 MEMBERSHIP DRIVE AND
ORGANIZATIONAL EFFORT

In early March of this year, the LPNM launched a combined
membership drive and organizational effort with the intent of
increasing its membership and presence throughout the state.
The goal was and still is, to increase the number of caucus
members and have a structured organization in place in every
county where there is sufficient numbers and interest.
This initial effort generated little interest and only token
participation. This original plan relied heavily on existing
county organizations and appointed chairman, with the state
organization acting directly where county support was not
available or given. With word of the LP dues increase, this
effort was placed on hold while the LPNM assessed its
position.
The general indifference and lack of response to the original
approach suggested the need for a more objective driven
approach and more cooperation in its implementation. It also
became obvious that the LPNM must take the lead and
implement this program in a uniform and consistent manner.
There are several reasons for this, not the least of which is, a
number of formerly appointed chairpersons are no longer
active and there isn’t a local point of contact.
As a result of the lessons learned, a comprehensive plan has
been developed as an aid to administering and implementing
this plan. This program plan is completed and will soon be
released for review and comment by LPNM Central Committee
members. The final plan will then be presented to that
committee for approval. Upon approval or even prior to
approval an effort must be completed to determine the current
status of county contingents.
The major differences between this new approach and that of
early March will be that all mailings will be made by the LPNM.
The first step in each of the several phases will be a direct
mailing to every Libertarian affiliate member that voted in
2004. County organizations and appointed chairpersons
making a commitment to this program will be given significant
roles. In those cases where a commitment isn’t forthcoming,
the LPNM will act directly.
The response to the initial mailing will help determine the next
step. In those counties without sufficient numbers to form or
support an organization, those responding will be encouraged
to become caucus members. They will also be encouraged to
act on an individual basis to promote libertarian interests.
Where there is sufficient numbers and interest, an
informational meeting will be scheduled and an LPNM
representative will provide information and discuss the
requirements for a formal organization. Assistance will be
provided to organize and ensure the stability of the new
organization. In those cases where an existing organization
isn’t complying with NM State Statutes Section 1.7.3 and the
LPNM Constitution, an LPNM representative will provide
assistance to enable the organization to comply.
I sincerely believe that to survive we must grow, and to do so,
we must increase both our membership and our presence
throughout New Mexico. If we wish to be considered a
credible and respected force on the political scene, we must
be well organized, responsive to our organization’s call and
committed to our stated goal. I am asking for the full support
of our Central Committee and every caucus member to make
this a reality.

A QUESTION OF SOVEREIGNTY

It's a question of sovereignty. You either believe that the
individual is sovereign or that the nation-state is sovereign.
If you believe that the individual is sovereign, you are a
libertarian. You have a problem with any government that
doesn't recognize individual sovereignty and you see borders
for what they are – imaginary lines created by politicians to
determine which group of thugs has jurisdiction over your life
and property. You understand that human rights are universal
and that a free market in human migration is a natural right.
If you believe that the nation state is sovereign, you are a
statist. You have accepted in principle the "divine right of
kings" to rule, borders are important to you, and any
subsequent discussion of the form of government is reduced
to mere mechanics.
In my sovereignty-of-the-individual view, those crossing
international borders do not have the right to trespass on
private property. As to the "public thoroughfare," all travelers
have a common-law right of egress.
From a practical point of view, we have a welfare problem, a
crime problem, and a terrorism problem – not an immigration
problem.
Stop welfare to non-citizens as a transitional step to ending the
welfare state; put criminals in jail; infiltrate terrorist
organizations and quit butting into other peoples' business
around the world, and the real problems diminish.

This movie is based upon a British comic book series by Alan
Moore (who also created The League of Extraordinary
Gentleman and Promethea). The movie was produced by
Andy and Larry Wachowski (famous for The Matrix trilogy) and
Joel Silver, and directed by James McTeigue (assistant
director for The Matrix trilogy, Star Wars Episode II: Attack of
the Clones, and Star Wars Episode III: Revenge of the Sith).
V for Vendetta premieres on 4 November 2005, one day

PHILADELPHIA – A man twice arrested for harassment while

videotaping state police troopers as they conducted truck-
safety inspections was awarded $41,000 in damages by a
federal judge.

