Subject: Memorandum.

Reference: HRB/Sdmn/ EA-1 / 286 Dated 16-1-2018.

It is humbly submitted that:

1.Shri Pardeep Kasni, IAS have no legal power and Authority, as per Board Act, to review the orders
passed by the Board in past along with the resolution placed and approved by the Board of Directors.
2. Memorandum No. 914 have no material and allegation against me, besides it Pardeep Kasni, neither
issue Memorandum No. 914, nor appoint himself as Inquiry officer, which proved his bad intention.
3. The Govt. of Haryana relaxed their terms and conditions as it was done in case of Smt. Veena Rani,
besides its Board approved the proposal, relaxing the terms and conditions as per power and
authorities as per Act.
4. Court case was withdrawn on the approval of proposal of the Board of Directors as on 14-5-1993.
5. Naresh Kadyan was placed under suspension as on 5-8-2014 without any reason, subsistence
allowances were not given as per rules and past practices, besides it leave on medical grounds was
also rejected unlawfully and illegally by the Pardeep Kasni, being adopting biased and double
standards, whereas sickness and fitness certificates were found genuine by the Faridabad Police.
6. Haryana Civil Services (Punishment and Appeal) Rules, 2016 come into force from 19th July, 2016
and applicable on the serving person as public servant, whereas Naresh Kadyan retired as onwards
7-8-2014, after discussion on detailed agenda, representation dated 5-8-2014 was accepted by the
Board of Directors and orders be issued, whereas no objections were received and proceedings of the
Board of Directors were confirmed, many years back.
Hence, personal hearing may kindly be granted to expose the biased and double standards of Pardeep Kasni
and to explain because there are no allegations leveled and proved against me, everything is a matter of
record as many as 34 years before, in the custody of the Board, whereas I was promoted as on 30-1-1995.
