Minnedosa Hosts Bantam Rural Provincials

March 6th through 8th for
the Bantam Rural A divi-
sion. In addition to our
local players, six teams
gathered at the Minnedosa
Arena to play throughout
the weekend including;
Brandon, Thompson, Dau-
phin, Killarney and Flin
Flon.
Approximately 25
communities across Man-
itoba are hosts to Pro-
vincial Tournaments for
Atom, Peewee, Bantam
and Midget age divisions.
Throughout these tour-
naments, 250 teams and
pionship. Host sites in all
categories are determined
each October and teams
enter their appropriate
category to compete in
February and March.
Minnedosa Boys Ban-
tam team played their
first games of the tourna-
ment on Saturday March
7th, winning 3 to 0 against
Brandon and losing 5 to
1 against Flin Flon. On
Sunday, they played their
semi-final game against
Killarney where they lost
3 to 1, moving them into
the fourth game against
Thompson where they
won 4 to 1 earning them
the bronze medal.
Killarney was the big
winner of the tournament
medal for the Champion-
ship. Silver medal was tak-
en home by Flin Flon with
three wins and one loss.

The proposed budget presentation included a de-
tailed outline of the overall financial plan of the division
followed by a question and answer period. The detailed
financial plan appeared in the February 28th edition
of The Tribune. The overall 2012/21 budget comes in at
$24,729,195 which is a .2% decrease from last year. Pro-
vincial funding has yet again seen a 2.0% decrease mean-
ing RRSD will receive $9,413,066 this year.
The portioned assessment (value of taxable prop-
erty within the division) has seen an increase of 3.3%
and totals $1,095,121,350, with specific percentage in-
creases over the 2019 assessment as follows; Residential
2%, Farmland 2.9% and Commercial 7.8%. The mill (tax)
rate is proposed at 11.4 which is a decrease of 1.2%. The
special levy (local school tax raised through property
taxation and levied by the school division) is proposed at
$12,441,199 which is an increase of 2%.
A noteworthy budget highlight is the fact that the di-
vision enrollment is expected to total 1,817 students for
the upcoming school year. This is an increase of 24 stu-
dents from the 2019/20 school year and an increase of
116 students from the 2015/16 school year.
There will be no changes to staffing levels as RRSD
was approved to maintain full time equivalent (EFT) in-
structional, clinical and Educational Assistant staff. Other
areas that will remain untouched include the maintain-
ing of technology equipment upgrades, school supply
budget, outdoor education, hockey academy in Rivers,
professional development for instruction and support

PUBLIC NOTICE is hereby given, under the provisions of The Municipal Act,
S.M. 1996, c.58 and The Municipal Board Act, R.S.M. 1987, c. M240, that
the Municipal Board will hold a public hearing for the purpose of hearing
any presentations in objection to or in support of the proposed By-law.
The public hearing will take place on Monday, March 30, 2020 at 6:30

The By-law proposes to levy a Special Service Tax on all 40
benefitting properties in the Village of Clanwilliam within the
Rural Municipality of Minto-Odanah.
The levy is for the purposes of Special Service - Garbage/Recycling
Services Plan No. 1. The Special Service proposal is for weekly
garbage/recycling collection and transportation services, for
all affected properties in the Village of Clanwilliam, Manitoba.
The Plan proposes to establish a per parcel rate of $201.60 to be
levied in each of the years 2020 to 2023 inclusive.
A copy of the By-law is available for review at the Municipal Office and at

In addition, the Board requires that any party who intends to submit as
evidence at the hearing any written material or other documents, shall
file four (4) copies of that material with the Board and one (1) copy with
the Municipality for public review, at least 10 working days prior to the
hearing.
If a party wishes to have service in French, or requires assistance because
of disability, they must notify this office 15 days prior to the hearing.

As the old saying goes…
I’ve got my fingers crossed that the old saying is true
and if March comes in like a lion, it will go out like a lamb.
The month blew in with some unpleasant wintery weath-
er so here’s hoping things are going to get better and the
month will end with warm Spring conditions.
Number 1, Volume 138…
With today’s edition, The Minnedosa Tribune celebrates
its anniversary and we begin a new volume of the oldest
weekly newspaper in the Canadian West. It was in March
of 1883 that William Gibbens rolled out the debut edition
of The Tribune from the very same location we operate from
today. While our back shop is part of the original printshop,
the front office of The Tribune has expanded a few times over
the decades. When The Tribune first opened, the front office
was a one-and-three-quarter storey log building which was
destroyed by fire in the early 1900s.
Reasons why...
Minnedosa Town Councillor and local Manitoba 150
steering committee chair, Tom Dowsett, has written a letter
to the Manitoba 150 Grant Application Review committee
inquiring as to why our community’s grant application was
denied. He aslo invited the committee CEO, Jason Smith, to
visit Minnedosa this summer for a personal tour by him or
Mayor Skatch.
Fortunate Friday…
Hopefully, the fact that The Tribune’s anniversary fall-
ing on Friday the 13th this year is not a bad omen for what
the next year will bring. Here’s hoping that the old supersti-
tion about this day is nothing to worry about and that every-
one has a fortunate Friday.
Luck O the Irish…
Following the unlucky Friday the 13th this month by
just a few days is a day of luck and celebration by the Irish
as St. Patrick’s Day returns on Tuesday, March 17th. Many
still observe this day’s tradition in numerous ways even if its
something as simple as wearing a green article of clothing
on the 17th.