Truck driver Allen E. Robinson filed the civil rights lawsuit after
he was arrested nearly three years ago at a checkpoint on
Route 41 in Chester County that he believed was a danger to
passing motorists.

 FIREFLY STUFF

I keep including this part in NML because Firefly was hands-
down the best libertarian science-fiction TV series I’ve seen to
date, even beating out Babylon 5. Sad to say, Fox Network
barely supported it when it aired, put it in the lousiest time slot,
and pre-empted one episode for a baseball game. While the
show only lasted 13 weeks on TV, the fans got together such
that the series creator, Joss Whedon (of “Buffy” fame) was
able to get Universal Studios to put out a movie based on the
TV show.

YOUR GOVERNMENT AT WORK?

What would you do if you were 70 years old, had failed to fill
out a government form to simply move dirt on your own
property, and were now facing up to 16 months in prison and
millions of dollars in penalties?
That’s exactly the case with John Rapanos, a citizen our
government considers a ‘disagreeable person,’ who in the late
1980s on land that he has owned since the 1950s, decided to
clear and grade 200 fallow acres. Almost immediately the
government charged him with impacting a potential “wetlands”
even though half a century ago (1904) the county surrounded
the property he was later to buy on ALL SIDES with drainage
ditches and DOWN THE MIDDLE so it could be used for
farming. Since then it can’t hold the water to become a
wetlands, even if he desired it.
His case is even more egregious since the Clean Water Act
was made applicable under its provision to protect “navigable
waters of the U.S.” although the closest real navigable water is
20 MILES AWAY in Saginaw Bay.
Since that witch hunt by our government started, this private
citizen has spent over $1 million on lawyers, consultants, and
fines while carrying on his fight against oppressive, big
government for 17 years. It has gone to the U.S. Supreme
Court three times!
The sympathetic District Judge hearing the case has gone on
record saying “...here we have an American citizen, who buys
land, pays for it with his own money, and he moves some sand
from one end to the other and government wants me to give
him 63 months in prison” which he contrasted to government
sentencing guidelines of a 10 month sentence for a convicted
drug dealer.
The judge ignored his sentencing guidelines and, reluctantly,
sentenced Mr. Rapanos to three years of probation but
government lawyers were still not satisfied. Now they are
pursuing Mr. Rapanos in civil court with a $13 million suit in
penalties and mitigation fees–and a mandate to set aside 80
of his porous acres for use as a wetlands.
There are now friends of liberty trying to assist Mr. Rapanos in
his dogged defense against this naked government usurpation
of individual rights but his is not an isolated case. Is this the
form, and application, of government you accept? If not, and
you are shocked by this tale of Fascist tactics by our
government, think again about Libertarian principles and
our efforts on your behalf. But if you are not aghast, breathe
slowly on a mirror and see if it gets foggy.

Always be ready to give an answer for what you believe.
Religious groups are zealous in telling their members to
always be ready to give an answer for that which they believe.
Why should we Libertarians be any less diligent in being ready
and able to defend our principles?
Religious leaders encourage their people to study the
tenants of their faith, in whichever Holy Book they use, so they
will be knowledgeable and adept in fending off attacks against
their beliefs. But, what do we have to prepare us for the task?
Do we have a “Holy Book of Libertarianism” to study?
No, there is no actual “Holy Book of Libertarianism”
available, but there ARE many fine sources of information we
can read, better yet study, to advance our knowledge of the
principles of Libertarianism and what the Libertarian Party
stands for. While we may already know what our principles
are, study of available material will better enable us to
articulate and defend those principles.
What materials are available, you ask.
There are many, but just to list a few, why not try “Secrets
of Libertarian Persuasion” by Michael Cloud? Harry Browne
has a number of books, such as, “Liberty, A to Z” and “Why
Government Doesn’t Work.” You could read “Libertarianism in
One Lesson” by David Bergland. We could go on and list
many fine books, but this gives you an idea.
But, let’s go one step further. How many of us have read the
Libertarian Party’s Platform?
The Platform is the document that states what the
Libertarian Party stands for. Just as the members of religious
groups are expected to know what is in their respective Holy
Books, we also should make the effort to become familiar with
the LP Platform.

