1 SCOPE OF THE SPECIFICATION


This specification gives guidelines and states the minimum requirements for quotation preparation and activity execution,
relevant to the statutory inspection of static equipment in oil production facilities in NAOC Land and Swamp Area of
Operations, specifically in the following locations: For Land: Ob/Ob Gas Plant (Oil Section), Idu Flowstation, Akri
Flowstation, Oshie Flow Station, Ebocha Oil Center, Irri Flowstation, and Kwale Gas Plant (Oil Section); For Swamp:
Ogboinbiri Gas Plant (Oil Section), Clough Creek Flowstation, Obama Flowstation, Tebidaba Flowstation, and Beniboye
Flowstation.

2 SCOPE OF WORK

 COMPANY (NAOC) requires the services of a specialized and well experienced Contractor to perform the Statutory
Inspection of oil separation and processing equipment in NAOC. The static equipment/ vessels are ‘U’ Code stamped
Vessels. Contractor shall be certified to carry out inspection of U-coded vessels and must demonstrate verifiable
experience.

Contractor shall provide all the equipment, materials, logistics, special vehicles and all else required for the project
including equipment, tools, materials, personnel and the transportation of the all equipment, materials to NAOC’s Land
and Swamp Areas of Operation as outlined above and as described in the following sections. Contractor shall follow
COMPANY policies, standards and specifications.

3 CODES AND STANDARDS

All works shall conform to the latest requirements of the following standards:

API STD 510 Pressure Vessel Inspection Code: Maintenance Inspection, Rating, Repair, and
Alteration.
API RP 572 Inspection of Pressure Vessels (Towers, Drums, Reactors, Heat Exchangers, and
Condensers)

NOTE: The Nigerian Department of Petroleum Resources (DPR) Decree 1961/1963-Section 51, Sub
section 1-6 states that there shall be no physical entry into the vessel. Contractor should come up
with method of de-sanding, internal inspection without entry.

Contractor declares that it possesses and knows the above mentioned standards required for the execution of
the inspection activities.

4 MAINTENANCE PLAN

Company uses SAP Plant maintenance software for the management of maintenance activities. In this
regard, contractor shall also use the same software to manage the maintenance of company equipment as
enshrined in the scope of work.

Contractor shall propose to Company a maintenance plan and method for each activity in line with the scope
of work, while Company will schedule for the jobs. The plan shall include a minimum of maintenance
inspection and maintenance task description, needed materials, tools and required man hours for each task
in the scope of work for company review.
The maintenance, calibration and inspections, tasks to be contained in the plan are expected to produce
optimum equipment availability and reliability.

5 PERSONNEL

COMPANY shall approve the CV of all qualified personnel to be employed in this service, before they start the
work.
a. Contractor shall have a dedicated project supervisor that shall be based in the particular location of the
inspection for the duration of the inspection of oil facilities in that location.
b. Contractor shall have a materials-management/logistics personnel.
c. 1 HSE officer
d. Qualified technicians specialized in predictive inspection, NDT techniques and diagnostic of static equipment
shall be employed for the inspection.
e. An API authorized/certified pressure vessel inspector shall be responsible for determining that the requirements
of API 510 on inspection, examination, and testing are met and shall be directly involved in the inspection
activities.
f. Provision of Certified Inspection authorities for inspection of the equipment.
g. Certified AIA inspection companies are to be involved in inspection activity. Inspectors shall be certified by NBIC.
Authorized Inspection Agency (AIA) - Authorized inspection Agencies are Third Party Inspection Companies
that have been accredited by the ASME organization and their inspectors certified by the National Board
Inspection Code (NBIC).These Inspectors are named Authorized Inspectors and hold Commission Cards issued
by the NBIC organization. Summary: AIAs are accredited by ASME, but the inspectors are certified by NBIC.
h. Non Destructive Testing (NDT) shall be carried out by ASNT, CSWIP or PCN level 2 personnel. Trainee and
level 1 individual may be used as assistants.
i. Interpretation of NDT shall be carried out by personnel with ASNT, CSWIP or PCN Level 2 or 3 with certification
covering the applicable material group type under test.
j. For as-built drawing preparation a qualified structural engineer shall be employed.
k. All personnel carrying out VT, RT or UT evaluations or interpretations are required to pass a vision test annually.
The test comprises the ability to read, with corrected vision if required, Jaeger J1 (or equivalent) with at least
one eye at a distance of 300mm. COMPANY shall approve the CV of all qualified personnel to be employed in
this service, before they start the work.
l. Contractor shall mobilize enough personnel to work day and night shifts in any situation where Company
requires 24 hour operation.
m. Contractor shall have a dedicated Certified Scaffolder.
NOTE: All personnel listed above (or not) shall be provided by Contractor to ensure a successful exercise.

