EXHIBIT A - SCOPE OF SERVICES – PART 1

1. INTRODUCTION
1.1. This section presents an outline of the general Scope of Services including activities to be
completed and deliverables to be made by the Consultant for infrastructure design with
construction supervision for a Gated Residential Community at Shams Ar Riyadh Project-
situated in Riyadh, Saudi Arabia. (Referred to as the “Project”).
1.2. In this section the reference to “Owner” means Shams Ar Riyadh Company.
1.3. The Consultant’s responsibilities for the Project include, but are not limited to, professional
services of all standard engineering disciplines, and technical support specialists required to
finalize and enhance the Concept master plan design provided by the Owner, design an
alternate master plan, complete all infrastructure and Superstructure design and construction
supervision services for this Project as further described in the Contract documents
1.4. The basis of design requirements, calculations, drawings, specifications, and related
documents for all civil, architectural, and engineering systems shall be provided by the
Consultant to the Owner for review prior to submission of the schematic design deliverables.
1.5. Appendix 2, titled the Project Responsibility Matrix indicates the delineation of responsibilities
between the Consultant and Owner.
1.6. The Consultant shall provide necessary assistance to the Owner to establish a packaging
strategy for the project such as demolition packages, enabling works packages, various civil
construction packages for the infrastructure works including the landscaping packages and to
submit all required cost estimate. The Consultant shall also assist in the evaluation of the
technical capabilities of the contractors proposed for the packages and assist the Owner in
the pre-qualification of tenderers for the Project. This shall be limited to providing technical
assessment to the bidders for the Project.
1.7. The Consultant shall be responsible for the direction, coordination, and management of the
activities of all Specialty Engineering Consultants, whether they are employed directly by him
or others, during all phases of services that are performed by it, which are detailed in Article
3 below. The Consultant shall submit a list of specialty consultants that he intends to employ,
as a part of his technical proposal.
1.8. The major professional disciplines required for the successful completion of services for this
Project may include, but are not limited to, the following: Civil Engineering, Geotechnical
Engineering, Environmental Assessment, Traffic Studies, Potable Water Distribution, Waste
Water Treatment, Storm Water Drainage, Sub-surface Drainage and Irrigation, RO Plant if
required, Sanitary Sewage Distribution network, Landscape, Hardscape, MV Power supply
and distribution, LV power distribution and metering, external lighting, CCTV, access control
and security systems, telecommunication and data communication. Coordination with
architectural teams for villa location and setting dimensions and elevations required to
complete the Services.
1.9. The Consultant shall provide assistance to the Owner in the development of the layout for the
temporary facilities common to all contractors like temporary power, water, drainage and fire
alarm system required for construction such as layout and design of offices and utilities. He
shall also review the associated drawings and calculations submitted by contractors in this
regard. Excluded are contractor offices and related temporary facilities. The Consultant also
shall:

1.9.1 Ensure that each of Consultant’s design disciplines and any outside design
consultants will coordinate their design with each corresponding design discipline
and/or outside consultant to provide continuity and efficient design

1.9.2 Evaluate and maximize constructability throughout all of the design phases.
1.9.3 Provide Value Engineering and cost saving services throughout all of the design
phases

1.10 Supervision service is optional and shall be performed only on the issuance of letter of award
and notice to proceed prior to commencing of works as stated in Exhibit C – Fee Schedule.

2. SCHEDULE
2.1. The duration and milestones for the phases of work in the Project are indicated on the
preliminary schedule attached as Appendix 3 to this Exhibit A.
2.2. A comprehensive design schedule shall be developed by the Consultant within seven (7) days
of the effective date of this Agreement incorporating the work of all Specialty Engineering
Consultants for review by the Owner and it shall also reflect all project milestones including
review periods, coordination meetings, and production of submittal documents during all
phases of design and identify separately submittals that will be made for the different
construction packages.
3. CONSULTANT’S RESPONSIBILITIES
3.1. PROGRAMMING
3.1.1. Consultant shall participate in a work session with the Owner and other consultants
employed by the Owner to discuss and review the Owner’s project objectives, program
requirements, and budget.

