AN ORDER CREATING THE PERFORMANCE GOVERNANCE SYSTEM MULTI-


SECTORAL GOVERNANCE COUNCIL (PGS-MSGC) OF SORSOGON CITY,
ORGANIZING ITS COMPOSITION, DEFINING ITS ROLES AND FUNCTIONS AND
FOR OTHER PURPOSES

WHEREAS, the City Government of Sorsogon enrolled in the Performance Governance


System (PGS) which is a management framework hinged on Harvard Business’ Balanced
Scorecard Technology and a tool for transformation that allows institutions to create
further strategies that enhances the achievement and sustainability of its goals;

WHEREAS, one of the key elements of PGS is the Multi-Sectoral Governance Council
(MSGC), a team that serves as the counterpart of the City’s PGS Core Team and are
considered to be the external champions of the City’s PGS Strategy;

WHEREAS, LGU Sorsogon City in its pursuit to improve the quality of life of every
Sorsoganons firmly believes in transparency and cooperation, thus it is government not
just decided by a few but rather consulted, sincerely participated and genuinely supported
by external sectors as evidenced by its Mission Statement;

WHEREAS, more than the alignment of the MSGC’s concept to the City’s Mission
Statement, it is considered as an essential element of the PGS and is necessary to
efficiently and effectively implement the Performance Governance System;

WHEREAS, the MSGC being a necessary component of PGS shall be selected from the
credible and reputable external institutions that may compliment and supplement the PGS
Core Team;

NOW, THEREFORE, I, SALLY A. LEE, Mayor of the City of Sorsogon, by virtue of the
powers vested in me by law, do hereby order the following:

Section 1: The structure and member of the PGS Core Team shall be the following:

1. The Local Chief Executive shall be the over-all chairman of the MSGC

2. The members of the MSGC shall be the following:

a. Brotherhood of Christian Businessmen and Professionals (BCBP)


Sorsogon Chapter
b. Philippine Chamber of Commerce and Industries Sorsogon Chapter
c. Sorsogon City Pili Growers Association
d. Rotary Club of Metro Sorsogon
e. Sorsogon City Employees Union
f. Alpha Phi Omega Sorsogon Chapter
g. Energy Development Corporation (EDC) BacMan Geothermal Power Plant
h. PhilFiDA Sorsogon
i. DTI Sorsogon
j. DOLE Sorsogon
k. DepEd Sorsogon City
l. Sonia Lariosa of SCFFI Inc.
m. Melinda Yee of Leslie Pili Farms

Section 2. The MSGC, though chaired by the Local Chief Executive, is independent and
directly under the supervision of its Steering Committee headed by the Co-Chairman of
MSGC, Mr. Eduardo Jimenez, herein representing the Energy Development Corporation.

Section 3. The MSGC’s over-all Organizational Structure shall be the following:

Section 4. The MSGC as supplemental and complemental to the PGS Core Team shall
undertake the following duties and functions:

1. External champions of implementation of the City’s strategy


2. Conduct Project, Programs and Activities (PPA’s) aligned to the Sorsogon City
PGS Roadmap
3. Conduct monitoring and evaluation of the City’s PGS performance as stated below.

4. In the pursuit of its mandate, the MSGC may invite and add new members to its
independent organization provided that the supposed member’s expertise is
aligned to the goals for which the organization was created and may thus
contribute to the success of the mission herein specified.

Section 5: Call of Meetings. The MSGC may convene at any time depending on the
necessity of the issues to be tackled provided that a written notice must be sent atleast
24 hours prior to the intended meeting.

Section 6: This Executive Order shall take effect immediately.
