BLUF: The “potatoes” have an agricultural purpose and are used by farmers with their large center pivot
irrigation systems.
I’m not an agronomist, but apparently the “potatoes” belong to the farmers and serve some purpose in
crop production. The FBI fusion cell in Denver is working to map out the sightings so we have a good
visual, but since no crime has been committed, they are not throwing all their resources at this just yet.
For now we have the attached spreadsheet of sightings. Most are occurring in the evenings.
We will have an agent attend a meeting with local and federal partners on Monday to get the latest
information.

BLUF: Drone swarms are being reported by locals in northern Colorado and southwestern Nebraska.
Sheriff’s deputies are responding and seeing the drones as well. They reported seeing a “mothership” 6’
in diameter flanked by 10 smaller drones (some fixed wing, some not). When deputies follow the
drones, they clock them at speeds of 60-70 mph. The drones also appear to be dropping or picking up
things that look like “potatoes” (b) (5)
The FBI in Colorado and the Joint Terrorism Task Force (JTTF) in Omaha are currently looking into the
sightings. Perkins County Sherriff’s Office has three of the potatoes frozen in storage and will likely
transfer them to the FBI for analysis. The FAA is sending an agent to Colorado this upcoming weekend
to help investigate and handle the news coverage.

Good Afternoon (b) (6) – Please see attached media rollup regarding the drone sightings. No
media queries to our office today. There are four new articles from outlets in the Denver area. We
will direct further queries to the FAA (via OSI/PA) but, should an outlet call with questions, we will
continue to confirm that they are not our drones and emphasize our work with local, state and
federal agencies –as discussed.

I spoke with the (b) (6), (b) (5) , this afternoon. Last night at 2030 hours, he
himself witnessed approximately 40 drones traveling west of Arcadia NE. Exact address where he
saw the drones is 46508 800th Road in Arcadia. (b) (6) said one large drone had red and
white flashing lights, and the rest of the swarm were small drones with bright white lights. He only
observed the lights and did not hear the propellers. One resident reported a large drone hovering
over a cell phone tower ½ mile west of Arcadia. (b) (6) said he would have a deputy patrol
the area around the tower tonight. You can reach him at (b) (6) .
(b) (6), (b) (5) observed six drones last night at 2330 hours near road 462,
around the area of the Valley and Custer County line. He said Custer County received multiple
reports last night of drones to include a swarm of 30 following a “mothership”. (b) (6) can

engaged as well with our FBI and DHS representatives here. I primarily
reached out to close the loop and see if there was any amplifying
information that your agency had, our if there was anything that NORAD and
USNORTHCOM may be able to assist with. I have included my NORAD counterpart

Sir, BLUF: We have a high degree of confidence that the on-base visual phenomenon was not
sUAS activity; it is likely this was a result of the (b) (5) .
BACKGROUND: (b) (5)
. It uses passive, library based RF detection capability in order to
locate sUAS activity. It has a very high degree of accuracy and we have tested it extensively
since June 2018. We receive regular hits of sUAS activity (daily) but nothing that is on the
installation or over our specific area of interest.
DISCUSSION: (b) (5) did detect some activity in the area but nothing near the installation
(at least 3km away). These detections were not out of the ordinary. After reviewing the
photography and doing some quick research, the pictures are consistent with (b) (5)
satellites. The last launch was 6 Jan 2020 which contained 60 satellites. These satellites are
visible by the naked eye as they trust to their parking orbit altitude of 550km which usually
takes a few weeks; they look like a string of lights in the night sky. Based on hobbyist satellite
tracking website, a string of (b) (5) satellites were in the area last night.

Since this capes demo they have continued to develop and field their systems. To that end, they just
successfully completed a very high visibility demonstration at (b) (5) that is continuing to drive
interest and deployment of the system (b) (5)
as well as a one-month long combat validation deployment to
(b) (5) that was so successful they are now deploying four additional systems
in country on a permanent basis.
The (b) (6), (b) (5) , proposed Jan 15th to come to FEW and provide a brief and answer