3.1.2. Based on more work sessions and further reviews the Consultant shall develop a
detailed list of project program requirements for Owner’s approval. It shall also include
preliminary cost estimate. This approved program shall form the basis of ongoing
design by the Consultant.
3.2. INFRASTRUCTURE DESIGN:
3.2.1. The scope of services is to provide infrastructure engineering design works to support
the development of the Project inclusive of and not limited to:
Study, interpret and validate the available studies, documents, reports, designs, design
criteria, drawings, Topography, Geotechnical investigations, traffic study and
Environmental impact assessment study. And make use of the available reports,
documents, designs and drawings to the extent possible. In case the consultants feels
that there is a need to conduct further investigations/designs etc. then he shall proceed
with the following:
A. Interpretation and verifying the Topographical Survey provided by the Client
B. Plans for Earthwork, site clearing, and bulk handling works
C. Grading plans for the entire areas of Site and preparation of building platform levels
D. Slope grading and stabilization details
E. Road works including any bridges, overpasses or tunnels where required
F. All related infrastructure required for the Development, including but not limited to
potable water, electricity, telecom including electronic data communication, irrigation
water, sewerage, storm drainage, and subsoil drainage.
G. Pedestrian Walkways and vertical circulations
H. Landscaping (hardscape and softscape)
I. Potable water supply and fire fighting
J. Storm water Drainage collection and disposal
K. Subsoil drainage, Sewage collection and Sewage Disposal

L. Irrigation (possibly utilizing exiting treated sewage, if available)


M. Pumping stations if required
N. MV Power supply and distribution
O. LV Power distribution and metering
P. External Lighting
Q. CCTV, access control and security systems
R. Arrange for full Geotechnical Investigation Study to identify and recommend the
parameters for foundations design. The Consultant shall prepare the required terms of
reference, supervise the work of the soils consultant and review factual reports and
develop interpretive report. The specialist investigative works shall be carried out by
others. The designer should also consider Hydrogeology to identify and recommend the
parameters for foundations and pavement design.
S. Undertake Traffic Impact Assessment to evaluate and find solution for Traffic and Traffic
Signals within the development and the interface with the surrounding roads network.
T. Geometrical including plots demarcation plans which shall be based on the approved
Final Master plan.
3.2.2. The process will commence with an initial exchange of information and coordination
between all parties where the Consultant will be expected to meet and discuss with all other
appointed Consultants on the design specifications and concepts and the infrastructure
requirement.
3.2.3. The Consultant shall co-ordinate the infrastructure design work to ensure the compatibility
of the civil infrastructure elements of the project with component parts of the development
as shown in the master plan. This coordination and interface is particularly critical during the
finalization of the Master Plan.
3.2.4. Note: It is a fundamental objective that the Design of the roads, structures, and associated
infrastructure works shall as a minimum satisfy Riyadh Municipality and other concerned
authorities' requirements. The Owner anticipates that the civil infrastructure will ultimately
be transferred as a community asset to the Municipality and other utility infrastructure
authorities as appropriate, in the medium to long term.
3.2.5. Government Approvals
A. The Consultant shall assist the Owner in connection with the Owner’s responsibility for filing
documents required for the acceptance of governmental authorities having jurisdiction over
the Project. The Consultant shall be responsible for coordination with government
authorities to obtain the official approval for all infrastructure design services in all stages.
Such assistance shall be discharged by preparing the necessary technical design related
documents required by the Owner / Government Authorities, and participating in related
technical discussions.
3.2.6. Design Phases:
The following is a description of the various steps involved during the different design
phases anticipated for the Project.
A. Preliminary Study Phase: Carry out a preliminary study in relation to the Project and
existing reports submit a draft report thereon (including drawings and other documents as
necessary) to the Owner for review purposes in sufficient number of copies (provide for at
least 4 sets) The study shall cover the following:
a) Identification of applicable standards and regulatory requirements that will need to be taken
into consideration in the design of the infrastructure.
b) List of documentation reviewed.
c) Preliminary Estimated utility requirements

