RMO No. 1-2020 REVENUE MEMORANDUM ORDER NO. 1-2020 issued on January 15, 2020
January 15, 2020 promulgates the Data Privacy Manual of the
BIR which prescribes the policies and guidelines for personal
data protection and security in compliance with the Data Privacy
Act of 2012 and informs the data users of the rights of the data
subjects.

The effectivity of the said Act has extended and expanded the
Bureau’s mandate to secure personal, sensitive personal
information, privilege information as well as business information
of individual taxpayers that have already been collected, or will
still be collected, in the course of the performance of its official
functions. The Act also requires that such information should be
collected, processed and secured in adherence to the general
data privacy principles of transparency, legitimate purpose and
proportionality.
RMO No. 2-2020 REVENUE MEMORANDUM ORDER NO. 2-2020 issued on January 16, 2020
January 16, 2020 allocates the CY 2020 BIR collection goal by
implementing office.

The overall CY 2020 collection goal has been set at ₱2.576

Trillion, which includes additional revenues from the Tax Reform
Acceleration and Inclusion (TRAIN) Act amounting to ₱0.090
Trillion. Said goal is higher than the CY 2019 goal by 10.53% or
₱0.245 Trillion. The Data Used and Goal Allocation Methodology
are specified in the Order
RMO No. 3-2020 REVENUE MEMORANDUM ORDER NO. 3-2020 issued on January 21, 2020
January 21, 2020 amends the aformula of the Performance
Measure on “Reduction of Tax Arrears” under the Strategic
Objective - Improve Assistance, Compliance and Enforcement
Process to align with the Operational Key Performance Indicator
 (KPI) per RMO No. 50-2019 wherein the KPI formula is revised
as follows:
