CONCEPT PROPOSAL

Home of the Youth: A Proposed Youth Intervention and Support Center for Children In
Conflict With the Law (CICL)

I. Introduction

Crimes committed by children are one of the problems of the society.According to the statistics
presented by the Philippine National Police, in 2018, Children with ages 16 -17 years old are the
ages with most case of crime with over 5,044 criminal cases. Children with ages 12-15 years old
made 3,032 cases and children with ages 9-11 years old had 358 cases in 2018. According to the
report of UNICEF in 2019, children in conflict with the law are already victims of circumstance,
mostly because of poverty and exploitation by adults. Children need access to rehabilitation
services because they deserve a second chance. They need to be protected and not further
penalized. Exposure to crimes, poverty and lack of guidance are some reasons why minors tend
to do crimes. These children are called Children in Conflict with the Law. According R.A 9344
or the Juvenile Justice and Welfare Act of 2006, children in conflict with the law refers to a child
who is alleged as, accused of, or adjudged as, having committed an offense under Philippine
laws. They may have done a criminal act but, these minors are like any other children who are
eligible for their physical, moral, and spiritual, and intellectual growth. Under the Republic Act
No. 9344 the minimum age of criminal liability is 15 years old up to 18 years old. After proven
guilty, the child will be sent to a youth rehabilitation center.
With the ideal number of 114 Bahay Pag-asa Centers nationwide, with one center
for every 81 provinces and 33 on highly urbanized area and only 58 of it are functional. Some of
it is in subhuman condition due to budget constraints. According to Tricia Oco, executive
director of the government's Juvenile Justice and Welfare Council, these poor conditioned
centers lack on required number of staffs, programs and even furniture. With such issues, the
government address the construction of these facilities to accommodate the growing numbers of
juvenile crime cases in the Philippines.
II. Statement of the Problem
Major Problem:
How can the proposed youth intervention and support center for children in conflict with the law
can help to accommodate the growing number of juvenile crime cases in the Philippines and
create an environment that will suit to the need to rehabilitate and protect these children?

Minor Problem 1
What should be the appropriate building typology of every building that provides different
treatment or activity to the childrens in conflict with the law.

What should be the appropriate size of the buildings for every activity or treatment that will help
to rehabilitate these children in conflict with the law?

Minor Problem 3
How can these architectural space solutions to the building for providing a safe and comfortable
environment to the childrens in conflict with the law?

Minor Problem 4
How can the building’s architectural solutions will lessen the use of energy and maintenance in
order to provide a lesser amount in maintaining these structures?

The designer aims to give solutions to the following problems:

a) How might we help the children to feel comfortable and safe?


b) How might we provide the children assistance even after they left the facility?
c) How might we design sustainable facilities for the CICL?
III. Significance of the Study

i) Direct User
(1) To the Government
The government will be one of the main benefactors of this project. The proposed project
will be under the Department of Social Welfare and Development. An improved and
modernized facilities, will significantly affect the progress and transformation of the
CICL. The research intends to fabricate a design that will help achieved a more effective
facility than what we have today. It also considered the factors that will be of great
consideration in terms of the needs of the children.

(2) To the CICL


The children who will use the facility will benefit from the modern and effective facility
for their treatment and nurturing of their spiritual, physical and mental growth.

ii) Indirect User


(1) The findings of this study will rebound to the benefit of the society considering, that by
correcting the children’s behavior it will result to a more productive and helpful adults to
the society.

IV. Objectives of the Study

i) General objective

The researcher aims to design a school and rehabilitation center for the Children in Conflict
with the Law to help them change and prepare them to become responsible adults.

ii) Specific objectives


(1) To design a modern facility that promotes nature and help the children feel secured and
safe.

(2) To design a vocational school and facility that will help the children prepare for their
future.
(3) To be able to design a facility that promotes Permaculture Architecture.

V. Scope and Limitations

i) Scope

The general intent of this study is to be able to design a Youth Intervention and Support Center
for Children in Conflict with the Law. The study focuses on gathering information for a better
understanding in terms of their psychological and physical state. The data that will be gathered
from different resources such as government issued documents ( e.g statistics,reports, maps and
other documents relevant for the research ), interviews from different government agencies
concerned for the rehabilitation of CICL, interviews of parents and children in conflict with the
law. Site visit and analysis for the proposed

ii) Limitations

The researcher will conduct a study on Bahay Pag-asa at Dasmariñas, Cavite. The gathered
information was limited to the classrooms and additional facilities. Confidential data such as
names and other relevant informations of the CICL will not be added to the research for their
rights to confidentiality.