d) Proposed methodology and schedule for effective interface with all regulatory and utility
authorities having jurisdiction over the Project as well as other consultants.
e) Discussion of design options and phasing with a view to minimizing cash outlay
f) Analysis the advantages and disadvantages of the selected alternatives with the technical
standards under consideration.
g) Estimate service life and construction duration for each of the selected alternatives and
technical standards.
h) A review of all consents, approvals, no objection certificates, permits and the like needed to
be obtained from all relevant authorities and departments and the procedures to be followed
in relation thereto.
i) A detailed list of deliverables that would be submitted during the different design phases of
the Project.
j) Discuss the findings of the preliminary study with the Owner as detailed in the draft report
and thereafter amend the draft report as necessary and submit a final report (including
drawings and other documents as necessary) to the Owner.

B. Concept Design Phase:


a) Commence the Concept Design following receipt of the Owner’s approval of the Preliminary
Study Report.
b) Prepare Tender Documents for the carrying out of a site investigation and submit to the
Owner (Such site investigation shall be carried out by others engaged by the Owner).
Review Tenders received and report to the Owner thereon together with recommendations.
Supervise the carrying out of the site investigation works including the preparation and issue
of all necessary documentation required by the contractor. Approve the work carried out by
the contractor, including the development of the factual and interpretive reports.
c) The Consultant shall evaluate and select suitable and most economic sources for imported
soils, utilizing the surplus of rocks and other excavated materials and providing details for
stabilization of slopes. The Consultant shall obtain the requirements of the Master Planner
for the quality of soil necessary to support the respective plant life being designed by him
and by third party consultants.
d) The Consultant shall also, in consultation with the architect(s) and geotechnical consultant,
source structural fill material (if required) for construction of building areas. However
investigations and details for foundation design shall be the responsibility of the respective
third party consultants.
e) Ascertain any changes required to the details obtained as part of the Preliminary Study
Phase in relation to the consents, approvals, no objection certificates, permits, and the like
needed to be obtained from all relevant authorities and departments and the procedures to
be followed in relation thereto and submit a report thereon to the Owner.
f) Ascertain all relevant regulations, codes of practice and byelaws.
g) Identification of any and all existing services and any potential conflicts with the proposed
development, followed by meetings and discussions with the authorities concerned, the
Owner, and other consultants in order to determine the cost-effective method of resolving
such conflicts.
h) Prepare and submit to the Owner for review purposes a draft of the Concept Design Phase
deliverables.

C. Schematic Design Phase:


a) The basis of design requirements, calculations, drawings, specifications, and related
documents for all civil and engineering systems shall be provided by the Consultant to the
Owner for review prior to submission of the schematic design deliverables.
b) Commence the Schematic Design following receipt of the Owner’s approval of the Concept
Design.
c) Obtain site investigation and topographic survey information and other relevant information.

d) Based on the approved Concept Design prepares and submits to the Owner for review
purposes a draft of the Schematic Design Phase deliverables.
e) Amend the draft Schematic Design Phase deliverables to incorporate as applicable the
requirements of the Owner and submit to the Owner for approval purposes the final version
of the Schematic Design Phase deliverables.

