1.0 SCOPE OF SUPPLY 1.1 The Vendor shall be responsible for the design, supply,
manufacture, inspection, testing, painting, export
protection and delivery of the following Pressure
Vessels and its internals in accordance with this
specification, attachments, sketches, drawings and
applicable codes (latest ASME Section VIII Div 2)
and standards.

3.0 DESIGN AND 3.1 Pressure Vessels


MANUFACTURING
3.1.1 The vessel shall be designed in accordance with the
REQUIREMENTS
latest ASME Sec VIII Div 2, PTS31.22.20.31, this
specification, namely the Data Sheets (Appendix B)
and other related documentation in Appendix G. The
vessel shall be manufactured in a facility that has
been certified by ASME to fabricate vessels up to
the requirements of ASME U Stamp as a minimum.
Vendor shall be a U2 stamp holder and have an
authorization certificate to use U2 stamp. Pressure
vessels shall be stamped with ASME Code "U2" and
inspected and certified by an approved Authorized
Inspector (AI) Agency (e.g. ABS, Lloyds, BV) and
also by DOSH. All costs including certifications,
analysis, stamps, etc. shall be on Vendor's expense.

3.1.2 The pressure vessels must comply with Factory and

Machinery Act 1967 and Regulations, especially


Factory and Machinery (Steam Boiler and Unfired
Pressure Vessel) Regulation (1970). Vendor shall
also be responsible to obtain the vessel design
approval by an approved Inspecting Authority and
DOSH. A list of approved Inspecting Authorities can
be found in the Fourth Schedule of Factory and
Machinery (Steam Boiler and Unfired Pressure
Vessel) Regulations (1970). A certificate of
acceptance in accordance with Regulation 7 (3),
from an approved Inspecting Authority shall also be
submitted to CONTRACTOR.
3.1.3 The vessels shall meet the process requirements
and quality of the gas and liquid leaving the vessel.
3.1.4 The vessel nozzles shall be capable of withstanding
the external loads indicated in Appendix B2,
Attachment 4.
3.1.5 Vendor is responsible for ensuring the inspection
opening meet the requirements of this technical
document and code and standard. These shall be
shown on the data sheets and they are included in
the scope of supply. The location of these inspection
openings shall take into consideration available
access as shown on the equipment layout drawings,
with the final location being agreed with

CONTRACTOR.
3.1.6 Flanges shall comply with the requirements of
ASME B16.5, larger flanges (26” and above) size
shall be as per B16.47 unless otherwise stated. The
pressure vessel nozzles type shall be as per PTS
31.22.20.31 amendment Article AD-601(b).
3.1.7 Gasket contact surface shall be smooth. A serrated-
spiral finish shall be formed by a 0.8 mm radius
round noose tool at a feed rate between 0.35 and
0.45 mm per revolution. This shall result in a surface
roughness between Ra 3.2 and 6.3 micrometers in
accordance with ASME B46.1.
3.1.8 The minimum distance between the edge of any
attachment weld of a pressure part (e.g. a nozzle) or
a non-pressure attachment to the edge of another
pressure weld of the vessel shall be 50 mm or twice
the thickness of the pressure part, whichever is
greater.
3.1.9 The minimum distance between the staggered
longitudinal seams of two adjacent courses shall be
200 mm or five times the wall thickness, whichever
is larger.

However, where this cannot be achieved, the last 30

subjected to 100% NDE in accordance with AF-220.
3.1.10 All parts which have been cold formed by more than
5% fibre elongation from the as-rolled condition
shall be subjected to an appropriate normalizing
treatment and, if necessary, a tempering treatment.
Normalizing of CS components and base materials
shall be performed separately, not as part of the
hot-forming operation, unless the finishing hot-
forming temperature is in the normalizing
temperature range of 850 oC to 960 oC. In both
cases, the temperature shall be recorded and
documented by a temperature recording chart.
3.1.11 Reinforcement pad shall have one tell tale hole,
tapped ¼” NPT, per closed compartment
3.1.12 All inside edges of nozzles and connections,
whether flush or extended, shall be rounded off to a
radius of at least 3 mm.
3.1.13 Vendor shall submit the datasheet for
schoepentoeter, vane pack, swirldeck and/or
demister for CONTRACTOR’s reference (where
applicable).
3.1.14 The design of nozzles shall be in accordance with
Standard Drawing attached in Attachment 5 of

