1.0 PURPOSE
This Specific Contingency Emergency Response Plan is designed to provide direction to UCD staff in
case on-site emergency in Gharraf oil field.
2.0 SCOPE
The scope of this plan is applicable to all UCD staff working at Al-gharraf site.
3.0 RESPONSIBILITIES
It is the responsibility of all managers to ensure this plan is relayed to all staff

4.0 DEFINITIONS
TERMINOLOGY DEFINITION
An emergency is an unplanned event which poses an actual
or potential threat to life, the environment, company

normally requires assistance from dedicated response
teams to effect containment and recovery.

4.1 Next Review Date
The scheduled date for the next document review is one month from issue date or when a major
change is required.
5.0 PROCEDURE
5.1.0 Location
Garraf Oil field is situated in the southern part of Iraq, Dhi Qar Governorate in southern Iraq, 5
kilometres (km) north west of Al-Refaei city, 9 km south-east of Qal’at Suker city and 85 km north of
Nasiriyah.
UCD Garraf project working sites several emergency response capabilities promoting safety for
all people on the site if their emergency case during expected demonstrations, these include
the general security guidelines which will be mentioned below, the priority will be for Expats as
per Petronas instruction:

5.1.2 EVACUATION PLANS
In event of decision for an emergency evacuation of personnel from the interior ministry and
Petronas, the situation will be examined carefully and a decision made as to which evacuation
plan, or combination of plans will be put to action. In an attempt to have a suitable plan for the
various likely situations that may exist, two distinct plans have been compiled and at both cases
the final decision will be PETRONAS decision after its coordination with Iraqi interior ministry.
Note: Number of UCD employees who are considered as evacuees are 19 persons.
After Initiating the evacuation alarm at well site and base camp, the mustering process will be
done at well sites and main camp muster points then the evacuation plan will be started according
to the next:
PLAN “A”: -
In plan “A” personnel will be evacuated from Well sites (well pad D or Well J) or UCD main
camp to Petronas main camp, the instruction will come from Petronas to GSC, then GSC will
evacuate UCD personnel by GSC armoured Vehicles (2 Buses + 1 LC + 1 Soft Pick Up) which
are ready in GSC base in Gharraf in case of evacuation.
PLAN “B”: -
In plan “B” personnel will be evacuated from Well sites (well pad D or Well J) or UCD main
camp to Petronas main camp and from Petronas main camp to Basra City (280 K.M) (Menawi
Basha Hotel) till further instruction from UCD main office. The instruction will be from Petronas
to GSC, then GSC will evacuate UCD personnel by GSC armoured Vehicles (2 Buses + 1 LC + 1
Soft Pick Up)

In plan B, The Expatriates evacuation from Basra Airport to their home country is UCD HR department
responsibility.
B. In case of operation shut down and evacuation, the rig crew will secure the wells
according to Petronas shut in procedures.
C. The Food stores s have adequate amount of dry food & water (drinking and potable
water) in main camp and rig sites which will be sufficient for at least 10 days from
the demonstration start .
D. The security company (GSC) shall provide another specific evacuation plan
according to POB number
E. The updated list of POB at main camp and rigs shall be available and updated
F. Rig/Camp doctors ensure that there are enough medicines stock for 10 days.
G. At the time of evacuation, all persons will not carry exceed weight baggage of
clothing and personal effects per individual. They will carry a small carry-on bag or
handbag with the most essential items should it become necessary to restrict
baggage further.
H. Fire arms, liquor, weapons, or any other contraband items are not including in the
personal evacuation kits or luggage.
I. All evacuees should contact their embassies if it is possible as soon as they reach a
safe haven.
J. The maintenance supervisors ensure that the camp/rig sites have an adequate
amount diesel for at least 10 days from demonstration start
