I. DEPED VISION, MISSION and CORE VALUES

DepEd Vision

We dream of Filipinos who passionately love their country and whose competencies and
values enable them to realize their full potential and contribute meaningfully to building the
nation. As a learner centered public institution, the Department of Education continuously
improves itself to better serve its stakeholders.
Virgen Delas Flores High School instills the value of nationalism to its students through
the morning assembly conducted regularly. Integration of current issues concerning the
different sectors of our society and localization of lessons ar. Integration of current issues

observed and practiced as part of the instruction.
The school also recognizes its role in honing its students to be productive members of the
society. With this in mind, the school gives importance in guiding the students regarding
their career paths through its career guidance program.

SCHOOL AND COMMUNITY PROFILE


A. Community Profile
Socio-Cultural
The school is situated in Baliwag, a first class urban municipality in the province of
Bulacan. This is known as the major center of commerce, transportation, education
and entertainment in the north of Bulacan. Even though Baliwag is predominantly
an agricultural based community, being close to Metro Manila made it possible for
this town to flourish industrially in terms of production and manufacturing. With a
total land area of 45.05 km2, the town’s populace is 145, 954 (2015 Census).
Majority of its population is Catholic.
Political
The political history of Baliwag is very significant to the country’s history. It is
known as the first municipio under the American regime; for the first municipal
election in the country took place in this town. It is also the 10th town founded by
the Augustinians in the province of Bulacan during the Spanish occupation. Before
this, Baliwag was just a part of Quingwa, currently known as Plaridel.

B. School Profile
The clarion call for the new facet and avenue of learning realization and the
escalating number of students who are eager to acquire high quality edification engraved
the erection of Virgen delas Flores High School (VDFHS). VDFHS, named as the second
annex of Mariano Ponce High School, is located at Luyong St., Phase II, Alido
Subdivision, Virgen delas Flores, Baliwag, Bulacan. This institution is one of the public
secondary schools in Baliwag which has an area of 4,000 sq. meters and almost one half
(1/2) of the lot area donated by Mr. Francisco B. Alido to the elementary school. Since
the area was still vacant and was not utilized by the elementary schools, the ultimate need
to established a secondary school was kicked off.
As a further glimpse to the emancipation of the school, the increase in number of
the elementary graduates in the community as well as in the neighboring barangays,
bestowed the initiative for the creation of VDFHD in 2002. The determined support of
the Barangay Council of Virgen delas Flores headed by the late Virgilio B. Cruz as well
as the Municipality of Baliwag during the time of Mayor Lando Salvador puts the dream
into reality when they signed and approved the Barangay and Municipal Ordinance
dealing with the Office of the Governor to instigate the initial construction of the school.
The response was instantaneous, Honorable Governor Josie dela Cruz and Vice Governor
Rely Plamenco together with the Provincial Board Members, instigated their full
assistance and cooperation to the community when they started the construction of the
two-storey Secondary Education Fund (SEF) building with four classrooms in 2003.
Furthermore, all pertinent documents and papers which are needed for the
approval of the Department of Education were set off by the late Lucia D. Almoro, the
principal of Mariano Ponce High School and was sustained by her successor, Mrs.
Ederlinda P. dela Cruz. For this reason, the secondary school was approved and granted
the authority to operate from First to Fourth Year High School.
To put all the preparations into realization, July 29, 2003 was extremely
memorable to the people of the community for it was the first day of classes. On the
following day, July 30, 2003, the school marked the formal opening through blessing and
inauguration which were spearheaded by Bulacan Governor Josie dela Cruz, Vice
Governor Rely Plamenco and DepEd Assistant Divisio Superintendent Dr. Dominador
Cabrera.
Moreover, Virgen dela Flores High School started to operate with two-storey
building with four classrooms, one hundred seventy five students (175) first year
students, four (4) classroom teachers namely Mrs. Cristina C. Samonte, Ms. Jennet F.
Hipolito, Mr. Joselito Villarino and Ms. Marie Antonette P. Flores, who is still serving
the school up to this moment, one (1) security guard, one (1) utility personnel, and one
(1) school clerk headed by the Officer-in-Charge, Dr. Florita B. Santos, who served as the
first School Head of this school. During her incumbency, she sustained the continuous
development and progress of the institution in order to reach the first graduation of
students. Dr. Santos led the institution for the period of 2003-2008.
In 2008, Dr. Santos was replaced by Mr. Enrique F. Dela Cruz who was marked
as one of the most dedicated and humble school heads in the Division of Bulacan. During
his time, VDFHS was engraved for its momentous school activities and programs
including instigation of Junior-Senior Promenade, creation of theater and performing arts,
and incessant school improvement both physical and rational facility. Also, during his
term, the school won in the different competitions in the Division of Bulacan specifically
in Campus Journalism led by Mrs. Lorelie P. Labao, one of the pioneer English teachers
of the school. Mrs. Labao and Mr. Dela Cruz initiated the innovations in terms of
students’ academic achievements which brought to success both oral and written.
Although Mr. Dela Cruz served only for a year (2008-2009), he proved that the school
could compete with other public schools and put the school on its peak of triumph.
In 2009, Mrs. Teresa P. Garcia replaced Mr. Dela Cruz as school principal. As a
seasoned public official of the Department of Education, Mrs. Garcia shared her expertise
and firmness for the continuous accomplishments of VDFHS. During her time, the
Congressional and Jon-Jon building with two classrooms was erected including TLE
Instruction Room and Model Home. Aside from this, she initiated the construction of
Fourth Year Classrooms, ICT Laboratory and School Library as well as the erection of
DepEd Building. The school was very propitious for it was awarded with a hundred
thousand amounts of Science and Technology tools and equipment and also, it was given
a million peso amounts of computers. Additionally, many teacher items were given to
school as well as instructional materials. Likewise, the construction of DepEd building
was launched and recurrently chosen as a venue of seminars and trainings. The last
infrastructure project during her time was the construction of a two-storey building with
six classrooms and the school lavatory.
For the reason that a school principal is only allowed to serve for five years, Mrs.
Garcia was replaced by Mrs. Cynthia P. Dela Cruz last May 2014. The entire community
has found a genuine treasure in the moral fiber of Mrs. Dela Cruz as a very
kindheartedness and much-loved principal. As she continues her term, she has started to
premeditate the whole school in order including curriculum and instruction and proper
etiquette. She spearheads the real essence of school beautification and upholds the
suitable utilization of school properties and facilities. She initiates the good and
harmonious relationship of teaching and non-teaching personnel promoting the sense of
belongingness.
Likewise, Mrs. Dela Cruz maintains the incessant partnership between internal
and external stakeholders for the continual development and upgrading of the institution.
Several activities were launched and instigated on her administration such as triumphant
Brigada Eskwela, students and teachers collaborative activities, Fun Run, Cheer Dance
Competition, Singing and Dance Contest, and the extremely victorious 2014 School
Intramurals. Moreover, she gave chance to teachers to upgrade their expertise through
attending National Assessment II (NCII) and other pertinent trainings which will serve as
the main passageways for innovations. Aside from all of these, she incessantly bestows
perceptible means to improve and develop the institution to respond to the clarion call of
higher quality education.

