IS A SYSTEMATIZED AND COMPLEX STRUCTURE OF OFFICES, TASKS, RULES AND
PRINCIPLES OF ORGANIZATION THAT ARE EMPLOYED BY ALL LARGE SCALE
INSTITUTIONS TO COORDINATE THE WORK OF THEIR PERSONNEL
  PURPOSE
TO MAKE IT EASIER FOR GOVERNMENTS TO ACCOMPLISH TASKS QUICKLY AND TO
BASICALLY OPERATE AT ALL.
  Executive departments
Executive departments mostly provide services through sub-agencies.
  BUREAUCRATS…
1. IMPLEMENT LAWS THAT CONGRESS WRITES
2. MAKE & ENFORCE THEIR OWN RULES
3. SETTLE DISPUTES THROUGH ADMINISTRATIVE ADJUDICATION
BUREAUCRACIES DON’T JUST ENFORCE THE RULES; THEY MAKE NEW ONES CALLED
REGULATIONS

As partisans of their agencies and missions, bureaucrats are necessarily politicians.

BEFORE THE FACT CONTROLS ARE ATTEMPTS TO LIMIT BUREAUCRATS DISCRETION
THROUGH THE WAY THAT THE BUREAUCRACY ITSELF IS SET UP.
THE BEST WAY TO CONTROL WHAT A BUREAUCRACY IS ABLE TO DO IS THROUGH THE
APPROPRIATIONS PROCESS.
DEREGULATION WHICH IS WHEN CONGRESS LIMITS THE NUMBER OF REGULATIONS
THAT AN AGENCY IS ALLOWED TO ENFORCE.
DEVOLUTION IS WHEN CONGRESS SHIFTS, OR DEVOLVES, THE TASK, OR BURDEN, OF
REGULATION FROM A FEDERAL AGENCY TO STATES AND LOCAL MUNICIPALITIES.
