Increased Radiation Safety Through Stakeholder Participatory Inspections

Background
Nowadays, technology utilization in nuclear science and technology has been growing rapidly
without exception in Indonesia. Based on nuclear energy regulations, nuclear energy utilization
must be supervised by BAPETEN to ensure the safety of workers, people and environment.
BAPETEN is also coordinates with other regulator sides, such as ministries or any institutions that
supervise the health, safety and environment sector or commonly abbreviated as HSE.
As the object of BAPETEN supervision, the number of facilities inspected has also increased
significantly. Seeing this tendency, BAPETEN has held technical guidance on Balis INFARA 2.0
under the theme of “Effective Supervision on Nuclear Energy Utilization Through Participatory
Inspection (BAPETEN, Yogyakarta, Thursday, 14/3/2019). Based on BAPETEN policy, nuclear
energy utilization facilities with high-risk labor will be inspected annually. While those facilities
which have medium risk will be inspected once every 2 years, and low-risk facilities will be
inspected once every 3 years. The number of facilities and locations that must be supervised is not
proportional to the amount of inspector. By considering that ratio, BAPETEN began a special
strategy, marked by massive development of participatory inspection.
In order to improve the nuclear and radiation safety, there are several challenges that must be faced
today, such as human resources quality and quantity fullfilment, inspector certification, inspection
system integration into the HSE system, and also user participation and stakeholders, including
participation in development associations / associations in Indonesia. In order to participate in
facing this opposition, APRONUKI held a meeting with other parties related to the seminar with
the theme: "Enhancing Participatory Inspections by Nuclear Stakeholders"