4.0 MATERIALS 4.1 General
4.1.1 Vendor shall submit proposals to CONTRACTOR on
the construction material for any pressure vessel
components not stated in the data sheets.
Full mechanical and chemical test certificates shall
be furnished.
4.1.2 The chemical composition, normalizing and other
requirements on the materials as described on the
Data Sheets, ASME Sec VIII Div 2 and including all
specifications, codes and standards.
4.1.3 The following product analysis shall be met for
carbon steel vessel components :
C  0.23 % for plate materials
C  0.25 % for forgings and castings
Ceq  0.43 %
Ceq is established by the following formula :

4.1.4 Materials shall be suitable for a 25-year life with low


maintenance as per site conditions.
4.1.5 Bolts and nuts shall be fluorocarbon coated.
4.1.6 Material shall be chosen to avoid galvanic corrosion
due to dissimilar metals.
4.2 Approved sub-vendor
4.2.1 Vendor shall submit a list of proposed sub-vendors
for all major components/treatment (i.e. heads, shell
plates, nozzles, cladding vessel internal, pipes,
fittings, electrodes, internals, PWHT etc.) for
CONTRACTOR or its representative approval during
bidding stage.
4.2.2 CONTRACTOR or its representative has the right to
reject any proposed sub-vendors.

5.0 SITE AND TRANSPORTATION 5.1 The site conditions for the design of vessels shall be

5.2 Transportation Conditions


If the transportation loads on the permanent
equipment supports are excessive then temporary
supports may be required for transport. The
maximum stresses for these load combinations shall
not exceed AISC basic allowable stresses. Vendor
shall advise on the requirements.
5.3 Each component of the equipment / Pressure
Vessel shall be designed for transit and final in-place
conditions. Transit conditions shall include lifting and
transportation by land or sea. The design shall be in
accordance to the codes and standards given
elsewhere in this document. Support dimensions,
locations and details, static and dynamic reactions
(if applicable) at support points, padeye locations,
lifting arrangement, and interface details with the
other contractors shall be clearly shown on the
equipment Vendor drawings.

6.0 DESIGN - INTERNALS 6.1 Internals shall be adequately supported and


capable of withstanding design, vapour loads
consistent with the induced stresses due to thermal

expansion, contraction, variation in flow rate and


differential pressure. Design of all internals shall be
subject to CONTRACTOR’s approval.
6.2 Internal shall be designed to pass through manholes
and/or such designated nozzles provided for the
purpose of retrieval. Internal attachments shall be
welded to the shell or head by continuous fillet
welds.
6.3 The bolting for the internals shall be of double nut
configuration.
7.0 MARKING 7.1 Every Pressure Vessel shall have nameplate in
accordance to PETRONAS Standard Drawings:
S10-114-B as per Attachment 5 of Appendix G.
7.2 Vessel tolerances shall be as per Attachment 3 of
Appendix G.

8.0 MISCELLANEOUS 8.1 Vendor shall propose a unit rates for the removal or
additional of each nozzle size from NS 50mm (2”)
through NS 650mm (26”) for 300#, 600# and 900#

8.2 Vendor shall propose unit rates for service platform
& ladder as an optional scope in term of per kg
basis.
9.0 LIFTING DEVICES 9.1 Vendor to design the lifting lugs/attachment on
vessels as per latest edition of Pressure Vessel
Handbook or other references.
9.2 Lifting lugs / trunnions shall be provided on vertical
vessels. A minimum of two (2), depending on the
size of the vessel, lifting lugs shall be provided.
9.3 Lifting lugs, tailing lugs and trunnions shall be
designed for a total load of 3 times the lifted weight.
9.4 The design and supply of lifting assembly, i.e
spreader bar with slings/shackles, shall be included
in Vendor’s scope of supply, wherever required and
shall be quoted as optional items. Where necessary
to achieve a single point lift without causing
deflections which would result in permanent
deformation of the equipment, Vendor shall supply
suitable spreader bar or lifting frame, complete with
all slings and shackles. The spreader bar or lifting
frame inclusive of slings and shackles shall be
economized & flexible design which can be used as
a common spreader bar for various/different/all

approved testing authority and shall be load tested
2 x Weight Live Load (WLL).
9.5 All lifting procedures and the design of lifting
features, lifting lug calculations and certificates shall
be reviewed and approved by CONTRACTOR.
10.0 SPECIAL TOOLS 10.1 Vendor shall provide all special tools required for
installation, operation and maintenance along with
itemized quote.
11.0 SURFACE PREPARATION 11.1 Surface preparation and painting shall be in
AND PAINTING accordance with PTS 30.48.00.31-P.
11.2 Damage to the paint during transit will be the
responsibility of Vendor. Vendor shall include
sufficient matching colour paint for this purpose and
for any damage during construction.
11.3 External Boltings
The boltings including bolts, nuts and washers shall
be fluorocarbon coated.

