Dear Judge Wolf:
Itis my understanding that the Bexar County Democratic Party called twice fora
{quorum and could not reach a quorum to conduct official business to ceruify the
March 2020 Democratic Primary.
Long-time o2servers ofthe political process are up in arms over what they saw—
down voting machines, missing candidates on ballots, lower vote tallies on
television elation night between early vote and election day (which is impossible),
‘unprecedented irregular results in the returns, poor treatment of voters, and more.
‘Some 50 independent nonpartisan lawyers and poll monitors have documented
these facts from Texas Common Cause, the ACLU, Texas Civil Rights Project, the
‘Texas League of Women Voters and more.
‘The fact that the Democratic Party has not certified the election is increasing the
cloud surrocnding the election and the election merits our attention to restore
public trust.
‘Tonight, the Republican Party votes on whether to certify the election and as you
know, the chair of the Republican Party has raised major concerns with how the
election machines worked and how this election was administered—concerns that I
share. The chair ofthe Republican Party called for the vote tobe thrown out. This is
not about a particular party or candidate, this is about democracy, a free and fair
election, anc the integrity of our vote. We can all stand to lose, but we cannot
standby losing if we believe the machines were hacked.
have personally heard testimonies from members ofthe press of multiple
Whistleblowers within the elections department. The testimonies are from long-
time staff that are certain tampering of the voting machines occurred. One of the
Whistleblowers I have spoken with personally. He indicated that some people who
are in runofis should not be in runoffs and some who won should not have won.
Having worked as a campaign consultant prior to coming to the court, the results
were so irregular that |, along with many others in our county, took screenshots of
the results=something that [have never done in all f the years that! have watched

total updates where candidates had fewer votes with election day results than they
did during early voting. There were also races where some candidates gained
‘massive increases atthe end of the night in a way that contradicts the patterns of
the early vote and election day in unprecedented ways. This was particularly acute

‘As. result, am reaching out to statisticians and political science professors toasle
what is the probability that these results could have been as odd as they were in our
March 2020 primary. I believe their analysis wll show that the so-called "fina
election results’ are statistically improbable if not impossible.
While I cannot say that | would throw out the election results, even though in an
ideal world it may need to be done, I think that we need to move immediately to
restore trust by hiring the independent forensic investigators the court called ‘or by
the next Commissioners Court meeting.
I started as a Democratic Precinct chair and if were a chair again, I would notvote
to certify the election as free, proper, and without tampering based on what l bave
‘been told by first hand sources. However, what we do from here is realy critical in
light of attacks to our election system as told by the director of national intelligence
about what has happened here, in Dallas, lowa, Nevada, and Houston with massive
voting tabulation issues.
‘The day ater the election I spoke with Mark Gager, Bexar County IT director, and he
said ifyou had one crash, let alone three, that would be reason to hire a forensic
computer investigator. The whistleblower | talked to indicated that one crash ofthe
system was enough to make the entire vote invalid. 1am not a computer expert and
so] thinkit is very important we clean up the mess that has shaken confidence in
our local elections department and our oversight ofthe March 2020 primary.
