FOUNDING OF CIVIL SERVANT IN THE MILLITARY FORCES

Founding of Civil Servant in the Millitary Forces contains a wide variety and complex
problem on a long period of time, so there is a need implementations of a how founding the Civil
Servant in the Millitary Forces with the situation and condition to fulfill the duty of Millitary
Forces. In my English Speech I will elaborate the aim and goal of founding of The Civil Servant.

The Civil Servant on the basis of its obligation and to obtain optimal benefit in use, the
administration of founding the Civil Servant in the Millitary Forces need to be set. The aim is to
prepare The Civil Servant as professional nationalist, discipline, live in simplicity and full of
responsible.

The goal are :

1. Create a professional servant

In this reformation era professional apparatus are needed to ensure good
government and make a better quality of it. To provide excellent service the Civil Servant
must know every rules on founding and education held by the Millitary Forces.
The Civil Servant in the Millitary Forces must be prepared and developed to have
competence and mentality of struggle to make them able to fulfill Civil Servant obligation.
Hence the education and founding of the Civil Servant are mean to create and improve
professionalism, devotion and loyalty to the nation and state on the spirit of unity.
The education and founding of the Civil Servant consist :
a. The education and founding defend to the country (Latsarmil)
The goal of it is to form the Civil Servant to have mental attitude, physical fitness,
discipline and generate the love to motherland as contain in the 1945 constitution
where the people have the right and duty to defend the country.
b. Education and founding on management
It has been held by the Air Force to introduce Millitary staff especially on the Air Force
such as Air Force organization, Air Force Command Area, Air Force Bases, Air Force
Kodiklat, Air Force Squadron, Kohanudnas, etc. Form this the Civil Servant know the
basic of Air Force management.
 c. Latsar CPNS
This education and founding are giving nationalism insight, character and moral ethic
beside the basic to run tasks corresponding to the culture of the organization.
Its also gives a chance to all the Civil Servant that consist of ANEKA (Accountability,
Nationalism, Public Ethic, Quality Commitment and Anti Corruption)
d. Preparation of Promotion
Its prepare all the Civil Servant that have a promotion on their career.
e. Education and Founding employment, consist of :
1) Leadership : for structural position
2) Functional : for the Civil Servant functional position
3) Technical Training : it help to reach technical competence used to fulfill their
position.

2. Create a Civil Servant a that have a soul, that loving and spirit of Nationalist
Established the love of motherland and knowing the foundation of national life, national
value, respect to the national symbols , subject to the laws and defend the unity of
Republic Indonesia

3. Create The Civil Servant to be come a complement which drive the fulfillment of Millitary
Forces duty
The Civil Servant has been a part that cannot be separated parallel to the Millitary Forces
for subserving the nation on defense.
On its tasks, Civil Servant is more on the administration and the other fields that
appropriate to support the Military Forces.

4. Create morale and discipline with simplicity

Discipline, great performance and attitude which full of loyalty to the nation, ethics, great
mentality, professional and full of responsible must be a value that every Civil Servant has
to strengthen our unity.
 In this millennial, Civil Servant must be competent on every fields, has high discipline,
professional morale to be creative and innovative base on Constitution number 5 year
2014 about Civil Servant, Government Law number 11 year 2017 about Civil Servant
Management and Government Law number 53 year 2010 about Civil Servant Discipline.

5. Established an organized administration

Is an important issue to prove recognizance. All Civil Servant can applicate all the rules
and laws that included in : Government Law number 53 year 2010 about Civil Servant
Discipline, Civil Servant living, promotion, functional and structural position to create
same perception on founding professionals in Millitary Forces.

The Civil Servant in the Millitary Forces is not that different from another Civil Servant so
in its founding beside the law and the constitution, the founding need to be seen from the
Millitary Forces point of view.

The function of Civil Servant on the Millitary Forces has been established from
consideration of need and tasks which will be more effective and efficient if Civil Servant
employed on those position, so all Millitary Forces implementation continue in a good direction

The Civil Servant of Millitary Force is the complement of TNI. Therefore they are an
integrated unity with full responsibility of fulfilling military taks.
