March 7, 2016 Presentation – Fly Over
FDOT stated in the presentation on March
7, 2016 at the City Council Workshop:
• The biggest feature introduced in the
concept is the bridge over Airport
Road, which by the time we separate
traffic for I-95 we are so far East, it
does not affect the interchange.
• The existing intersection configuration
creates a bottle neck especially at peak
hours.
The slide shown during the presentation highlights the bridge
over the intersection solving the following issues:

Staff Questions
Safety
• Glades and Airport Rd./ NW 15th Ave. intersection has one of the
highest traffic volumes in the City.
• Glades and Airport Rd./ NW 15th Ave. intersection has one of the
highest crash incidences in the City. This area has been, and
will continue to be, a major multi-modal corridor.

Staff Questions
Safety West crossover
• FHWA’s
recommendation for 15 DEG
19 DEG
crossover angles is no
less than 45 DEG. East crossover
between opposing
approaches.

25 DEG
Staff is very concerned about drivers making an error and driving the wrong way.
staff is concerned with the angle of the diverging intersections – staff can see this
is caused mainly by the design-build team utilizing the existing Glades Road
bridges over I-95 and over Military Trail/CSX rail corridor – this is a concern that
too flat an angle can lead to inadvertent maneuvers down the wrong way of the
interchange. (supporting document submitted for the record)

Staff Questions
Operations
The City of Boca Raton prides itself on delivering world class arterial traffic
signal maintenance and operations, in support of FDOT’s existing initiative.
The City has a committed partnership with the FDOT D-4 Operations to
maintain and operate all FDOT signals within the City limits.
Because the City will take over the timing, operations, and maintenance of
these signals after project completion, staff is a stakeholder and is
accountable to the residents for ongoing operations.
• The traffic simulation for each peak period for the entire project corridor.

Staff Questions
Operations
FDOT data shows a 4% AADT growth rate between 2014 and 2018. The draft
traffic analysis memorandum provided by the design-build team used significantly
less growth.
Very few vehicles go north bound from NW 15th Ave. to Airport road. The dominant
side street movement is the side street left.
How does the current DDI concept account for this movement at the intersection or
these approaches?

Staff Questions
Traffic
Staff can not reproduce the LOS presented. Staff does not understand how the
proposed DDI LOS at this intersection is projected to be better than that of the
original concept where the flyover took traffic out of the intersection?