Pallister Government Announces Savings

L ast week, the Manitoba Government announced a
further reduction to the Provincial Sales Tax (PST)
and a flat-rate fee of $25 per tonne green levy.
The PST currently sits at seven percent and will be
decreased to six percent on July 1st, 2020. This will be
the second decrease in PST under the current PC Gov-
ernment. Premier Brian Pallister decreased the PST to
seven percent in 2019, six years after it was increased
to eight percent under the former Greg Sellinger NDP
Government in 2013.
The flat $25 per tonne green levy will also come into
effect in Manitoba on July 1st. A green levy is described
as “a tax imposed by a government on sources of pol-
lution or carbon emission. A green levy is aimed at dis-
couraging the use of inefficient sources of energy, and
encouraging the implementation of environmental-
friendly alternatives.”
The $25 per tonne carbon tax will be flat, meaning
it will not rise in future years. The Manitoba approach
is distinct from the Federal government, which has in-
troduced an escalating carbon tax. It will reach $50 per
tonne in 2022.
“Unlike the Federal government’s rising carbon
tax, our flat made-in-Manitoba Green Levy will return
all of the money and more to Manitobans with the sec-
ond-lowest PST in Canada,” stated Premier Pallister.
In 2016, the Federal Government worked with
provinces, territories and Indigenous Peoples on Cana-
da’s first “Comprehensive Climate Action Plan” to try to
obtain a fair and efficient price on carbon pollution.

comed funding for municipalities in the constitu-
ency to fight Dutch Elm disease.
“I am very pleased that our government is support-
ing this very important initiative in municipalities in
my constituency,” said MLA Nesbitt. “Our government
is committed to protecting Manitoba’s environment,
and that includes controlling the spread of Dutch Elm
disease. These grants will enhance measures to protect
these communities from Dutch Elm disease through
greater awareness and increased tree removal capac-
ity.”
Manitoba Agriculture and Resource Develop-
ment will provide grants to five municipalities in the
Riding Mountain constituency: $12,920 to the Town
of Minnedosa, $8,360 to the Town of Virden, $3,420 to
the Rural Municipality of Pipestone, $2,000 to the Mu-
nicipality of Russell-Binscarth and $2,000 to the Prairie
View Municipality.

ries had the flexibility to maintain or develop a carbon
pollution pricing system that worked for their circum-
stances, provided it met the federal standard. The Gov-
ernment of Canada worked with provinces and territo-
ries on this plan for over two years and committed to
return all direct proceeds collected in Manitoba, under
the Federal carbon pollution pricing backstop system,
through direct payments to families and investments to
reduce emissions, save money, and create jobs.
However, within last week’s announcement, Pal-
lister showed frustration stating. “Unfortunately, the
Federal Government ignored our request to work to-
gether as a true partner in tackling climate change, so
we have no choice but to act now to protect Manitobans
from the rising Federal Government carbon tax they are
bringing in this year. Ottawa has provided special ex-
ceptions and exemptions to many other provinces but
refused to consider Manitoba’s significant clean hydro
investments.”
“Manitobans know tackling climate change is im-
portant and we are already doing our part by investing
billions in clean, green hydro,” continued Pallister.  “To-
gether with our hydro investments, the highest clean
fuel standards in the country announced in January,
plus additional measures we are taking, Manitoba’s car-
bon emissions will be reduced by more than any pre-
vious government.  Our plan is better for the environ-
ment, better for the economy, and better for children
and grandchildren.”
The upcoming reductions are expected to re-
sult in the average Manitoba household saving
$200 in 2022 for green levy and $359 in 2022 for PST.

Spare School Bus Drivers
with the potential for assignment to a regular route
Forrest and Rapid City areas
• Spare Drivers work on a casual as needed basis
(extra-curricular / field trips and covering regular route driver absences)
• Regular routes drivers are assigned part-time, split shift,
10- month position
• Start date to be arranged
Qualifications
Required:
• Valid Province of Manitoba Class 2 Driver’s License (training
provided)
• Valid Province of Manitoba School Bus Operator’s Certificate
(training provided)
• Good driving record
• Ability to communicate effectively with students, parents,
teachers and administration
• Ability to take initiative and work unsupervised
• Ability to work as effectively with others as a member of a team
• Ability to problem solve
Preferred:
• Completion of Grade 12
• A working knowledge of basic vehicle mechanics
The Division will train suitable candidates without the stated training
to enable her/him to obtain a Class 2 Drivers license and a School
Bus Operators Certificate.
The incumbent must be able to work well independently, be flexible,
adjust to changing work assignments and deal with and maintain
confidential information.
Successful applicants are subject to Criminal Record, Child Abuse
Registry and Driver Abstract checks.
