1) Activity:
Paralleling Device 7VE61 Installation, BCU Replacement and associated wiring Modification & pre-
commissioning checks

2) Description of Work
Purpose:
As per Contract No: N12628.1, 220/33kV GIS Bay Extension and Addition of Third Power Transformer at
Al Foah Grid Substation-Alain.

SCOPE:

· Remove the Existing BCU and Hand over to Transco stores through Transco Handing
over Procedure.
· Installation, Testing and commissioning of New BCU’s in D07 LCC Panels.
· Install new 7VE61 relay and Test Block in D07 LCC Panel
· Related Wiring Modifications in LCC Panels.
· Establish the Communication with SCMS via IEC 61850 and Testing of all the signals.
· Additional control cables laying from new AVR panel and its termination in LCC side.
· MCB’s & Contactor Installation and related wirings.
· Pre-commissioning Checks
· All the modifications will be done as per the approved drawings.

5) Roles and responsibilities
Opening the PTW permit

5.1 · Obtain PTW for LCC Panel D07 – Buscoupler Panel Action BY
Competent Person

§ Site In-Charge
o Convey the message to all concerns
o Ensuring the relevant documents and resources.

§ Engineer
o Ensure workers on site are not exposed to danger when working on or near live electrical
systems and equipment.
o Ensuring the controls at work spots in person.
o Verifying the % compliance as per risk assessment.
o Ensuring the emergency preparedness.
o Ensures availability of the necessary resources.
o Ensuring un-authorized Entry
o Placing warning tapes and warning boards in the work environment.
o Placing Fire Extinguisher at test place.
o Arranging all needed test equipments.

§ Workmen
o Wearing appropriate PPEs.
o Understanding and following the instructions given by line staff.
o No horseplay and shortcuts.

· Safety Officer
o Assisting the line staffs for managing HSE efficiently.

6) Sequence of Activities
· Avail Safety Documents for the work to be carried out.
· Work area must be clearly identified by Red & White Tap.
· Permit shall be pasted on front and backside of the panel under outage.
· Before start of work, toolbox talk to be conducted to the Working party.
· Necessary PPE (Helmet, Safety shoes, highly visible jacket) must be warm. Once front dummy
plate is removed from the LCC panel.
· Replace the Old BCU with New One and install new 7VE61 relay and its Test Block.
· Install MCB & Contactor in the LCC Panel.
· Removing the Front Dummy Cover plate for cutout cutting, which will be done at site stores
· Do the installation as per GA.
· Wiring modification as per the Approved Drawings.
· Install the front cover with relay once its ready.
· Connect the all the termination as per the Drawings.
· After completion of all works. Men & Martials remove from over arena.
· Call authorizes person for cancelling the Permit.
· Cancel the safety Documents

Isolation Method Statement

A) Provision of Permit and tag “feeder under outage”:

Permit shall be pasted on front and backside of the panel under outage and the related panels as per the
below table;

C) Isolation Procedure

C.1 Barricading of panels


Before starting the modification work, identify the work area and panel where modification has to be done.
Barricade the other adjacent panels. Provide adequate caution tag on the live panels.
C.2 DC Measurement prior to Isolation:
CHECK DC UNBALANCES AFTER CONFIRMING OF ALL OTHER PANELS ARE BARRICATED.
WARNING! YOU ARE ACCESSING LIVE CIRCUIT
DC UNBALANCE MAY CAUSE UNWANTED TRIPPING OF OTHER LIVE CIRCUITS INCASE IF DC UNBALANCE
IS FALLS OUT OF RANGE 50V TO 70V FOR BOTH POSITIVE & NEGATIVE SIDE WITH RESPECT TO EARTH
,WORK MUST BE STOPPED AND REPORT TO AUTHORIZED PERSON IMMEDIATELY.

C.3 Isolation of DC Supplies:

C.3.1 DC MCB OR terminal Isolation and measurements

After completion of necessary Trip terminal/Link isolation, identify and isolate the panel DC supply by removing
respective terminals OR switching off MCBS and confirm there is no voltage.

WARNING
Expected measure voltage +VE & -VE volt with respect to ground after isolation at the below mentioned point is
zero in case of any voltage observed, work must be stopped

C.3.2 DC Wires Isolation

AFTER COMPLETION OF NECESSARY DC ISOLATION, THE DC WIRES TO BE ISOLATED FROM MAIN-1PPROTN RELAY

WARNING: REMOVAL OF WIRING MUST BE TAKEN OUT ONE BY ONE AND INSULATED WITH INSULATION TAPE PRIOR
TO REMOVAL OF NEXT WIRE. CHECK ZERO POTENTIAL AFTER ISOLATION.

C.3.3 DC Voltage verification

After isolation of DC MCBs/TERMINALS/links and wiring in Main-1 relay DC non availability shall be ensured.