12.2 Vendor shall submit with his bid proposal an
Inspection and Test Plan specified in this Scope of
Supply. (Refer to Appendix H – Indication ITP).
12.3 After the award of the contract, Vendor’s proposal
shall be developed into a comprehensive and
detailed plan in accordance with the quality
assurance requirements of this project.
12.4 Vendor shall appoint at his own cost an Inspecting
Authorities approved by CONTRACTOR to carry out
inspection activities, as agreed in the pre-award
meeting. Vendor shall provide necessary
assistance/ co-ordination to the TPI agency to
meet the project schedule.
12.5 Inspection shall be as per ASME Sec VIII Div 2 and
as per approved QA plan and DOSH requirement. A
Certificate of Compliance, and Form A-1 or A-2 or A-
3 and Code U2 Stamp for ASME Sec VIII Div 2 to be
provided for all pressure vessels. Free access for
CONTRACTOR inspector for periodic inspection.

12.6.1 Dimensional checks shall be made on all


components for tolerance compliance with drawing
dimensions, and the applicable codes, standards
and specifications.
12.6.2 Hydrostatic test on all pressure retaining parts. This
shall be conducted with water containing maximum
50 ppm chlorides; alternatively the equipment shall
be thoroughly rinsed with chloride free water after
testing. Hydrostatic test will be done after cladding.
12.6.3 General appearance, workmanship, and operability,
such as operation of davit, ease of removing
internals, shall be checked.
12.7 Ultrasonic testing shall be carried out for weld metal
of production samples, prior to PWHT on non X-ray-
able pressure welds, all lifting lugs and support wear
pad to shell weld after PWHT and for all pressure
retaining welds after PWHT such that the complete
volume of weld deposit is examined.

12.8 Prior to installation of reinforcing pads, both sides of

MP (magnetic particle) tested. Fillet welds on


reinforcing pads shall be tested by magnetic particle
examination. Provision of Magnetic Particle test (for
CS material only) or Dye Penetration test (for CS
and SS material) wherever UT is not possible.
12.9 Production control test plates are not required for
materials P1 Groups 1 and 2, unless the specified
minimum tensile strength exceeds 485 N/mm2. In all
other cases, production control test plates shall be
provided at the rate of two test plates per 100m of
butt weld or part thereof (circumferential plus
longitudinal) and shall represent the welding on the
vessel or on a group of similar vessels made of the
same material, ordered to the same specification
and with the same welding procedure/ welder/
welding operator qualification. Production control
test plates are also required for weld-deposited
cladding.
The test plates/coupons shall be made at an early
stage of production welding with a thickness and
material specification equal to the thickness and
material of the shell.

half the total number of plates) shall be selected

and tested at an early stage. The required tests


shall be in accordance with those required for
Welding Procedure Qualification as described in
ASME IX. If the vessel will be post-weld heat-
treated, then this test plate(s) shall be given a
simulated heat treatment before testing, and the
Manufacturer shall retain a permanent
time/temperature record. This test plate(s) result
shall be considered valid if the eventual vessel post-
weld heat treatment is within the specified
time/temperature range. The other test plate(s) shall
be placed inside the vessel during its post-weld heat
treatment, and shall be retained in case later testing
may be required.
Separate test plates/coupons will be required for
formed heads wherever they are once normalize
heat treated, so that they undergo the final PWHT
along with the vessel, for acceptance test results.
A post-weld heat treatment certificate stating actual
temperature/time parameters shall be included in
the Manufacturer’s report. The original
temperature/time indicator recorder charts shall be
retained by the Manufacturer.

shall be as per Vendor PWHT Procedure duly
approved by Third Party Inspector (TPI) and end
user.
12.10 Hydrostatic Testing (Not to Proceed Unless Approval
from CONTRACTOR)
Prior to final inspection and hydrostatic test, the
inside and outside of the vessel shall be cleaned
and free from all slag, loose scale, dirt, weld
splatter, pieces of metal, oil or other extraneous
substances.
Service bolts and gaskets to be furnished by Vendor
for field installation shall not be used in testing of
the vessel.
All welded attachments provided with tell-tale holes
shall be tested prior to hydrostatic test. Reinforcing
pads and similar attachments shall be tested at a
pressure of 345 kPa with air. Test holes to be left
open, after the test.
The hydrostatic test water shall be clean, potable
water with a pH of more than 6 and less than 8.

