Editorial ¶1. (S) Summary: Embassy contacts XXXXXXXXXXXX shared with us on
United States XXXXXXXXXXXX documents for 112 metric tons of “mixed ore” shipped on
Latin America January 25 from Burma to China via Singapore. XXXXXXXXXXXX noticed that
authorities treated the shipment as highly sensitive, and suspect it may

2010/12/09 ¶2. (S) XXXXXXXXXXXX, told emboffs that XXXXXXXXXXXX informed him they
were suspicious about the behavior of authorities when handling a
2010/12/08 January 25 shipment of mixed ore from Rangoon. According XXXXXXXXXXXX,
2010/12/07 security was tighter than usual, surveillance was heavier, and officials
2010/12/06 paid closer attention to the movement of the shipment and activity at
2010/12/05 the port. XXXXXXXXXXXX also claimed that metals are usually exported in
2010/12/04 blocks, whereas the bags in this shipment were filled with loose earth
and mud. The source of the mixed ore, Maw Chi, is also a source for
2010/12/03 uranium, they claimed. XXXXXXXXXXXX said the destination in China, Fang
2010/12/02 Chen, and the shipping line, Advance Container Lines, were unusual for
2010/12/01 routine ore shipments. Shipments normally go to other ports in China via
2010/11/30 Myanmar Five Star Line, the government-owned shipping line, according to
2010/11/29 them. The shipper, Myanmar Ruby Enterprise, is a joint venture, 30%
