Industry friendly in order to ensure transparency in Governance -
Disposal of pending Building Penalisation applications . in time -
Instructions issued - Regarding.

It has been brought to notice of the Government that, in spite of clear

instructions, a large number of applications filed under Building Penalisation
Scheme (BPS) are pending at various levels in ULBs/UDAs. If the same phase
continues, the total applications may not be disposed within the stipulated time.

2. Therefore, to dispose all the pending applications filed under BPS, the
following Action plan is formulated: •

• Melas shall be conducted at designated places in all ULBs / UDAs.

• All concerned officers should attend.
• Exclusive Phone number has to be provided to book slot by applicants/LTPs
during mela.
• Internet facility shall be available at mela.
• E-Payment arrangements shall be available at mela.

:;: c,hty for uploading of documents shall be made at mela.
• Automatic messages should go to Applicants/LTPs before one week of mela.
• On the evening of the mela day the progress shall be published.
• Prior awareness programs to the LTPs/Applicants to be conducted, about
mela.
• Online module to register for slots for disposal of BPS applications shall be
provided during mela.
• If field inspection is not done earlier, it has to be completed with the assistance
of Ward Planning SecretariesI immediately along with applicant.
• If scrutiny is not done, the same has to be completed with the assistance of
Ward Planning Secretaries immediately.
• RDMA/RDDTP shall closely monitor the process so that all applications are to
be disposed. '
• DTCP/CDMA shall monitor the progress.

3. The Director of Town & Country Planning, AP, Mangalagiri and lhe
Commissioner & Director of Municipal Administration, AP, Guntur shall take further
necessary action accordingly and issue necessary instructions to the concerned.