The water used for the hydrostatic testing of vessels


fabricated or lined with austenitic or duplex stainless
steel shall be clean potable water with up to 30 ppm
chlorides, and 50 ppm chlorides for carbon steel
vessels.
The equipment shall be rinsed immediately after the
pressure test with condensate or demineralised
water (up to 2 mg/kg chlorides) followed by
thorough drying.
Continuous recording charts showing the pressure,
temperature and duration shall be produced during
each hydrostatic test. Test charts shall be calibrated
prior to testing, and shall be certified by
CONTRACTOR.
All testing shall be done using certified test
equipment, which has been calibrated / checked
prior to the test. The calibration records shall be
furnished to CONTRACTOR for review/approval.
12.11 For Hardness requirement refer to Attachment 2 of
Appendix G.

13.0 SPARE PARTS 13.1 Vendor shall be responsible for ensuring the goods

regulations on health, safety and environmental
issues. Vendor shall propose list for the supply of all
necessary spare parts for the followings:
• Commissioning and start-up spares
• Recommended list of spares for two years
operation
• As minimum, 10% or 2 sets of stud bolts
completed with nuts (whichever greater) and
100% of gaskets.
Non-priced list to be included in technical bidder’s
proposal. Priced list to be included in bidder’s
commercial proposal.
13.2 All spare parts furnished by Vendor shall be
wrapped and packed to preserve items as new
condition under normal storage anticipated in
Sabah, Malaysia. The same parts shall be properly
tagged with stainless steel tags and coded so that
later identification as to their intended usage will be
facilitated. All items supplied shall be packaged
separately and clearly marked as ‘Spare Parts’ and
shipped with the equipment in accordance with the
instructions from CONTRACTOR. Packing lists
shall be furnished complete and in detail so that

14.0 DOCUMENTATION 14.1 To be provided as per VDRL (Refer Appendix F)
15.0 CERTIFICATION 15.1 Vendor shall maintain an effective system for quality
assurance and quality control, planned and
developed in conjunction with all manufacturing and
application functions necessary to meet the
requirements of the Purchase Order and
Specification.
15.2 Material certification shall be in accordance with ISO
10474 3.1B. All material certificates shall be kept for
CONTRACTOR’s review.
16.0 PACKAGING FOR SHIPMENT, 16.1 Provision for 12-month storage in outdoor tropical
ERECTION AND and saliferous conditions shall be provided. Vendor
PRESERVATION shall provide full details of preservation method and
any scheduled requirements during the year. Vendor
shall propose a procedure for CONTRACTOR’s
review.
16.2 General requirements include:
16.2.1 All supplied items shall be thoroughly cleaned and
made free of any loose mill scale, weld spatter, rust
etc. prior to shipment.

16.2.2 All components shall be pre-assembled to maximum


extent possible.
16.2.3 Any internal/external parts which might be subjected
to damage or displacement during shipment shall be
protected with appropriate supports, bracing,
framing etc. or shipped loose if appropriate.
16.2.4 All flange faces and other machined surfaces shall
be cleaned and coated with a removable rust
preventive.
16.2.5 All openings and flange faces shall be protected and
made water-proof by providing suitable metal covers
with rubber gaskets.
16.2.6 CONTRACTOR shall inspect all items prior to
shipment. Vendor to provide list of any special
precautions for handling the equipment.
16.2.7 Vendor shall supply and erection procedure detailing
order of assembly and recommended method of
bringing sections together.
17.0 WARRANTY 17.1 The CONTRACTOR shall guarantee that the
Pressure Vessels and its associated equipment
being supplied satisfy and meet the technical
requirements of this Specification.

and all material used in manufacturing the Pressure

of eighteen (18) months after delivery or twelve (12)
months after commissioning which ever occurs first.

18.0 LOCAL MALAYSIAN 18.1 CONTRACTOR shall maximize Malaysian content by


CONTENT involving locally available resources in design,
project management, material procurement,
fabrication and overall implementation of the order.
Vendor shall attach a statement defining which local
facilities/resources will be utilized and the percentage
of Local Malaysian content in execution of the
Contract. Fabrication and assembly of
equipment/skid shall be done locally.
19.0 INSTALLATION 19.1 Vendor shall quote rates including mobilization and
SUPERVISION demobilization rates, daily rate and response time for
supervising installation of various equipments at site.
19.2 Non-priced list to be included in bidder’s technical
proposal. Priced list to be included in bidder’s
commercial proposal.
20.0 DOSH APPROVAL 20.1 Vendor shall be solely responsible for compliance
with the requirements of Factories And Machinery
(Steam Boiler and Unfired Pressure Vessel)
Regulations 1970.
20.2 Vendor shall be responsible for obtaining design