C. School Situation
School Profile
Enrolment
Despite being one of the five public high schools in Baliwag, the enrollees of the
school continue to increase in the last four years. Though there was a decrease on
the number of students who finished the school year in 2014 and 2015 compared to
the number of enrollees at the beginning of the aforementioned years, it was noted
that in the last two years, even the number of students who finished the school year
also increases.

Health and Nutritional Status


This school year, male enrollees are slightly higher than female enrollees by 5%
with 756 and 618 consecutively. 76% of 1,374 enrollees are of normal health. Only
a margin of the school’s population is in the extreme ends of the health and
nutritional status.
Learners’ Materials
The number of textbooks in all subject areas for grades 7 and 8 are sufficient.
However, there is deficiency in grade 9, most especially in grade 10 wherein 20%
of the grade 10 students need to share books.
In terms of the school library, we have a functional one but still there is deficiency
with updated reference books and reading materials. There is also a need for
additional chairs and tables to accommodate students.
With regards to the school’s ICT Laboratory, the school received 15desktop units
and 84virtual desktops that they can access and use not only during their TLE
classes but can also be used for research and output making for other subject areas.
In addition to this, the school also has a good internet connection. The
administrative office also received 5 computer units from MERALCO Foundation.

Teachers’ Professional Development


Seminars, trainings and writeshops attended by the teachers where dominated by
those that were given, if not, endorsed by the Department of Education for the
different subject areas and disciplines. Aside from the annual in-service training
given to the teachers during semestral break, the school also provided 9 School
Learning Action Cell to enhance classroom instruction and facilitation. Teachers
were also able to attend 6 K-12 trainings, and 3 trainings for School-based
Management (SBM) and ICT, respectively.

Funding Sources
For the current fiscal year, 85% of the total school funding came from the allocation
from the Maintenance Operation and Other Expenses (MOOE). The remaining 15%
of the school’s operational and maintenance expenses came from the Canteen Fund,
PTA Fund and Local School Board (LSB).

School Awards and Recognitions


This school year has been a fruitful one for the students and the teachers, as well.
Majority of the awards and recognitions received by the school were in the division
level. The highest awards came from the Math Area.

Stakeholders’ Participation
Stakeholders actively participated in the school’s co-curricular and extra-curricular
activities. Evidence of this is displayed in the assemblies, meetings and contests
conducted by the school to encourage active involvement of its stakeholders.

Learner-Teacher Ratio
A manageable class size is very significant in achieving a conducive learning
environment. With the current enrolment and number of teachers the school has,
this institution managed to keep 35-40 students for each class. The most number of
teachers were handling classes in grades 7 and 8 for each has 11 sections. Since the
school only has 51 teachers, there were teachers who handled multiple subjects or
multiple grade levels.

Learner-Toilet Ratio
The learner-toilet ratio did not meet the required standard. This implies that there
are no enough toilets for all students.
Learner-Seat Ratio

The school was able to maximize the use of its limited resources amidst its
continuously increasing enrollees by implementing shifting class schedule. Through
this, the school ensures 1:1 student-seat ratio.