D. Detailed Design Phase:


a) Commence the Detailed Design following receipt of the Owner’s approval of the Schematic
Design.
b) Based on the approved Schematic Design, fully develop the design and prepare and submit
to the Owner for review purposes a draft of the Detailed Design Phase deliverables.
c) Attend meetings with the Owner or other consultants to discuss the draft Detailed Design
Phase deliverables and prepare minutes thereof where appropriate.
d) Amend the draft Detailed Design Phase deliverables to incorporate as applicable the
requirements of the Owner and submit to the Owner for approval purposes the final version
of the Detailed Design Phase deliverables.
e) Deliverables: Deliverables at this stage include:
i. Design Drawings(in PDF and DWG format)
ii. Final Specifications (in Word Format)
iii. Budget Estimate (in Excel Format)
iv. Permits and Authorities approval
v. Bill of quantities (in Excel Format)
E. Tender, Contract and Construction Documentation Phase
a) Commence the Tender, Contract, and Construction Documentation Phase following
receipt of the Owner’s acceptance of the Detailed Design.
b) Based on the Detailed Design acceptance by the Owner, prepare all technical
documentation required for Tender purposes and for contract purposes including without
limitation drawings(in PDF and DWG format), specifications, Bill of quantities and all
required schedules.
c) Prepare all documentation required to construct the Project including without limitation
fully detailed drawings (in PDF and DWG format), specifications Bill of quantities and all
required schedules.
d) The submissions shall be inclusive of all the aspects of the Project including all
disciplines of engineering and shall be presented at the 60, 95, and 100 % completion
levels. Each submission requires review and acceptance by the Owner. Architectural
and engineering discipline coordination, checking, and review shall take place during
each submittal phase and shall include drawings, specifications, and other
documentation.
e) Formal meetings shall be set up with the Owner and other participants as required by
the Owner at each of the submittal stage so that the Consultant can discuss design
issues of concern and their resolution, status of incorporation of comments issued by
the Owner during the previous stages, and the making of decisions to be incorporated
and considered in the next stage of work.
f) Constructability and cost effective checks and reviews shall be scheduled during the
development of the construction documents. These checks shall be comprised of an
interdisciplinary team of architects and engineers, specialty consultants as required as
well as construction specialists.
g) The Owner has the right to conduct peer review of the Consultant’s design at any time
during the life of the Project; in all such cases, the Consultant shall provide all technical

information, such as basis of design, design criteria, calculations, details concerning any
proprietary software used in the design, drawings and sketches and provide utmost
cooperation to the peer review consultants and provide responses to the queries raised
by them.
h) Based upon the accepted 95 % submittals the Consultant shall prepare the complete
set of contract documents for construction, for the final review of the Owner. These
construction documents shall consist of Final Construction Drawings (in PDF and DWG
format), Specifications, Specifications, Bill of Quantities, Construction Cost Estimates
and the Construction Phasing Plan in such a form and detail as may be needed by the
Owner. The issuance of construction documentation shall be in conformance with the
packaging strategy as determined by the Owner.
i) Final Construction Drawings: Final Contract Drawings shall be drawn to suitable scale
on sheets as may be approved by the Owner. A4 size documents shall not be used for
producing construction/tender drawings and details. A4 drawings shall only be used as
an interim measure, during construction, in order to provide immediate information
regarding any changes to construction documents or as a response to any RFI-s
(Requests for Information) from contractors. Such revisions shall then be incorporated
in the contract drawings. Drawings shall be submitted in both hard and soft copy (PDF
and DWG) format.
j) Specifications: Specification based on the CSI format shall be issued in A4 size sheets
both hard and soft copy format. Wherever possible, the specifications shall be prepared
in such a manner that they are common to all the packages within the Project. However,
the specific products that are required for the different packages shall be identified
separately within the specifications, if required based on the design
k) Provide advice and assistance to the Owner in the prequalification and selection of
Tenderers.
l) Prepare and submit to the Owner for review purposes a draft of the Tender documents.
The format for the preparation of Tender documents shall conform to requirements
established by the Owner.
m) Amend and supplement the draft documents above to incorporate as applicable the
requirements / comments of the Owner and submit the final version of the Tender
Documents to the Owner.
n) Prepare replies to technical queries relating to the Tender Documents raised by Bidders
during the Tender Period as requested by the Owner for incorporation into an Addendum
to the Tender Documents.
o) Review the technical aspects of Tenders received and report to the Owner thereon
together with recommendations.
p) Attend and participate in Tender Clarification Meetings as per Owner’s requirement to
be held with Tenderers following the receipt and evaluation of the Tenders including the
preparation of minutes thereof where appropriate and the preparation of supplement
reports for submission to the Owner.
q) Prepare ready for issue to the Contractor all documentation required for the construction
of the Project.
r) In preparing the Tender documents, Contract documents and documentation required
for the construction of the Project the Consultant shall take care to ensure that these are
complete in all respects and that there are no errors or omissions in relation thereto
which may necessitate the issue of a Variation Order and/or entitle the Contractor to

additional payments under the Construction Contract.