6 Facilities Description
The following are the equipment that is planned for statutory inspection in NAOC Land and Swamp Areas of Operation.
Company reserves the right to increase or decrease the scope of the activities or the equipment listed in Appendix A.

NOTE: The list of equipment as presented in this scope of work is representative. Company may increase or decrease
the equipment in the scope at the time of activity execution. No minimum or maximum work is guaranteed.

7 Materials, Equipment and Instruments

Contractor shall provide all the materials, equipment, instruments, bargesand special vehicles required to carry out the statutory
inspection activities in accordance with Company requirement and SAP job schedule. Special vehicles shall include cranes, self-
loaders and any other special vehicle determined to be required to safely and effectively carry out the activities in this SOW.
Contractor shall provide the cranes and all other lifting equipment required for the hoisting/lifting of equipment and personnel in
the course of execution of the subject activity as presented in this scope of work. All lifting and hoisting equipment shall be certified
fit for use by NAOC appointed certification companies.

All other materials, equipment, tools and instruments (without exception) required for the complete statutory inspection of the
equipment in this SOW and required to return all the equipment in the various oil processing units to efficient service shall be
provided by the Contractor in accordance to COMPANY requirements. The materials supplied by the Contractor shall be inspected
for quality control purposes to ensure conformance with specifications requested. All the material specifications of the damaged
internals shall be replaced and/ or repaired by Contractor within the period of the statutory inspection without any delay. All
materials supplied shall have their respective material test certificates.
The equipment to be used by Contractor shall be inspected and approved by the Company Representative before work starts.
Contractor shall have as a minimum the following equipment:
 hydraulic pump for hydrostatic test
 explosion proof hand tools
 cut (oxyacetylene) and welding set
 air compressor
 steam cleaner
 scaffolds
 self-loader (crane truck)
 chain block
 plugging spanners
 scrappers, chisels

For the inspection the following equipment and instrument shall be available:
 digital camera
 portable lights, including a flashlight, low voltage
 flashlight with bulb on flexible cable
 ultrasonic thickness-measurement equipment
 thin-bladed knife, pocket knife, mirrors
 inside and outside calipers
 steel tape 50 feet (15 meters), steel rule, straightedge, flange square
 inspector’s hammer or ball peen hammer (4 ounce or 8 ounce)
 tube gages (inside diameter)
 pit depth gage, hook gage
 wire brush
 plumb bob and line surveyor’s level
 magnets

The following special vehicles, equipment and tools shall be provided by contractor where required for the activities:
 cranes and self-loaders (capacity of cranes required to carry out the activities to be determined by Contractor,
approved by Company and all cranes and self-loaders required provided by Contractor)
 sewage barge
 vacuum truck
 skips for debris
 high-pressure water blasting equipment
 blasting equipment
 magnetic particle inspection equipment
 micrometer
 radiographic inspection equipment
 portable hardness-testing equipment
 ultrasonic flaw-detection equipment
 liquid penetrant inspection equipment
 test-hole drilling equipment (drill, tap, and plugs)
Note: Contractor shall provide all materials, instruments, tools, special vehicles, equipment, sea and land transportation and
related logisticsrequired to successfully complete the activities.

