Sir:

I am writing to you in behalf of my clients Ricardo and Angelina Sasil-Ines of Panuntungan,


Tibungco, Davao City. My clients are the true and lawful owners of a two-storey concrete house with
four rooms (two in the upper storey, two in the lower storey), three CRs, and a concrete fence. This
letter has reference to the government’s quest to expropriate their real property, holdings, and
improvements thereon allegedly for the construction of a concrete road – bypass at JCT. Daang
Maharlika – Eliong – JCT. Acacia Road, Davao City.

With reference thereto, my clients received certain papers therewith, “Agremeent to Demolish
Improvements” accompanied with Certificate of Inspection, Permit to Enter, and Certification. Regarding
the said agreement to demolish improvements, the undersigned has found certain matters that need to
be discussed and addressed for clarification and for proper understanding. These are:

a) To whom should queries and clarifications be channeled as the agreement to demolish

director?
b) The indicated rooms on the said agreement were indicated as only affecting three rooms
when in actuality, four rooms will be affected by such demolition;
c) More important, the detailed cost in the agreement was estimated at 1,556,594 whereas
actual computation and estimation by a competent engineer has been pegged at
2,329,123.28;
d) Labor costs to preserve and reconstruct the property in the event of demolition will amount
to ________________;

Please see attached bill of materials and cost estimates hereto attached as Annex A to A-3, B to
B-5. Likewise, paragraph two of the said agreement did not provide for a definite date wherein full
payment and compensation would be obtained by my clients for the use and demolition of their
property which would be unilateral and indeterminate.

I have submitted the foregoing observations so we can set a date in order to discuss and agree
on those matters as stated.