s) Prepare a pre-tender estimate based on a Bill of Quantity (BOQ)
t) Prepare replies to queries relating to the Tender Documents raised by Tenderers during
the Tender Period and incorporate into an Addendum to the Tender Documents. Submit
the Addendum to the Owner in the number of copies specified in Appendix A to this
Schedule 2. The Consultant shall adopt the Owner’s standard format for Addenda to
Tender Documents”
3.2.7. Geotechnical Analyses: (If required and approved by the Owner)
A. The Consultant shall prepare Tender Documents for the carrying out of a site investigation
and submit to the Owner (Such site investigation shall be carried out by others engaged by
the Owner). Review Tenders received and report to the Owner thereon together with
recommendations. Supervise the carrying out of the site investigation works including the
preparation and issue of all necessary documentation required by the contractor. Approve
the work carried out by the contractor; including the development of the factual and
interpretive reports.
B. The results of the site investigations shall be the subject of detailed technical analyses to
be used as a basis for the preparation of the design of the infrastructure. Emphasis shall be
given to providing the necessary parameters for the design of the various Project
components. Particular attention shall be given to identifying any problematic soils at the
Project location as these locations may affect master plan preparation. Strength and
deformation properties shall be determined for the different formations encountered to
provide the design engineers with reliable information upon which they can base the
recommended solutions. Results of the chemical analyses of the groundwater table and/or
soil solution shall be utilized to determine the type and extent of treatment needed to protect
the foundations and pipelines against the soil aggressiveness. Unit weight-moisture content
relationships as well as California Bearing Ratio (CBR) values shall be established where
road works and utility pipelines are planned in order to provide the parameters needed for
their design. Detailed pavement design shall be performed to support the expected vehicles
loads. It includes asphalt and rigid pavement. Excavation includes excavating and backfilling
for roadways and vehicular pavements. In addition, the work includes excavating and
backfilling trenches and pits for buried mechanical and electrical utilities and appurtenances.
When needed supported excavation and dewatering systems shall be specified.
3.2.8. Traffic Impact Study: (If required and approved by the Owner)
A. As part of the infra structure design, it is anticipated that the Consultant may need to carry
out a traffic impact assessment. The Consultant shall be free to modify / augment / simplify
the same as he deems necessary to make it cost-effective and suitable for the intended
purpose, namely:
a) to ensure the adequacy of the provisions for movement of traffic/personnel within the
Project premises
b) to satisfy any local authority requirements for permitting
c) to identify any changes that may be necessary to the surrounding road network to
ensure that they can meet the demands created by the Project.
B. The Traffic Impact Study shall cover the entire development’s impacts on the transportation
System within the Study Area including vehicular traffic and parking, transit and pedestrian
impact, and process appropriate mitigation measures.
C. Task 1 - Review of Available Plans, Studies and Existing Conditions
a) The Study Area boundary would be identified in co-ordination with the Client; the Study

Area will cover the adjacent areas of Influence.


b) A review of the development densities, phasing and land-use activities to identify any
deficiencies in the integrity of the plan. Nearby committed / planned developments.
c) Co-ordination with all parties concerned, including concerned government departments
as essential requirement and extremely important for the successful completion of this
task.
D. Task 2 - Trip Generation Analysis
a) The trip generation analysis task will include an examination of the land-use information
provided by the Client for the project, and other development information within the
Study Area. Trip Generation rates compatible with Government Transportation
Department standards will be applied to estimate the traffic expected during the
A.M/L.T/P.M Peak Hours of a typical weekday. Other resources of Trip Generation shall
also be examined including the ITE Manual, the Consultant’s database for similar land
– uses, and possible surveys.
E. Task 3 - Trip Distribution, Assignment and Modal Split
a) Trips generated will be distributed to the internal and external zones of the Study Area.
The zoning system will include sub-area zones for each development.
b) The relevant model will be applied to obtain the traffic assignment. The traffic volumes
on the roads and turning movement volumes for the peak hours will be obtained for the
site and background traffic. Analysis based on these volumes will be carried out on the
next task to develop solutions and mitigating measures.
c) The modal split component will be developed in conjunction with the Developer policies
and provisions for alternative travel modes, and Municipality’s policy in this regard.
F. Task 4 - Analysis of Future Conditions and Development of Solutions including pedestrian,
parking, vehicle service and signage requirements, generally as follows:
a) Vehicular access to the development with concentration on entry/exit points.
b) Vehicular movement over the Study Area to/from the site including intersections and
roadways.
c) Review of transportation infrastructure needed to meet the future demands.
d) Introduction of various alternatives for the transportation system, which takes into
consideration the final recommendation of this development Master Plan and The
Employer’s vision regarding the transit issue.
e) Recommendation of the final transportation system in the Study Area to ensure the
integration of the Project.
f) As part of the works of the Traffic Impact Assessment, the Traffic consultant will provide
conceptual road design layout for the recommended solutions in the Study Area.
g) Level of Service Analysis for the roads and intersections within the Study Area using
proven traffic analysis packages.
h) Study the requirement of pedestrian access and circulation and integrate their needs
(walkways and footpaths) to ensure smooth and safe pedestrian movement and access.
i) Study bicycling requirements particularly for leisure purposes and check the need to
provide bicycle track networks.
j) Conduct a detailed parking demand and supply analysis for each of developments
based on Municipality’s standards, and identify any deficiencies in terms of size and
distribution.
k) Provide access guidelines for parking spaces/lots following Municipality standards.
l) Study service vehicles and the relevant circulation requirements and recommend the
needed loading/unloading facilities.
m) Provide basic information regarding signage requirements for the internal and external
road network according to Municipality.

