Background
1.1. Owner
 The Ministry of Transport
- The Ministry of Transport (MOT, Vietnamese: Bộ Giao thông Vận tải) is the
government ministry responsible for governing rail transport, road transport and
water transport, in Vietnam. The Ministry is located in Hoan Kiem, Hanoi.
 Transport Engineering Design Incorporation (TEDI)
- Transport Engineering Design Inc. (TEDI), formerly known as Transport Engineering
Design Institute, was established on 27th December 1962. During more than 53
years of development, TEDI has changed its operating model by 10 times. Since June
2014, TEDI became a joint stock company (JSC) with less than 50% of State
ownership. From May 2016, TEDI has been successfully transferred to a new
ownership structure of a fully private joint stock company. The government share
portion in TEDI has become null.
- Regardless of various changes in its enterprise operating models, TEDI always
attaches great importance to comprehensive innovation in order to raise its
potentials, scientific and technological levels and timely access to master advanced
scientific and technological achievements in the region as well as the world. With
the goal of gradually integrating with large regional and international consulting
firms in the world, TEDI has applied advanced science and technology, received the
latest and advanced technology from foreign countries and has the most effective
application in the field of transport design and engineering consulting in Vietnam. It
also has effectively maintained ISO 9001:2008 quality management in its operation
and corporate governance. Moreover, TEDI always commits to and pursues the goal
of “Quality of services provided will represent our prestige and honor”.
- The core values “Be in the vanguard — Be Brave and Resilient — Be Intelligence and
Creative” have been inherited and promoted by all general staffs of TEDI and
reflected in its performance, technology research and application, as well as social
responsibility etc. TEDI is always aiming at comprehensive and sustainable
development both in quality and quantity. From that, the prestige and position of
TEDI are strengthened, marking a remarkable contribution to the development of
Vietnam transport construction and infrastructure.
1.2. Scope

- Bai Chay Bridge is located on Highway 18, connecting the two parts of Ha Long City,
Hon Gai and Bai Chay, through Cua Luc estuary, which flows into Ha Long Bay, in
Quang Ninh province. The bridge is defined as a national key project, strategically
located in terms of transport, economy and defense.
- This is a cable-stayed bridge with a flat wire, pre-stressed reinforced concrete box
girder with a span of span reaching the world record for this type of bridge. Two
bridge towers are placed on a slightly pressed submersible well foundation system,
first applied in Vietnam with modern and advanced construction technology. The
bridge is constructed by balanced cantilever technology, at the main bridge at a
height of 50m, the bridge girder is stretched to the sea and ends when connecting
the two cantilever, this construction technology ensures the boats still have can
work normally during construction.
- Spans: 5 spans, main span of 435 meters (1,427 ft)
- Navigable width: 150 meters (490 ft)