right, study it. If you have problems with downloading it,

As I said in this column last month, we ALL are
ambassadors for liberty, freedom, personal privacy, the US
Constitution, and other principles we in the Libertarian Party
stand for. As an ambassador, it is up to you and me to
represent the LP and our principles.
Always be ready to give an answer!
We have a number of LPNM members who are already
working to “give an answer” whenever and wherever they have
opportunity, and we have some members who actively “make”
opportunity. I won’t name names, so I don’t embarrass myself
by neglecting to mention someone.
• There are at least three members who produce, direct, or
appear on public access television programs.
• A number of you are writing letters to the editor and op-ed
articles, and one who has started writing press releases.
• A couple of us speak at gatherings and meetings of non-
Libertarians.
• One was recently working on trying to get us a show on the
local network TV station—unfortunately, it didn’t fly.
But, what are you doing? Are you ready to “give an
answer?” Beginning this month, with the intent of helping us
all become better informed, I will each month present a couple
of the Planks from the LP Platform. But first, this month, the

Preamble to the LP Platform
As Libertarians, we seek a world of liberty; a world in
which all individuals are sovereign over their own lives, and no
one is forced to sacrifice his or her values for the benefit of
others.
We believe that respect for individual rights is the
essential precondition for a free and prosperous world, that
force and fraud must be banished from human relationships,
and that only through freedom can peace and prosperity be
realized.
Consequently, we defend each person's right to engage in
any activity that is peaceful and honest, and welcome the
diversity that freedom brings. The world we seek to build is
one where individuals are free to follow their own dreams in
their own ways, without interference from government or any
authoritarian power.
In the following pages we have set forth our basic
principles and enumerated various policy stands derived from
those principles.
These specific policies are not our goal, however. Our
goal is nothing more nor less than a world set free in our
lifetime, and it is to this end that we take these stands.
Statement of Principles from the LP Platform
We, the members of the Libertarian Party, challenge the
cult of the omnipotent state and defend the rights of the
individual. (Text struck through by me, as it needs to be
eliminated if we ever want voters to start listening to us –
it’s a matter of perceptions by the voters as to what our
attitudes are).
We hold that all individuals have the right to exercise sole
dominion over their own lives, and have the right to live in
whatever manner they choose, so long as they do not forcibly
interfere with the equal right of others to live in whatever
manner they choose.
Governments throughout history have regularly operated
on the opposite principle, that the State has the right to
dispose of the lives of individuals and the fruits of their labor.
Even within the United States, all political parties other than
our own grant to government the right to regulate the lives of
individuals and seize the fruits of their labor without their
consent.
We, on the contrary, deny the right of any government to
do these things, and hold that where governments exist, they
must not violate the rights of any individual: namely, (1) the
right to life – accordingly we support the prohibition of the
initiation of physical force against others; (2) the right to liberty
of speech and action – accordingly we oppose all attempts by
government to abridge the freedom of speech and press, as
well as government censorship in any form; and (3) the right to
property – accordingly we oppose all government interference
with private property, such as confiscation, nationalization, and
eminent domain, and support the prohibition of robbery,
trespass, fraud, and misrepresentation.
Since governments, when instituted, must not violate
individual rights, we oppose all interference by government in
the areas of voluntary and contractual relations among
individuals. People should not be forced to sacrifice their lives
and property for the benefit of others. They should be left free
by government to deal with one another as free traders; and
the resultant economic system, the only one compatible with
the protection of individual rights, is the free market.

When sending your submission as an MS Word file, send it
single-spaced in 9-pt Arial – like this is. Margins should be
half-inch (0.5”) around, with no headers or footers. If you send
it in a text-only format, make it clear to me if you want anything
in bold type, underlined, in italics, struck-through, etc. I’m not
telepathic here, so help me out. I have to set an upper limit of
500 words - basically, half a page of a two-column page,
formatted as I've specified above (half-inch margins all around,
single-space 9-pt Arial).
What I'm really looking for in the way of articles is what's going
on in the LPNM – what YOU the membership are up to in
spreading the message. For example, an article about the
stupidity, insanity and evil of the UN might get put in,
depending on available space and the quality of the article. A
group of LPNM members counter-protesting the raising of a
UN flag by the city council WILL get put in, and probably will
get first priority.
Graphics (pictures, cartoons, etc.) – send the highest quality
graphics you can – email them to me at the address above,
and I’ll do what I can to get them in the next issue. In
particular, what I want are pictures of YOU the LPNM
members, either at LPNM-sponsored events or at other
people’s events.
