article 41

The lever shall not be bound permanently

Article 42

(1) All dangerous parts that could cause a incident/ accident shall be protected
(2) The operator and workers shall use personal protective equipment in accordance with the existing hazards.

Article 53

Article 54

Every person is not allowed to ride in the cargo or sling of the crane during operation.

Article 55

All cranes shall be equipped with an automatic tool that can give a clear warning sign, if the maximum allowable
load.

Article 56

Magnetic crane shall meet the following requirements:


a. Magnetic electrical circuit is in good condition and retaining insulator checked regularly;
b. Magnet switch control tool is protected to prevent inadvertently touched position to the break up (off);
c. When lifting the magnetic tube, disc introduction and a draw weight of the magnet wires shall not be
loosened.

Article 57

(1) Magnetic tube shall not be left hanging in the air when not in use and shall be lowered to the ground or to
the place that has been provided;
(2) The magnetic tube shall be removed if the crane will be used for other operations that do not use a magnet.

Article 58

Mobile crane shall be designed and installed such that at any time there is sufficient free space including:
a. The highest point of the crane and construction above;
b. parts of the crane and a wall, pillar or other permanent buildings;
c. The end cranes each other in two parallel angle.

Article 59

Mobile crane shall be planned with a safety factor of at least:


a. 3 hooks used to tap that moved by human power;
b. 4 to hook used tap driven by engine power;
c. 5 to hook used crane, to serve hazardous materials such as molten metal, easy bite and other.
d. 8 for gears and transmission shafts;
e. 6 for steel rope;
f. 4 for the frame of crane.

Article 60

Crane who operates an open field shall:


a. Planned taking into account the wind;
b. Equipped with wheel locks, rail clamps, anchors and brakes with locking pegs.

Article 61

Mobile crane assembly framework shall riveted and or welded.

Article 62

Mobile crane shall be equipped to prevent the gears or other drive wheels fall, if broken or detached.

Article 63

Mobile crane monorail shall be equipped with at least one safety catch to hold the charge if defective mounting
shaft.

Article 64

Mobile crane shall be equipped with:


a. secure entrance with stairs remains from the floor to the operators room;
b. crossing the road at least 45 cm in width along both sides of the bridge;
c. crossing the road at both ends of the bridge sub (b) has a width of at least 30 cm and at least 38 cm in
width, if the trolley can’t be passed safely;
d. The open side of the road shall be given a safety fence and safety side.

Article 65

Locomotive crane shall be equipped with an automatic indicator that can give an alert when the load is lifted exceed
the maximum allowable load lifting.

Article 66

Locomotive cranes shall have a free space of at least 35 cm between the rotating of frame with frame of transport
equipment.

Article 67

In the wheelhouse and the locomotive room, crane operator shall be equipped with handrails.

Article 68

At both ends of the transport equipment, locomotive shall be equipped with automatic connector that can be
removed from each end of the side.

Article 69

Locomotive crane electric power shall be connected.

Article 70

Plates pegs of pile static crane shall be placed on a solid foundation and a plate of tenons, shall be firmly attached to
the foundation.

Article 71

Static crane equipped with a jack that is driven by humans shall be installed:
a. Pegs locking and locking screw to hold the charge hanging if removable crank handles;
b. Brake controller to hold downs of charge.

Article 72

The gears of the wheels on the swivel crane shall be prevented from objects that may interfere with rotation.

CHAPTER 4
TAPE TANSPORT
Article 75

Tape transport include: escalators, conveyor belts and conveyor chains.

Article 76

(1) Mechanical construction of tape transport shall be strong enough to support the loads that has been set.
(2) All of the tape transport shall be made such that the sliding dangerous dots between parts or objects that
move or fixed eliminated and or protected.

Article 77

(1) Tape transport left and frequently traveled shall be equipped with a terrace along the tool with a width of
not less than 45 cm and has a standard backrest and or safety edge;
(2) The floor or patio work, the places of loading and unloading shall be in the anti-slip conditions;
(3) The floors, terrace and a walking beside the tape transport shall be clean of trash and other materials;
(4) The drains in the floor shall be provided around the tape transport;
(5) The crossing of the tape transport shall be provided bridge qualified;
(6) Workers are not allowed to stand in the framework of an open transport barrier tape when loading or
moving goods or when cleaning the obstacles.

Article 78

Belt, chain transmission, drive shaft, tubes and gears on equipment and driver shall be in accordance with the safety
regulations for mechanical power transmission equipment.

Article 79

(1) Tape transport that are not covered through which workers at the bottom shall be mounted safety cap;
(2) Shall not rise above the tire of tape transport, except with special permission.

Article 80

(1) a. The enclosed tape transport used to carry materials that can burned or explode shall be equipped with a
safety release holes to the outside air;
b. The holes safety release are not allowed associated with the chimney, vent or drain pipe smoke for any
other purpose.
(2) If the disposal of construction is not possible, or the safety vent line on the tape transport shall be equipped
with a cap release.

