2012-14年對協會而言是充滿挑戰與危機的兩年，然而，憑著協會同仁並肩作戰，迎難而上，協會終化危為機，
邁向更穩定和豐盛的發展。
由於醫院重建的關係，雖然風雨蘭已於2013年底遷出基督教聯合醫院，但和廣華醫院一樣，基督教聯合醫院仍
然是風雨蘭重要的醫療合作伙伴，繼續為受害人提供醫療支援服務。其後，有賴獎券基金及各方友好的支持和協
助，風雨蘭在威爾斯親王醫院內設立服務點，將於2015年初啟用，為全港性暴力「幸存者」提供更有效率、更優
質的一站式支援服務，減低為她們帶來二度創傷的機會。是次危機讓我們體會到，將負責協調醫療支援的服務，
如：風雨蘭，常設於醫院系統內，甚或成為醫院系統的一部份，是值得協會、醫療界的朋友，以致整個社會所深
思的。
2014年，風雨蘭有幸獲香港公益金接受為會員機構，得到恆常撥款資助。在香港公益金的支持下，風雨蘭將維持
和推進現有工作發展，並以法律和陪同支援為工作重點，以回應「幸存者」對法律支援的需求，為她們提供更完
善的服務。
經過數年的嘗試及經驗的累積，Anti480已印證利用多元手法進行教育工作的功效。年青人透過多媒體藝術創作
或劇場演出，體會和感受性別與自身經驗的關係，並藉此探索性/別暴力。他們在參與和分享的過程中檢視自身
既有的性別觀念外，亦藉創作品喚醒公眾對性暴力的警覺，從而改正社會上助長性暴力發生的文化意識。過去兩
年，Anti480共教育超過17,000名中學和大專院校學生，讓新一代培養出正確的性觀念，並學會尊重別人的身體自
主，一同建設無性暴力的生活環境。
協會一直深信要預防性暴力，除提升個人意識外，亦須從環境和制度入手。過去兩年，協會轄下的「幸存者」權
益關注小組積極爭取在法律程序中為「幸存者」提供應有的保障，當中，推動將『為「幸存者」提供屏風作供』
常規化的工作最近取得令人欣喜的發展。此外，協會轄下的婦女友善環境小組在2014年出版了《香港交通工具性
暴力現況調查報告》，讓公眾知悉在公共交通工具內發生性暴力的情況，以及空間設施與性暴力事件不可劃切的
關係，從而提升對環境陷阱的危機意識，並促進各交通營辦商作出相應的改善。最後，雖然推動性別平等教育的
理想不易達致，但協會會把握時機，繼續推動在校園落實性別平等教育，為消除性暴力的工作創造有利的條件。
有見香港特別行政區缺乏為少數族裔女性提供預防性暴力及相關服務的資源，2012年，風雨蘭在傅德蔭基金的資
助下開展 「凝·動 - 外籍傭工及少數族裔婦女計劃」，至今已為1300位少數族裔婦女及青少女提供預防性暴力教
育及婦女健康資訊。
多年來，協會一直透過不同面向的工作：由推動制度及環境的改變、進行公眾教育、到補救性的支援工作，去營
造社會對性暴力零容忍的文化；路縱難行，但幸有你的支持。盼望未來的日子，你會繼續成為我們的伙伴，實現
無性暴力社會的理想。

The years 2012-14 saw both opportunities and challenges. Yet, with the support and concerted efforts of our colleagues, the Association grew
against all odds and turned these challenges into opportunities. The Association has made a steady and flourishing growth.
By the end of 2013, RainLily was relocated to facilitate reconstruction project of the United Christian Hospital. Also, thanks to efforts and support from all
parties, RainLily has partnered with Prince of Wales Hospital to establish a service center there to be put into operation in early 2015. The center would
provide the “victims” of sexual violence in Hong Kong [SAR, China] with improved efficient and quality one-stop service. Its objective is to prevent the
“victims” from suffering from second trauma. We have been well aware of the need to offer such kind of service at hospitals backed by certain medical
support, or even to make the service a part of the medical system. This would require us, the medical sector and society as a whole to thoroughly think
about it.
Upon the grant of recurrent funding from Hong Kong Community Chest in 2014, RainLily has provided legal clinic services to the “victims” of sexual
violence, in addition to continuation and promotion of our ongoing service development. Looking forward, legal clinic and companion service will be
our key priorities, and we anticipate providing all-rounded services and support to the “victims”.
While delivering across our messages, anti-480 has found and confirmed the effectiveness of promoting anti-sexual violence through multiple
means. Through multimedia art and theatre performance, young people were encouraged to explore the relationship between genders and their
personal experience as well as sexual/gender violence. They were also encouraged through multiple means to share, express and review their
conception about gender. Eventually, the artworks bring about an extended influence, and increased the general public’s awareness about sexual
violence. This has helped rectify the community’s erroneous attitude towards sexual violence. In the past two years, anti-480 provided education to
over 17,000 secondary and tertiary students. The training has helped our young generations get rid of misconception about sex, including how to
respect one’s will and his/her body, so as to work together to build an environment where sexual violence is not tolerated.
It has been the Association’s firm belief that prevention of sexual violence depends greatly on environment and legislation, in addition to arousing
awareness of individuals. Over the past two years, “VOICES” (Group advocates for the rights of sexual violence victims) actively advocated reform of
the legal procedures for the “victims”. In particular, our campaign for the provision of a screen as a standard legal procedure during court hearing
has received very positive feedback. In 2014, Women-Friendly Environment Group published “A Research Report on Sexual Assault on Public
Transport in Hong Kong”. The report has revealed indispensable relations between the condition of sexual violence on public transport and the public
space. It has aroused the public’s awareness towards environmental traps. Furthermore, the Association has asked operators of public transport to
make appropriate changes in this respect. The Association has also promoted gender equality. Though it was not an easy mission, the Association
has seized every opportunity to promote gender equality education on campus, thereby creating favorable conditions to eliminate sexual violence.
RainLily’s “We Stand - Female Migrant Workers and Ethnic Minority Women Program” was birthed in 2012, in response to the lack of sexual violence
information, prevention and support resources available to female minorities and migrant workers. With sponsorship from Fu Tak Iam Foundation Limited, the
program has provided 1,300 female minorities and migrant workers specialized sexual violence crisis support and anti-sexual violence education programs.
The Association has been over the years carrying out its work through various channels, from system and environment changes, public education,
to remedial support service. It has been our goal to establish a culture where sexual violence is subject to zero tolerance. We thank you for your
unrelenting support, as we work hard to accomplish this arduous mission. We look forward to your continual contribution as our partners. By working
together, we will achieve our vision – building a community with zero sexual violence.