G. Task 5 - Requirement to Comply with Municipality Traffic Impact Studies Manual.


a) The Consultant will prepare the Final Report of the Traffic Impact Study in compliance
with the Municipality Guidelines, in as many copies as needed and make submittals of
the same to the Owner.
H. Task 6 - Preparation and Delivery of Final Report “Traffic Impact Study”
a) The Consultant will prepare the Final Report, which will integrate all the Technical
Reports of the previous tasks.
b) The Final Report has to be presented in four (4) original copies contain all collected
data, charts, analyses, reports.
3.2.9. Grading and Demolition (If required and approved by the Owner)
A. The Consultant shall prepare outline for the demolition methods for all the existing
structures.
B. It should be noted that although the Consultants shall specify the techniques to be used for
the demolition of the existing. However, the Bid Documents that shall be prepared at a later
stage shall call for the Contractor to specify the detailed demolition design under the
Engineer’s supervision and the approval of the relevant Authorities.
C. The Consultants shall also prepare the site grading plans for the Project. This shall be
based upon the available topographic survey documentation, the current existing
conditions, and the proposed grades and levels as presented in the Master Plan. The
grading and levels plan shall encompass the final disposition of the entire Master Plan
area and shall form the basis for the calculation of cut and fill quantities for the completed
project at the conclusion of all construction phases. This effort shall also include the
identification of interim phased grading options in response to the delineation of
construction package alternatives for roads and utility infrastructure. The criteria for the
recommended phased grading and earthwork plans shall include expandability and
functionality, interim maintainability and financial considerations. Consultant shall verify
and confirm the accuracy of the topographical survey data of existing ground, carried out
by others, provided by the Client.
3.2.10. Leveling and Grading
A. The Consultant shall derive from the Master Plan the proposed finish ground contours
contained in the final master plan. Then, in coordination with the Master Planning team and
the building architect(s), the Consultant shall develop the desired topography of the site prior
to the placement of imported agricultural soil, structural fill, etc with a view to reducing the
cost of construction of the infrastructure (civil work and utility distribution mains). The
proposed topography shall result in a minimum of earth moving and the importation of bulk
fill.
B. The Consultant shall provide suitable scaled drawings of the entire site showing both the
existing and rough ground contours. In addition, the drawings shall identify all necessary
control points, which will be separately tabulated, to show X, Y, Z coordinates of those
points, such that these points can be staked out for construction of the earthworks.
Sufficient control points shall be documented to allow the rough grading to be fully
constructed.
3.2.11. Finish Grading
A. The Consultant shall develop a site grading plan to represent the desired final topography
of the site for handover to the landscape contractor, building contractor(s) and others as
instructed by the Owner.

