Abstract
This Article is based the Grand Jury and Impeachment decision on October

grand jury testimony gathered during the Mueller investigation because
Congress is the Grand Jury of impeachment. In a long ruling the decision
explained the history, purpose and rules of impeachment. The statements in
this article are based on this decision.

President Orders Foreigners To Shoot The Disabled!


What if the President signs an order hiring foreigners to shoot people with
disabilities? The President's party controls the Senate. The House impeached the
President.
Should the House convict even if the President’s approval rating is 59%.
First, the House cannot convict a President. Second, the Senate has the power to
convict. The House acts like a detective. It will gather evidence showing or not
showing the President wants the disabled dead. After this, the House votes to
impeach. If the President is impeached, then the Senate conducts a trial. The trial
requires the Senate to judge the evidence and ignore polls and party affiliations.
The Senate must convict the President if the evidence shows she ordered the

The disability community should understand impeachment. Voters with disabilities
must understand that Congress must stop a loved official that abuses power even if
voters will not vote the representative or senator back into Congress. Congress
protects voters with disabilities against officials that beguile the voters while
violating the Constitution.

Between 600 and 1500 kings and queens had almost absolute powers. However,

hated influence by foreigners. So, when the Colonies wrote the U.S. Constitution

process. Impeachment is a court process to stop wrongs and absolute powers. The
writers of the Congress did not want polls to decide impeachment.
Constitution
Under the Constitution Congress is the Court. The House of Representatives
investigates and gathers evidence. Based upon the evidence the House decides to
ask all representatives to vote on impeachment called articles. If the articles are
passed a trial is done in the Senate. The Senators are the judges and jurors. The
primary purpose is to decide if an official has done wrong and if the official must
be removed based on the wrong.

Impeachment Rules
The road to impeachment has rules. The first rule is Congress must follow the
Constitution. The federal courts decide if Congress is following the Constitution.
The federal courts require the primary purpose of Congress must be to Impeach
and remove an official. The investigation and inquiry must be preliminarily to the
primary purpose. The House can gather evidence in its grand jury role to decide to
vote to impeach. The House can interview witnesses privately or publicly. The
House can require persons to give documents. The House is not required to vote to
impeach after the inquiry. The official has Constitutional Rights during the trial in
the Senate. The Constitution allows Congress to make impeachment rules.
