I. Executive Summary
The researcher proposes a sustainable recreational project for Taal Christmas
Lights and Display to promote and provide benefits to the local community of
Taal. The researcher seeks to be a foundation on the forefront of sustainable
change, one that promotes environmental, social, economic and cultural
sustainability in everything we do.
This, Taal’s Sustainable Action Plan (SAP), builds a framework toward a
sustainable future by guiding our actions over the next five years. It establishes
goals, objectives, strategies, timelines, metrics, and responsible parties in topic
areas. Each of its sections is summarized below.

Goal 1: Environmental Sustainability

Goal 2: Economic Sustainability
Goal 3: Social Sustainability
Goal 4: Cultural Sustainability
II. Introduction
Tourism has developed into one of the world’s industries and has
consequently gotten progressively significant. Tourism is the activities of people
traveling to and staying in places outside their usual environment for leisure,
business or other purposes. Tourism means more jobs for the people and
improvement of their standard of living.
Sustainable tourism development guidelines and management practices are
applicable to all forms of tourism in all types of destinations, including mass
tourism and the various niche tourism segments. Sustainability principles refer to
the environmental, economic, and socio-cultural aspects of tourism development,
and a suitable balance must be established between these three dimensions to
guarantee its long-term sustainability.
Taal is a town with a gold mine of historic treasures, known as the
Municipality of Taal. It is home to a rich history, including a collection of well-
preserved 19th century bahay na batos (adobe stone houses) from the late 16th
to the early 20th century. Primarily characterized by grand architectural
structures with Fil-Hispanic lines, Taal is also a basket of culture with unique
hand-woven textiles, metal craft, artifacts and a variety of food. This small
municipality in the province of Batangas is known as the Balisong (fan knife) and
Barong Tagalog (national Filipino apparel) capital of the Philippines.
Taal Heritage Town is a fine example of the sustainable development as well
as responsible and ethical promotion of cultural tourism in the Philippines. In
spite of the urbanization and modernization of its neighboring towns and cities,
the local people have preserved their indigenous culture and traditions in their
beloved town (Tourism Secretary Alberto Lim).
This study focused on Taal mainly the Christmas Lights and Display in Taal
Park. The place is visited particularly during holiday season. Christmas lights
display in Taal Park which is located in front of the Basilica of St. Martin de
Tours. The entire Taal Park is covered with dancing bright lights. They have the
tunnel of lights, the Belen, giant Christmas tree, jellyfish street lights, LED step
lights and a whole lot more. This place had been chosen by the researchers to
promote sustainability in Taal, to assess the area where improvement may be
implemented and to recommend what may be taken to achieve the sustainable
development and improvement.
The action plan includes implementation of policy and registration regarding of
waste management, pollution prevention, manage mass tourism, reducing
unemployment of Taal, increase tourism arrival, building relationship with
different cultures and cultural and traditional preservation of Taalenos.