3.2.12. Alignments, Right-of-way


A. Based upon master planning information provided in the Master Plan, the Consultant shall
calculate alignments for all right-of-way lines and lot lines within the site.
B. Right-of-way centerline alignment drawing shall be produced at, and shall identify and
tabulate the coordinates of all alignment control points. In addition, all alignment curves shall
be identified and curve information for each curve tabulated.
C. Individual A4 sheets shall be produced for each of the building lots, with the lot drawn to a
suitable scale. On the drawing, all lot dimensions, angles, and corner coordinates shall be
shown. In addition, finished spot elevations of the plot and surrounding landscaped areas,
roads, etc. shall be shown. Connection point locations and elevations for utility, services, as
well as access restrictions, shall be shown.
D. The Consultant shall be responsible to produce service utilities plans and site plans for each
plot in order to assist the Owner to obtain title deeds for each plot.
3.2.13. Transportation Study
A. The Consultant shall be responsible for the traffic study and design of all aspects of the
roadway system within the Development including connections to surrounding municipal
roads. This is to include pavement design of the proposed roads.
3.2.14. Civil Engineering Requirements
A. Civil systems requirements shall be inclusive of all surrounding spaces, landscaped areas,
hardscape elements, water features, roads, utilities, hooking up to existing utilities,
underground distribution networks, etc.
B. Various civil systems planning, design, construction and installation interface requirements
to be considered as part of design of the Project include, but are not limited to, the following:
a) Roads, Bridges, Tunnels, Circulation and Parking
b) Pedestrian Circulation
c) Utility Infrastructure Systems
d) Potable Water
e) Fire Water
f) Irrigation Water
g) Storm Water Drainage
h) Sanitary Sewer
i) Solid Waste Disposal
j) Electric Power
k) Telecommunications System and Satellite Transmission

3.2.15. Roads and Parking:


The Consultant shall design the necessary transportation facilities for the Site. Minimum

3.2.16. Storm water Drainage


A. The Consultant shall design for the disposal of storm water to minimize the impact on
residents and the destruction or inconvenience caused by rainwater within residential plots,
landscaping, and other developments.
B. Storm Water Study: The Consultant shall conduct a study to evaluate various methods for
disposing of or re-using collected storm water runoff. This may involve retention,
groundwater recharge, percolation, pumped outlet gravity outlet, or other methods.
C. Collection System: The Consultant shall investigate suitable means and methods of
collecting and removing surface water from undesired areas and conducting that water away
from those areas. The storm water collection and drainage system shall be included with all
other utilities on utility plans. Drainage detail drawings shall be provided at appropriate
scales.
D. Retention and Disposal: Based upon the findings of the study the Consultant shall design
the appropriate disposal system. Appropriate drawings and details shall be developed for
the selected disposal methodology.
3.2.17. Potable Water
A. The Consultant shall study and redesign all necessary aspects of potable water supply and
distribution system according to latest modified master plan.
3.2.18. Water Distribution System
A. The Consultant shall redesign a water distribution system to deliver a metered water supply
to each package and all other facilities requiring water, including fire fighting, within the
Project. Water distribution system facilities shall be shown on the utility plans. Other
appropriate details shall be developed as required.
3.2.19. Sewerage
A. Sewerage Collection System
The Consultant shall redesign a sewerage collection system to collect domestic sewerage
from each plot and all other facilities requiring such within the Project. Sewerage collection
system facilities shall be shown on the utility plans. Other appropriate details shall be
developed as required according to latest modified master plan and to make all required
modification to connect the sanitary network to sewerage treatment plant.
B. Sewerage Treatment/Disposal System
The Consultant shall redesign the appropriate and necessary facilities. Drawings at
appropriate scales shall be developed to suitably depict the design according to latest
modified master plan.

3.2.20. Irrigation
A. Irrigation Distribution System
The Consultant shall design an irrigation distribution system to deliver a metered irrigation
water supply to each package and all other facilities requiring irrigation water within the
Project (including supply to the water delivery systems for the landscaping) according to
latest modified master plan
3.2.21. Electrical Power:
The consultant shall conduct a detailed study and calculation supported with a design
plans, schedule and diagrams for the following:
a) Electrical load calculation.
b) Medium voltage MV distribution networks feeding from primary sub-stations S/S 8105
and S/S 8107.
c) Low voltage distribution networks.
d) Electric power meter KWHM reading and monitoring system.
e) Street lighting, area lighting perimeter fence lighting and landscaping lighting.
f) Traffic lights and traffic signals
g) Electric-mechanical coordination drawings for all services.