 (Repairs If any) (Broken pass plate, any damage to internal of the equipment etc.,) should be foreseen by Contractor in
order to execute the repair in the field which shall be certified by the A I A company provided by Contractor.
 3 Sets of Special Gaskets (Heat Exchanger equipment only) shall be procured to carry out the replacement of the old
gaskets.
 Contractor shall procure and provide 100% of Overall Stud Bolts (Front / Rear Channel Ends) to replace any /all the stud
bolts.
 Provision of Test Rings for Heat exchangers as may be necessary.
 All the thermal insulation materials and the technicians to execute the service shall be mobilized during the same window
of the statutory inspection.

NOTE: AIA Contractor must be approved by Company before commencement of the job.

7.1 Scaffolding

Contractor shall provide all scaffolding pipes and accessories (to be certified by NAOC HSE) to erect scaffold to the desired height
and surface area within the points to be worked upon (internal and external scaffolding as may be required to execute the job).
Considering that the contractor shall inspect, repair if necessary, prepare the surface, and paint if required and requested by
COMPANY, contractor shall also prepare platforms (toe boards) with adequate strength (to be certified by NAOC HSE and NAOC
site representative) to withstand the weights of equipment and personnel who shall work on the facilities. All the Scaffolding
materials shall comply with the standards adhering to QA/ QC procedures. Scaffolding materials integrity documents shall be
made available to NAOC HSE.

These scaffolding activities shall be performed by experienced and certified scaffolders (i.e. personnel who erect scaffolds) and
shall be approved by NAOC. Compensation for scaffolding shall be as specified in the Bill of Quantities (BOQ) or shown below.
Scaffolds (a set is defined as follows: 15 Nos. of 6m pipes, 8 Nos. of attachment pipe – either 4m or 3m, 50 Nos. of clamps, 6
Nos. of toe boards).

All scaffolders are to be provided by Contractor.

Contractor shall provide all materials required for the performance of the job in accordance to COMPANY requirements
and SAP job scheduled.

8 Work Description

The task to be performed by Contractor during the statutory inspection shall include but not limited, to the following:

8.1 Isolation of Equipment by installation of Blind Discs Opening and Flushing of Pressure Vessels as per
Equipment isolation plan provided by NAOC.
The following activities shall be performed;
 Dismantle, rig up and safely drop with the use of crane for calibration of all Pressure Safety and Relief Valves.
 Open manholes, oil outlets pipes, water drain pipes and all other connections/piping that may be necessary for inspection,
repairs and vessels assessment.
 Drain and purge the vessels. Isolate the vessels from the system by blinds or other positive methods.
 Calculate the thickness of blind flanges to be used to ensure they are suitable for subsequent pressure test.
 Erect scaffold to have access for blind installation, instruments removal and external inspection.
Note: Blinding plan and drawings shall be approved and duly signed by Company prior to use by contractor as a working
document.All blind spades utilized for the activities shall be provided by Contractor and Contractor shall ensure that all the blind
spades are of the same specification and rating as the vessel.

8.2 Removal and replacement of all thermal insulation where necessary to have access to various parts of the
equipment as may be required
The following activities shall be performed:
 Removal of external sheet metal cover, and subsequent removal of lagging/insulation materials underneath in order to
expose the equipment to scrutiny.
 Replacement of lagging and insulation materials.

