FOREWORD

It was indeed an important task of local governments to ensure the safety and
security of its residents through improving community facilities and policies that are align
with an inclusive and God-centered leadership. Such task is not just limited to ensuring
the availability of peace-keeping forces around the municipality, but rather taking into
consideration a holistic approach to peace and order and public safety.
It is within this context that this Peace and Order and Public Safety Plan 2020 –
2022 has been prepared and formulated into order to lay-out the measures that our
municipal government will implement in order to assure our residents that our community
will remain to be safe and secured.
Our warmest gratitude is extended to the POPS Planning Technical Working
Group for providing much effort and individual commitment to the realization of this plan,
and to the people who also provided much help and support.
May the Peace and Order and Public Safety Plan 2020-2022 of the Municipality of
Rizal, Laguna serve its purpose and provide our future local leaders guidance in the
implementation of peace and order and public safety advocacies and actions.

I. REVIEW OF LOCAL STRATEGIC DIRECTIONS

VISION

Rizal, Laguna as a model Agri-Ecotourism municipality with


healthy, educated and law abiding citizens, adapted as an
ecologically-sound sustainable economy governed by
competent and accountable leaders.

MISSION

1. To enforce all applicable laws and regulations to maintain


at all times a peaceful, orderly and harmonious community.

2. To harness the active participation and cooperation of all


stakeholders and strive to create a working environment built
on trust and confidence to further the sense of security and
well-being in the community.

GOALS

1. Maintain peaceful, orderly and harmonious community 24/7.


2. Win the trust and confidence of constituents.
3. Achieve the ideals of the PNP’s motto, “To serve and protect”.

II. SOCIO-ECONOMIC PROFILE

A. GEOGRAPHY

1. Map of Rizal, Laguna

The municipality of Rizal is a thriving town that lies in the progressive


Province of Laguna. Formerly, the small town of Rizal was only a barrio of
Nagcarlan which was called Barrio Pauli that came from the word “Pauli-uli” which
means moving back and forth after the meandering creek nearby. In 1902, after
the liberation, Barrio Pauli obtained her municipal status with Pedro Urrea Sr. as
its Municipal President. He then became a municipality of Rizal, named after the

country’s national hero, Dr. Jose P. Rizal. However, two years after independence,

the administration of Rizal was returned to Nagcarlan because of the inability of


the municipal officials to uphold the basic needs of the government necessary to
its operations. Consequently, the former municipality then became Barrio Rizal.

Because of the vehement desire of the people to maintain its municipal


status, the residents led by Fortunato U. Arban and Agustin U. Vista then
councilors of Nagcarlan, Laguna petitioned the Office of the Governor – General
of the Philippine Islands praying that the former municipality of Rizal be separated
from the Municipality of Nagcarlan, Province of Laguna between 1912 and 1918.

On December 19, 1918, Acting Governor-General Charles E. Yeather


issued an Executive Order No. 58 increasing the twenty seven municipalities of
the Province of Laguna to twenty-eight by separating the former municipality of
Rizal from the municipality of Nagcarlan and recognizing the same into an
independent municipality comprising eight barrios such as Antipolo, Entablado,
Maiton, Laguan, Talaga, Tuy and Pook that took effect in January 1, 1919.

2. PHYSICAL STRUCTURE AND CHARACTERISTICS

a. Location and Boundaries


Rizal, is located at a predominantly flat terrain with 0-3 % slopes, with
induced residential settlements to proliferate. The southern portion of the
municipality has slope of 15 % and more, representing mountainous areas, which
are along the boundaries of San Pablo City and the Municipality of Dolores,
Quezon.

It is bounded on the north by Calauan, Laguna, on the east by Nagcarlan,


Laguna, on the west by San Pablo City and on the south by Dolores, Quezon.

It is located at the geographical coordinates of 07’ latitude and 135.5’


longitude at a mean declination of 06’ E At annual magnetic change of 1’ easterly.

b. Land Area and Uses


There are 11 barangays of Rizal Laguna. Brgy. Tala has 61.12% or
1,705.33 hectares. Brgy. East Poblacion, which is the smallest barangay has 2.194
hectares or 0.08% distribution.

Rizal has a total land area of 2,790 hectares which is predominantly


agricultural in their use (2,580.789) see Table 1. 19.60 hectares are used for
residential and 17.259 hectares as protected areas. Commercial and industrial/eco
zones constitute less than 1 hectare combined.

B. SOCIO-ECONOMIC DETERMINANTS

For 2016, the total population of Rizal Laguna is 17,063.

1. Population Distribution by Sex


Their is a slight decrease in population both for male and female from 2015
to 2016. On both years, Female distribution is higher compared to Male.