C.3.4 Isolation of CT/VT CIRCUITS

After completion of DC isolation & DC VOLTAGE VERIFICATION at BCU, the CT and VT circuit shall be isolated
and masked only at relay panel side as per below. Accordingly, the following table shall be filled for isolation and
masking of VT and CT circuits.

WARNING: Removal of wiring at external side and must be taken out one by one and insulated with
insulation tape prior to removal of next wire. check zero potential after isolating at both sides.

After Isolation Sequence of Activities


1. Dismantling of Equipment:

Once all the isolation as mentioned above is done, then list down the components which are to be dismantled as a part of
this modification scope. Removed components shall be properly packed with details of the component on the packing and
handed over to Transco Store.

Before starting the dismantling, must confirm the existing schematic for correctness. Necessary precautions shall be taken as not
to disturb other live cables.

· Remove all wirings from existing BCU (A211) Relay without disturbing ferrules.

· Remove BCU relay from D07 + S1 PANEL & keep it safely with proper notice.

· Install the new BCU relay (6MD66) in =D07 panel in place of old BCU Relay.

· Open the Front Dummy Cover from D07 + S1 – LCC Panel. (Existing front cover)

· Install the Relay as per the Dwg. (New Relay Installed)

· Do the necessary wiring for 7VE61 Relay and its Test Block

· Install additional Contactor in D07 + S1 LCC panel as per the Drawings in the mentioned location.

· Do the necessary wiring for the Contactors as per the Drawings.

· Install the additional MCBs in the LCC Panel as per the Drawings.

· Do the necessary wiring for the MCBs as per the Drawings.

· Install Actuator with Two Contact along with -S304

· Do the necessary wiring for the Actuator as per the Drawings.

· Lay all the control cables from AVR Panel to D07 + S1 LCC panel as per the approved drawings and make
them ready for Glanding. (Cable No. mentioned below)

· Lay all the control cables from Station Common Alarm Panel to D07 + S1 LCC panel as per the approved
drawings and make them ready for Glanding. (Cable No. mentioned below)

· By using Hydraulic Power tool, additional holes will be provided for new cable entry in D07 +S1 LCC panel.
(As marked below in RED color – as per no. of cables in the schedule)

· All the external cables will be ensured by Continuity and Insulation Resistance Test.

· Connect all the external and Internal wires as per the approved Drawings in both sides.

· Once all cable terminations and internal wiring modifications are completed, needs to confirm there is no
earth fault in the system by checking Continuity.

· Spare holes should be closed Properly.

· Follow the restoration Procedure.


Restoration Method Statement

A) Work Required to be done:

· Circuit Verification after wiring modification.


· Confirm the healthiness of the panel and AC/DC power up.

B) Restoration Procedure:
After completion of all above mentioned activities, the Feeder will be ready for Restoration.
a) After completion of all the activities CT/VT circuit should be normalized.

b) After completion of all the activities un-masking to be carried out on all the related areas.
c) Removal of Barrication.
d) Final Checks

· After completion of all modification and testing works, cleaning has to be carried out
in and around the panels.

· Ensure the tightness of the modified circuit terminals and CT/VT Circuits.

· Check healthiness of MCBs and Switches.

· Ensure no alarm persisting in the LCC Annunciator/BCU/SCMS and the same needs
to be confirmed with LDC.

· Keep the Red mark up drawings for the particular feeders available at site.

· All the Test reports for that feeders kept ready.

· All the warning tape and Permit copy shall be removed.

· After satisfactory completion of final checks. LDC & Authorized Person Shall be
Informed about the Completion of Modification work and the Work Permit shall be
Cleared with Authorized Person.
8) Requirements

7.3 On site risk assessment

· Risk assessment shall be reviewed site specifically prior to work starts to ensure
the existing controls are adequate.

7.6 Additional requirements

· First aid facilities with trained first aider and fire fighter shall be made available.

9) HSE & SAFETY PRECATIONS:

· Ensure all the employees and workmen have put on their PPEs at site.

· Put CO2 system is in manual mode before entering into GIS/Control rooms.

· Check the availability of fire Extinguisher

· Instruct all technicians on the correct and safe way of handling various types of materials.

· Explain to the workmen the hazards to be faced while carrying out the job and the control measures to
be followed.

· Maintain Proper access at all times in erection area.

10) Emergency procedures

In case of major Injuries

· Do not panic. Call ambulance and notify emergency team at site.


· Do not move the injured unless he is in danger.
· If danger exists, he shall be assessed by a trained and qualified first aider before moving. Use a
stretcher
· Do not crowd around the victim. Do not give anything to eat or drink. Ensure adequate air and
Lighting.
· Only trained and qualified first aider shall treat the victim and ensure that his airway is kept clear.
· Victim shall be transported to hospital in an ambulance.
· Preserve the accident scene for further investigation.

Ø In case of fire
· Follow Transco’s approved emergency procedure as per HSE Plan.