我衷心感謝關注婦女性暴力協會創立十七年來，一直努力不
懈，與性暴力受助人並肩同行，提供所需支援減輕她們的創
傷，幫助她們開展新生活。
協會先後成立了全港首間性暴力危機中心「風雨蘭」及
「Anti-480反性暴力資源中心」。前者為受害女性提供二十
四小時一站式支援服務，後者成為倡議平台，於校園及社區
推動公眾關注及打擊性暴力，其貢獻廣受社會認同。
展望將來，我深信協會將繼續充當受害人強而有力的後盾，
並進一步喚醒各界對性暴力問題的關注。

Sexual Offences Sub-committee (hereinafter referred to as
“HKLRC”) released a consultation paper on 17 September
2012, and made preliminary recommendations on
reforming the provisions of the Crimes Ordinance
relating to sexual offences. They included new definitions
regarding the offence of rape, and legislation against a
range of other non-consensual sexual offences. Moreover,
the Association conducted the relevant legal researches
and referred to legislations of different countries in order
to perfect its recommendations. Through its consultation
on 10 November 2012, the Association sought views from
the victims of sexual violence, counselors and parties
concerning about sexual violence. After consolidating
views from various parties, the Association co-organized
with the City University of Hong Kong on 15 December
2012 the “Seminar on the Protection of Victims of Sexual
Violence in Judicial System”. Legal professionals and
parties concerning about sexual violence were invited to
attend a forum on the consultation paper of “Rape and
Other Non-consensual Sexual Offences”, while exchanging
their views on the current situation. The participants
included representatives of women’s groups, Law Society
and Bar Association, and students studying law. In March
2013, the Association submitted the consultation paper
to the Law Reform Commission of Hong Kong (HKLRC),
along with 250 signatures from members of the public
and victims of sexual violence and over 20 organisations,
who supported HKLRC’s recommendations.
On 25 February 2014, HKLRC suggested repealing
excepted offences listed in Schedule 3 of Cap 221,
(hereinafter referred to as “excepted offences”).
Yet, the Association disagreed to take out “rape or
attempted rape” from the excepted offences. Instead,
the Association requested to retain indecent assault as
part of the serious offences, as provided under Section
122 of Crimes Ordinance (CAP 200). Offenders who are
convicted of “rape or attempted rape,” which is a serious
offence, are generally sentenced to more than two years
imprisonment. If HKLRC’s proposal would be accepted,
however, such offences would no longer be treated as
that, and the convicted may just be put on probation. Such
reform of the ordinance will bring about a misconception
that “rape or attempted rape” is no longer regarded as a
serious one though it remains a common offence.

“VOICES” was formed in 2009 to advocate the
rights of sexual violence survivors. The “VOICES ”
strongly believes that women who have experienced
sexual violence can overcome all the difficulties and
recovered. The rights of the sexual violence survivors
should be protected and the voices of the survivors
should be heard and respected.

“Survivors” of sexual violence are subject to severe
stress and trauma in the wake of the offences. Their
stress and trauma are not just derived from the sex
offenders and the events themselves, but also social
taboos and misconceptions about the nature of sexual
violence. This has thus brought to the Survivors
biased comments and criticisms from society.
With the community’s complex that attaches great
importance to virginity and chastity, the “Survivors”
are stigmatized and have been regarded as being
“incomplete” or “unclean”, so that they have been
disrespected and their rights are ignored. At the same
time, the Survivors have to suffer from different kinds
of trauma during the process of seeking assistance
and rehabilitation. The group has thus initiated a
public education campaign, and advocated policies to
arouse public concerns over cases of sexual violence.

T hanks to the support of our contributors, we are
able to continue our sexual violence support service,
as well as education in anti-sexual violence and
gender equality. In the past two years, the Association
has arranged a number of fundraising activities,
which were supported by the community with a
total contribution of ~$3.8 million. Apart from our
contributors, our supporters have spontaneously
organized fund-raising activities, including charity
banquets and charity bazaar. All proceeds received
from these activities were donated to the Association.
We take this opportunity to express our heartfelt
thanks to both the contributors and fund-raisers.
With their efforts, we are able to continue to support
the victims of sexual violence and educate our young
Women’s Day. In the event, which is the first of its kind in