Article 81

(1) Tape transport driven by mechanical power in places unload and load, at the end of the trip and the early
decision and or in other appropriate places shall be equipped with the tools to stop the engine in an
emergency tires transport;
(2) Tape transport that carries load exceeds the tilt angle shall be equipped with mechanical lat which may
prevent the engine turn around and bring load back towards a load, if the power source is stopped;

that both the tape transport shall be stopped when one of the tape transport can’t work continuously.

Article 82

Tape transport for cement transporting, artificial fertilizer, wood fiber, sand or similar substances shall be equipped
with a dredge or other suitable tool.

Article 83

If the tape transport runs to not visible place from the control station, shall be equipped with a gong, whistle or
signal lights and shall be used by the operator before running the engine.

Article 84

Tape transport shall be equipped with an automatic lubrication system.

Article 85

It is not allowed to try to set or to improved transport equipment without stopping the tape first power source and the
lock lever or button in the stopped state.

Article 86

End of charging tape transport of less than 1 (one) meter above the floor, shall be given a protective fences.

Article 87

Each conductor trace the movement of the escalator equipment shall be able to pass safely.

Article 88

Article 95

(1) To run each escalator shall use an ignition key switch or appliance that can only be serviced by the
operator;
(2) The stop button on the escalator shall be placed where it can be reached by the public at the upper and
lower conductive floor;
(3) Button stopper referred to in paragraph (2) shall have a clearly identified and labeled buttons stopper;
(4) When pressing the stop button, mechanical stopper shall be able to stop the escalator move slowly.

Article 96

Each escalator driven by electricity that has phase lot of equipment shall be equipped with a data prevents the motor

Article 97

(1) The engine room on each escalator shall have the right size according to the provisions in force so as to
facilitate maintenance;
(2) The engine room shall have adequate lighting and is equipped with a secure entrance.

CHAPTER V
CONVEYANCES APPARATUS IN THE FOUNDATION AND THE SURFACE
Article 98

Transport apparatus above the runway and on the surface include: trucks, tow trucks, tractors, carts, forklifts and
hanging rail.

Article 99

All transport apparatus servicing equipment over and above the runway surface shall be made in such a way so as to
have uniformity in the function, motion and color.

Article 100

Service equipment referred to in Article 99 shall be enough good, is not harmful to the operator within the scope of
the motion.
Article 101

All equipment before use shall be checked first by the operator.

Article 102

The transport equipment executed with the motor fuel is prohibited in the area that there is a danger of fire or
explosion and or indoors.

Article 103

The transport equipment prior to loading and unloading the brakes shall be used if above the ramp wheel shall be
tackled.

Article 104

The transport equipment on the runway with a combustion engine shall be run safely in accordance with a
predetermined speed.

Article 105

Floor work traversed transport equipment shall:


a. Strong enough and flat constructed by taking into account the speed, type of wheels and tires are used;
b. Don’t have curves with sharp corners, steep climbs, the free and low courtyard;
c. Have markings on both sides along the way.

Article 106

The width of the left and right side of the freeway truck passed by at least:
a. 60 cm of width of the vehicle or the load of the most wide when used one-way traffic;
b. 90 cm from the width of the vehicle or load widest when used two-way traffic.

Article 107

Truck, truck crane, tractor and the like shall be equipped with the lights and effective warning.

Article 108

For the cargo services using the cart shall match the type of work performed.

Article 109

Wheeled wheelbarrow one or two shall be equipped with a protective hand on the handle and fitted with tires brakes.

Article 110

Wheeled wheelbarrow three or four shall be equipped with a locking device which is used when the cart stopped.

Article 111

If the three-wheeled wheel-barrow load, heavy load shall be placed on the back bottom and load shall be balanced.

Article 112

Forklift shall be equipped with a protective roof carrier and moving or rotating parts are given a safety cap.

Article 113

Under no circumstances shall the fork road within a maximum of 15 cm from the surface of the road.

Article 114

When driving a forklift behind another vehicle shall be located at least 10 meters from the rear of the vehicle front.

Article 115

Prohibited uses forklift for any purpose other than to lift, transport and stack goods.

CHAPTER VI
THE RAIL ROAD TRANSPORTATION
Article 116

Article 118

Article 119

The rail transportation checks shall be held within certain time.

Article 120

(1) The safety of rail shall be installed no more than 25 cm inside the real with the width which exceeds the
bend:
a. 250 on rail road with a width of 1,435 meters or more;
b. 400 on rail road with a width of less than 1,435 meters;
c. 200 on all rail road with a slope angle of 2 percent or more.
(2) The rail road over bridges that length of 30 meters or more shall be equipped with the safety rail.

Article 121

Street side rails shall be fitted with equipment walk on the outside and have a free space of at least 1 (one) meter
between the fence and the cargo with the most large scale.