The consultant shall be responsible for the coordination with authorities (SEC) to obtain
the official approval for all electrical design in all stages.

3.2.22. Telecommunication, Security and Access Control:


A. The consultant shall conduct a study to evaluate the methods of obtaining -telephone land
lines and GSM telecom services from the related service providers including data system.
B. Gates and access control and security common areas including CCTV system.
The progress submissions shall be inclusive but not limited of the following:

a) List of drawings.
b) General notes and legend.
c) Typical details for all systems.
d) Single line diagrams and schedules.
e) Power and control wiring diagrams.
f) Layout plans for each system separate.
g) Coordination plans for all electrical and mechanical systems.
h) Design specifications.
i) Design basis and criteria.
j) Design calculation.
k) Bill of quantity.

3.2.23. Landscaping
A. The Consultant shall carry out the design of the landscaping / hardscaping for the Project.
B. Landscape and Irrigation design shall be inclusive of and not limited to the preparation of
drawings, specifications and other documents to establish, fix and describe the final specific
landscape and irrigation layout and configuration, materials, systems equipment and details
for the design. The progress submittals shall be inclusive of and not limited to the following:

3.2.24. Construction Budget Control
A. The Consultant shall establish an outline construction budget cost based upon the concept
master plan for the project and the preliminary findings of the various engineering studies.
The budget costs shall be reviewed and amended as necessary during the design
development stages, or at least at monthly frequencies.
B. An order-of-magnitude shall be presented within one month of contract award. This budget
shall identify cost of any rerouting of existing utilities as well as new installation.
C. The cost estimate shall be updated and submitted at the end of each of the design phase.
3.2.25. Construction Supervision Phase
A. Provide services as indicated in the General Requirements, Exhibit B. of the Contract
Documents
B. The Owner shall develop and implement management and administrative procedures
covering the detailed design, procurement, construction, and testing and commissioning
and hand-over phases of the Project. The Consultant shall cooperate with the Owner in this
process and comply with these procedures.
C. DAAR might assign a different consultant to be responsible for the Construction Supervision
of this phase of the Project. The Design Consultant however shall provide the necessary
design clarifications and support, if required during this stage of the project
3.2.26. STAFF
A. Design Staff:
The Consultant’s personnel (including any replacement personnel) occupying the following
positions in the provision of that part of the Services relating to design shall meet the criteria
described below and shall be subject to the prior approval of the Owner. No such approval
or otherwise shall release the Consultant from any of its obligations or liabilities under this
Agreement.
a) Project Civil Engineer / Manager
i. Relevant degree from a recognized University or relevant professional qualification
ii. Minimum [20] years relevant experience
iii. Minimum [10] years relevant experience in similar projects
iv. Minimum [5] years experience in Saudi Arabia (Project Manager)

4. Additional Services
4.1. Any additional services shall only be provided only if authorized or confirmed in writing by the
Owner, and include but are not limited to the following:
4.1.1. Providing additional services required because of significant changes in the Project such as
its size, quality and complexity.
4.1.2. Making revisions to drawings or other documents when such revisions are:
A. inconsistent with acceptances or instructions previously given by the Owner
B. required by the enactment or revision of codes, laws or regulations subsequent to the
preparation of such documents; or
4.1.3. Providing services for the planning within tenant lease spaces.

5. Other Project and Specialist Engineering Discipline Requirements

5.1. The Consultant shall include in the Scope of Services any other specialty requirements
necessary to provide a complete design for the Project. Other design considerations
could include, but not be limited to, the following: equipment and facilities that are
normally used in similar projects world-wide, Garbage/Refuse disposal, loading docks,
traffic signalization systems, special building cleaning, maintenance and equipment
systems, etc.

6. Scheduling requirements
6.1. Project detailed design schedules shall be reviewed and updated during each progress
submittal, for review and approval by the Owner.
