people's vision which is by the year 2040. The Philippines will be a prosperous middle class Society
bring no in it's poor people live long and healthy lives and they're smart and innovative the country is a
high trust society where families thrive in vibrant culturally diverse and resilient communities. this is
where the philippine development plan 2017 to 2022 take place. October 2017 the National Economic

nationwide consultations with various sectors in turning our collective vision into reality.

The Expanding Economic Opportunities in Agriculture, Forestry, and Fisheries. The agriculture,
fisheries, and forestry Or AFF is a key to Provide raw materials to the manufacturing and service sectors,
resulting in forward linkages in terms of higher-paying and more stable job opportunities. But the
performance of AFF in this past three years indicates that It must be strengthened. The contribution of
AFF to the country’s gross domestic product continued to decline. Its recorded only 10 percent of annual
average of GDP from the year 2013 to 2015. Its annual average gross value added grew by only 1.0
percent from 2013 to 2015, and contracted by 1.3 percent in the first three quarters of 2016. This
happen because of the Following factors; The Crops sub sector the primary driver of AFF pulled down
the overall growth, Fisheries maintained a weak performance, Livestock and poultry buffered the
sluggish growth of crops and fisheries, Forestry sub-sector growth significantly declined, Despite the
seemingly greater attention afforded to the agriculture sector in the past years sustaining growth has
continued to be exclusive, Limited diversification prevented AFF from harnessing the potentials of the
growing local and international markets, Long-standing challenges in AFF productivity this includes
limited access to credit and agricultural insurance, and poor provision by the government of productivity
enhancing support services, infrastructure and facilities, Low farm mechanization and inadequate post
harvest facilities, Inadequate irrigation, The agrarian reform program remains incomplete, Ageing
farmers and fisher folk. And also Limited connectivity between production areas and markets, and poor
compliance with product standards resulted in low competitiveness of AFF products And Growing
population threatens existing agricultural. By compounding this issue Its really affect the overall
percentage of the GDP for the last three years.

Philippine development plan for 2017 to 2022 or Ensuring Ecological Integrity, Clean and Healthy
Environment. The Philippine Development Plan (PDP) 2017-2022 includes more aggressive strategies to
rehabilitate and restore degraded natural resources, and protect the fragile ecosystems while improving
the welfare of resource dependent communities. These ecosystem services support the growth and
performance of other sectors, including agriculture, fisheries, industry and services, and provide
livelihood, especially to resource dependent communities. But between year 2014 to 2016 The
country’s rank in environmental management performance dropped. . The philippine performance is
poorer compared with Singapore and Malaysia because of some factors but It is consistently much
better than Indonesia and Vietnam. PDP make stratigic why to improve this situation Sustainable
integrated area development (SIAD) and participatory ls environmental governance will be
implementing the various strategies to achieve the outcomes. SIAD will be adopted to address
ecological, economic, political, cultural, societal, human, and spiritual challenges and opportunities in a
specific area. It will be implemented in an integrated manner to ensure social justice and in order to
improve the quality of life of the people.
