Employment Status

• Permanent appointment shall be issued to a person who meets all the requirements
for the positions to which he is being appointed,
• including the appropriate eligibility prescribed, in accordance with the provisions of
law, rules and standards promulgated in pursuance thereof.
• Temporary appointment – issued to an appointee who
meets the education, experience, and training
requirements except eligibility
• In the absence of appropriate eligible applicants and it becomes necessary in the
public interest to fill a vacancy
• Coterminous appointment - appointment issued to a person whose tenure is limited
to a period specified by law.
• Is issued to a person whose entrance and continuity in the service is based on the
trust and confidence of the appointing authority or of the head of the organizational.
• Fixed Term appointment – specified term of office subject to reappointment as
provided by law, such as
• Chairperson and members of commissions and boards, SUC President,
• Casual – issued only for essential and necessary services where there are not enough
regular staff to meet the demands of the service shall be submitted to the CSC for
notation only, without the need for approval/validation.
• Contractual – issued to a person who shall undertake a specific work or job for a
limited period not to exceed one year. The appointing authority should indicate the
inclusive period covered by the appointment for purposes of crediting services.
• Contractual appointment - special contract to undertake local or foreign-assisted
projects or a specific work or job requiring special or technical skills not available in
the employing agency

Nature of Appointment

• Promotion – is the advancement of an employee from one position to another with


an increase in duties and responsibilities as authorized by law, and usually
accompanied by an increase in salary.
• Transfer – is the movement of employee from one position to another, which is of
equivalent rank, level or salary without break in the service involving the issuance of
an appointment.
• Transfer maybe from one department or agency to another or from one
organizational unit to another in the same department or agency.
• Re-employment – is the reappointment of a person who has been previously
appointed to a position but was separated therefrom as a result of reduction in force,
reorganization, retirement, voluntary resignation or of any non-disciplinary actions
such as dropping from the rolls and other modes of separation
• Re-employment -the appointment of a person who has been previously appointed to
a position in the government service but was separated therefrom as a result of
reduction in force, reorganization, retirement, voluntary resignation or any non-
disciplinary action such as dropping from the rolls and other modes of separation.
• Reappointment – is the re-issuance of an appointment during re organization &
salary standardization
• Reappointment the issuance of an appointment as a result of reorganization, salary,
standardization, re-nationalization, recategorization, rationalization or similar events,
including the following:
• The renewal of temporary, contractual and casual appointment upon the expiration
of the appointment or subsequent appointment of substitute teachers
• Reinstatement – is the issuance of an appointment to a person who has been
previously appointed to a position in the career service been separated there from or
to one who has been exonerated of the administrative charges unless the decision
exonerating him specifies restoration to his previous position
• Demotion - movement of an employee from a higher position to a lower position
where he/she qualifies, if a lower position is available. It entails reduction in duties,
responsibilities, status or rank, which may or may not involve a reduction in salary.
• Renewal – refers to the subsequent appointment issued upon the expiration of the
appointment of the contractual,
• casual temporary personnel
• Reassignment - movement across the organizational structure without a reduction in
rank, status, or salary; requires issuance of an Office Order by the appointing officer
• Reassignment of employees with station-specific place of work within the
geographical location of the agency shall be allowed only for a maximum period of
one (1) year
Designation
• officials designated as officer-in-charge - enjoy limited powers which are confined to
functions of administration and ensuring that the office continues its usual activities