3. Population Density
Table 4 on the other hand shows the Population density per square
kilometer where Brgy. East Poblacion has the highest population density of about
333 persons per sq. km. due to its very small land area. If with regards to the total
population, Barangay Tala is the highest with 2,785 for 2016.

4. Livelihood and Industries


Rizal having a land suitable for agriculture produces variety of crops by
which they can use as a means of livelihood and employment. Most of the
harvested crops were used in candy, coconut oil and lambanog productions which
they can deliver and sell to the local markets in our country. Other livelihood
sources are slipper making, stainless making and water bottling.
From the table below, its shows that Agriculture remains as the main
source of livelihood while services like beauty parlor, computer shops, lumber, etc,
has 20%.

Lanzones remained as the highest source of agricultural income of Rizal
with almost 15 million harvested annually considering it’s almost 75% less land
area compared to coconut. Rice on the other hand remains at the 3rd place with
regards to total number of production on a 98 hectares of land used for such
purpose.

Rizal with its natural resources like Calibato Lake, and man-made fish
ponds of about 24.5 hectares combined, produce almost 6885 MT of fish
especially Tilapia annually.

5. Educational Profile
The town has enough educational institutions to accommodate the growing
population who seek quality schooling. There is one (1) public secondary school,
6 grade schools (three public and three private) and seven pre-schools (4 public
and 3 private) that provide high standard of education to the students in the town.
For grade school, there is a 1:37 teacher-student ratio for public institution. On the
other hand, there is 1:32 ratio for high school. However, there is no technical or
vocational schools operating in the area. The PUP Rizal campus which was
established last 2013 is temporarily closed due to the transiiton period of the
additional Senior High School in the basic education.

C. HEALTH DETERMINANTS

1. Health Financing

For 2015, the % total budget of health was 18. 54% while in 2016 was
only 11 %, a 7.54% decrease in health budget.

3. Total Number of Patients


A significant decrease in number of patients for the year 2016 due to the
construction of the proposed infirmary located in front of the BEMONC facility
(see Table 9).

4. Leading Causes of Morbidity


For Table 10a, URTI is the most common cause of consult at the RHU for
2016 followed by Hypertension II.

Leading Causes of Mortality


Table 10b shows the leading causes of mortality for 2016. The most
common cause is Hypertension II with 12 cases.

5. Vital Health Indices


Table below shows the comparative health indices for years 2014, 2015
and 2016. Maternal Death remains at 0%. However, there were 2 neonatal deaths
for 2014 due to prematurity and asphyxia and 1 infant death for each 2015 and
2016 due to congenital abnormalities.

6. Infectious Diseases
a. Tuberculosis
Table shows the TB Performance for years 2014, 2015 and 2016. Although
there was an increase in the number of cases detected from 2014 to 2016, cure
rate was noted to have decreased due to increasing patients detected with co-
morbidities that succumbed to it rather than TB.

b. Dengue.
Table shows the number of Dengue cases per barangay from 2014 to
2016. As noted below, there was a dramatic decrease in number of cases from
2014 to 2015 which is the opposite for 2015 - 2016.

c. Rabies
Though there have been reports of animal bite incidents through the years,
the Municipality of Rizal takes pride of its ZERO rabies case/incidence for 2016.
Nevertheless, future efforts that aim at typifying rabies prevention and cure are
now being conceived such as providing training to the personnel as well as
establishing an animal bite center.

7. Water and Toilet Sanitation


Food and water borne diseases are included in the 10 leading causes of
illness and deaths. Most of the people in Rizal Laguna chose to use the level 3
type of water source. This type of water source is checked once a month or as
need arises. In rural areas especially far flung and mountainous areas used the
level 1 as their source of water supply. Level 1 are being checked once every three
months, while level 2 designed to deliver small amount of water per day and it is
being checked once in every month.

Diarrhea is identified as one of the leading causes of morbidity in the


municipality. This may be caused by unsanitary toilet and water contamination.

Despite previous efforts to address the concern on sanitary toilets, there


are still household with no sanitary toilets installed.

III. PEACE AND ORDER SITUATIONER

The Municipality of Rizal has been a relatively peaceful community. However, in recent
years, there had been a noted gradual increase in the crime incidents. Though these
spikes are mostly Non-Index incidents, the rise could be warning sign that all peace loving
Rizalians should doubly consider. Attributed largely due to growing population of younger
generation, rapid urbanization as well the prevailing social inequalities, these conditions
favor unfortunately the breakdown of family and social values resulting to disrespect of
existing laws and regulations.

Fortunately so far, the many incidents in our statistics does not indicate any organized
pattern but still remain unrelated, independent occurrences. Nevertheless, the unfolding
situation must be addressed pro-actively to insure a legacy of this generation.