Article 122

Article 123

Article 125

(1) Free space horizontal sides of the locomotive on the cargo deck of the building can’t be less than 75 cm;
(2) The provisions of subsection (1) does not apply to free space horizontally on a rail road downhill;
(3) The free space between the cab and cargo traffic at intersecting and crossing side or along one direction
can’t be less than 75 cm;
(4) If the energy needed to rise above the roof deck or loading the vertical free space of at least 2.15 meters to
awakening or obstacles - other hurdles, 3 meters to 4.3 meters to wire and wire to the electrical conductor;
(5) When the free space referred to in paragraph (4) can’t be satisfied, the size of the sign shall be installed at
the required distance on each side of the building;
(6) If the plant is surrounded by a fence, entrances and exits to the street rail transportation equipment shall be

Article 126

If the rail road is near of buildings, so that workers can’t stand or pass safely between buildings and transportation
that run it:
a. Shall be installed in addition to building the barrier device;
b. Barred the door on a building to an exit road track.

Article 127

(1) All road crossings, rail road with many roads shall be removed by using an air bridge or tunnel for vehicle
traffic or pedestrians;
(2) If the installation of a bridge or tunnel on the intersection of the street with street rails can’t be
implemented:
a. Shall be installed signs that read "DANGER" or "CROSSING";
b. Road crossing shall be made even with the top of the rails;
c. The crosses that many shall be added by the guard rail car or light signal sounds.

Article 128

Article 129

(1) Signs warning and safety devices or guards on the rails to be clear;
(2) If the means of transport carried out at night all warning signs, barriers and signaling devices, notes and

Article 130

Revolving doors, sliding doors and door latch shall be secured in the opening and closing operation.

Article 131

(1) If the current electric locomotive transportation shall be transferred through the wire, the trolley shall be
supported and arranged so that one unbroken contact the sender will not cause a voltage on the trolley
conductors;
(2) Wire transmitter referred to in paragraph (1) shall be vertical within 3 meters of ground or public place that
can be used.

Article 132

(1) If the electric current on the electric locomotive is transferred through the third the rails that is not located
on a road that is closed, then the voltage the rails shall be closed with adequate safety device with
insulation materials and contacts can only open side;
(2) At the opening of the contacts shall be installed warning sign that reads "DANGER" with clear and bright.

Article 133

Carriage who are on the road shall be chocked the rails junction.

CHAPTER VII
VALIDATION
Article 134

(1) All hoist and transport equipment planning shall be approved by the Director or appointed official
authorities, unless specified otherwise;
(2) Application for approval referred to in paragraph (1) shall be submitted in writing to the Director or Officer
appointed by attaching:

a. Drawing plans and installation of electrical and safety systems to scale such that it enough clear and
bright;
b. Description of materials to be used;

Article 135

(1) Any manufacture, distribution, installation, use, alteration or technical repair of hoist and transport
instrument shall be approved by the Director or appointed official authorities;
(2) The applicant referred to in paragraph (1) shall apply in writing to the Director or Officer appointed by
attaching:
a. Construction drawings and installation of electrical and safety systems to scale such that it enough
clear and bright;
b. Certificates of materials and construction joints;
c. Construction strength calculation of critical parts.

Article 136

Director or appointed official authorities to technical changes on the application submitted pursuant to Article 134
and Article 135.

Article 137

Manufacture and installation of lifting and transport instrument shall be carried out by the manufacturer and installer
which has been approved by the Director or Officer appointed.

CHAPTER VIII
INSPECTION AND TESTING
Article 138

(1) Each lift and transport equipment before being used shall be checked and tested first with a standard test
that has been determined;
(2) For more load testing shall be performed at 125% of the maximum load tested;
(3) The amount of insulation resistance and electrical installations lift and transport equipment shall at least
meet specified in PUIL (General Regulation of Electrical Installations);
(4) Re-examination and testing of lifting and transport equipment carried out no later than 2 (two) years after
the first testing and retesting further examination conducted 1 (one) years;

(5) Inspection and testing referred to in this article carried by the Supervisory Employees Occupational Safety
and or expert unless specified otherwise.

Article 139

The cost of inspection and testing lift and transport equipment charged to employers.

CHAPTER IX
TRANSITIONAL PROVISIONS
Article 140

Lift and transport equipment already to used before this rule set management or entrepreneur who has a lift and
transport equipment required to meet the requirements of the regulation of the Minister within 1 (one) year from the
entry into force of this regulation.

CHAPTER X
MISCELLANEOUS
Article 141

Towards understanding the terms "adequate", "appropriate", "good", "safe", "typical", "at least", "far", "in such a
way", which is contained in this Regulation is determined by the Director or official appointed.

Article 142

Administrators shall be responsible for compliance with this regulation.

CHAPTER XI
PENALTY PROVISIONS
Article 143

(1) Administrators who violate the provisions of Article 142 is punishable by imprisonment for maximum 3
(three) months or a maximum penalty IDR. 100.000, - (one hundred thousand rupiah) in accordance with
Article 15 paragraph (2) and (3) of Act No. 1 of 1970 on Safety.
(2) The criminal act referred to in paragraph (1) is an offense.

CHAPTER XII
CONCLUDING PROVISIONS
Article 144

Supervisory Employees and Safety Expert supervising compliance with this regulation.

Article 145

All things that require with guidelines for the implementation of this regulation stipulated by the Director.

Article 146

Regulation of the Minister is valid from the date of enactment.
