After land conversion and Expropriation by the LGU is completed, the following is the likely

course of action that should be taken

 Work out a LGU P4 (local PPP) arrangement with the Local Gov’t. (Modality Selection)
 Secure the necessary License/Permit to Operate from the Civil Aviation Authority of the
Philippines for the early stages of the Airport’s initial function (refer to ANNEX A and
B)
 Early Construction Phase of the Airport (Phases 1 and 2 of operations)
o Construction of roads leading to and from the property going to the main highway
o Installation of Basic Airstrip (3000 ft.) Initially may be just a grass airstrip, that
can later on be upgraded to a sealed runway. Other Basic features to be introduced
includes:
 Repair and Maintenance Bay
 Dispatch Center
 Weather Station
o Procurement/rental (as the case may be) of aircraft to be used as transport to and
from the development site.
o Installation of fuel depot
o Installation of sea plane pier
o Provisions for a Generator Set to power the basic needs of the facility
 Mid Construction Phase (Phase 3 of operations)
o Construction of passenger terminal
o Installation of Radio Navigation Equipment (optional)
o NDB (Non Directional Beacon) or VOR (VHF Omnidirectional Range)
equipment installation
o Installation of PAPI (Precision Approach Path Indicator) navigation lights
o Installation of Aircraft Hangar and Maintenance facilities (optional)
 Final Construction Phase (Phase 4 of operations)
o Construction of 11,000 ft. runway, parallel to the 3,000 ft. runway.
 The above mentioned must be able to receive an Aerodrome Certificate
from CAAP. The main requirements are as follows
 The technical and operating standards comply with the Manual of
Standards

 An Aerodrome Manual has been prepared for the facility

 The applicant has the ability to operate a Certified Aerodrome

 An acceptable Safety Management System has been implemented

 The facility has an Airport Emergency Plan, and has conducted


full-scale operations

 The operator must appoint a designed Manual Controller who is


responsible for the updating and maintenance of the facility
manual

 The operator must coordinate with ATS to ensure that adequate air
traffic support services are provided for the facility

 The facility has procedures for internal safety audits which must be
conducted every two years

 The facility must have one or more Reporting Officer(s) who is


competent to report to relevant authorities on conditions and
changes
o Construction of a permanent power plant providing approximately 2-3 Mega
Watts to ensure the Airport has adequate power supply
o Installation of Instrument Landing System Category I (ILS CAT1)
o Installation of Distance Measuring Equipment (DME)
o Installation of Arrival Lighting Systems (ALS)
o Installation of Taxiway Lighting

Note: Purchase /Rental of planes to be used should be done in accordance with the increase of
passenger load during the phase of development concerned.
