Ang Barangay Disaster Risk Reduction Management Committee o BDRRMC ay isang komite ng Barangay
Development Council na siyang itinalaga ng batas (RA 10121 o tinatawag na Philippine Disaster Risk
Reduction and Management Act of 2010) upang mangasiwa at manguna sa mga gawaing pangkaligtasan ng
mga taong nakatira sa komunidad. Ang naturang komite ang siyang namumuno sa pagpapatupad ng mga
programa at gawain sa loob ng komunidad o barangay upang maiwasan at mabawasan ang epekto ng
nakaambang panganib o ng disaster sa mga tao, sa mga tirahan at sa mga pangunahing hanapbuhay at sa
iba pang elemento sa barangay.

Mga Tungkulin ng BDRRMC ayon sa RA 10121


1. Mag-apruba, magsubaybay at magtasa ng implementasyon ng barangay disaster risk reduction
management plan at siguraduhing ito ay sinusuri at sinusubukan ng naayon sa nasyonal at lokal na
programa at plano;

2. Siguraduhin na nakasama at nakapasok ang disaster risk reduction at climate change adaptation sa local
na mga plano, gawain, programa at pondo bilang istratehiya sa patuloy na pagpapa-unlad at pagbawas ng
kahirapan sa komunidad;

3. Mag- rekomenda ng pagpapatupad ng sapilitan o bluntaryong paglikas bago dumating ang bantang
panganib sa mga taong nakatira sa komunidad lalo na sa mga lugar na delikado, kung kinakailangan; at

4. Magtipun- tipon isang beses sa loob ng tatlong buwan o kung kailan kinakailangan.

Ang Pagbuo ng BDRRMC:


Ang komite ay binubuo ng mga miyembro ng konseho, edukasyon, simbahan at mga sektor o organisasyon
sa isang pamayanan o barangay. Ito ay pinamumunuan ng Punong Barangay bilang Chairperson ng komite.
Ang mga sumusunod na sector ay dapat na magkaroon ng aktibo at makahulugang papel sa BDRRMC na
aprobado ng konseho ng barangay sa pamamagitan ng ordinansa o resolusyon.

Pangunahing batayan ng pagiging miyembro ng mga sektor sa BDRRMC ay ang pagiging lehitimong
organisasyon na may mga programa o proyekto sa barangay. Ang isang lehitimong organisasyon ay may
kaukulang katibayan ng pagkilala mula sa alin mang ahensya ng gobyerno o LGU. Sila din ay dapat aktibong
nakikilahok sa mga gawaing pang-kaunlaran sa barangay. Kung hindi pa sila rehistrado sa anumang
ahensya ng gobyerno, maaari din silang mag-sumite ng sulat sa barangay na naglalayong kilalanin sila ng
barangay bilang isang lehitimong samahan. Ang Barangay Council ay magbibigay ng katunayan ng pagkilala
na sila ay isang lehitimong samahan na nagpapatupad ng mga programang pangkaunlaran sa barangay sa
pamamagitan ng Executive Order mula sa Punong Barangay.

Ang Community Risk Assessment (CRA) ay isang paraan ng pagtukoy ng mga panganib o peligrong
maaaring maranasan, at malaman ang kalakasan at kalawakang maaaring idulot ng panganib o peligro sa
komunidad. Sa pamamagitan ng sama-samang pag- alam ng mga kalakasan at oportunidad na mayroon sa
kapaligiran ng barangay para makatulong sa pagbawas ng panganib o peligro.