8.3 Heat Exchanger vessels


8.3.1 Cleaning of Heat Exchangers: Exchangers subjected to fouling or scaling shall be cleaned thoroughly. A Light
sludge of scale coating on the tube greatly reduces the efficiency, therefore the cleaning of the heat exchangers shall be
deemed to be comprehensive and efficient.
8.3.2 Units with Channel head type: Contractor shall remove channel cover and apply hydraulic
pressure in the Shell.
8.3.3 Units with bonnet type head:
On Fixed tube sheet units where tube sheet are an integral part of the Shell, remove bonnet and apply hydraulic pressure
in the Shell. On Fixed tube sheet units where tube sheets are not an integral part of the shell and on units with removal
bundles, remove bonnets re-bolt tube sheet to shell or install test flange or gland, whichever is applicable and apply
hydraulic pressure in the Shell.
Units with type S or T floating head: Remove channel cover bonnet, shell cover and floating head cover. Install test ring
and bolt in place with gasket and packing. Apply hydraulic pressure in the Shell. When a test ring is not available it is
possible to locate leaks at the floating head end by removing the shell cover and applying hydraulic pressure in the tubes.
Leaking tube joints may then be located by sighting through the tube lanes.
Water for test should be at ambient temperature but not below 60F if A-515 material. Cold water may cause erroneous
indications in humid atmospheres because of condensation on the cold metal surfaces. Hot water may cause differential
expansion between the tubes and the shell in the fixed tube sheet unit which results in possible damage.
Note: Bolt Torque machines (10,000 psi) shall be utilized for the fastening of Stud bolts of the channel end / shell end as
applicable. The bolt torque machines shall be utilized for fastening the stud bolts in any facility within a vessel where
necessary. This shall be an integral part of the statutory inspection activities.

8.3.4 Leak Detection in Tubes (Where Applicable)


The following procedures may be used to locate perforated or split tubes and leaking joints between tubes and
tube sheets. In most cases the entire front face of each tube sheet will be accessible for the inspection. The
point where water escapes indicates a defective tube or tube-to-tube sheet joint.
Tube to Tube leak test shall be carried out by contractor. Where leaks are detected, contractor shall repair the leaks prior
to replacing the tubes in position. A Suitable roller type tube expander should be used to tighten a leaking tube joint. Care
should be taken to insure that tubes are not over rolled.

8.3.5 Tube Bundle Removal (Where Applicable)


 Tube Bundle shall be extracted for cleaning purposes (Tube bundles that are removable)
 Contractor is fully responsible for removing the tube bundles from the heat exchangers.
 Care should be exercised when removing a tube bundle from the Shell, to avoid damage to the tube
bundle or the shell.
 The tube bundle should always be supported on the baffles, tube support plates or tube sheets.
 Contractor must not support the bundle on the tube sheets.
 Steel rods or cables inserted through the tubes and attaching to bearing plates may be used where
tube sheets are not tapped for eye bolts.
 Contractor is responsible for the erection of Gantry Support to extract Tube bundle
 Tube bundles should not be handled with hooks or other devices which might damage the tubes.
 Bundles should be supported on cradles or skids.
 Horizontal tube bundles should be lifted by means of suitable strings.
 Baffles can be bent and damaged by dragging a bundle over a rough surface.
 All gasket and packing contact surface should be protected from accidental damage since these
areas are generally difficult to field repair.

Lifting And Pulling Mechanisims


The following may be considered safe loads for steel rods and eye bolts in new conditions.
Size of the tubes. Rod Size Safe load per rod.

1” or larger 5/8” 3000lbs.

 A Suitable roller type tube expander should be used to tighten a leaking tube joint. Care should be taken to insure that tubes
are not over rolled.

8.3.6 Cleaning Tube Bundles (Where Applicable)


 Contractor shall present method of cleaning for NAOC’s approval prior to commencement of activities.
 The heat transfer surfaces of the heat exchangers shall be kept reasonably clean by Contractor to assure satisfactory
performance
 Heat Exchangers may be cleaned by either chemical or mechanical methods.
 Circulating hot wash Oil or light distillate through tubes or shell at high velocity will effectively remove sludge or similar
soft deposits.
 Some salt deposits may be washed out by circulating hot fresh water.
 Commercial cleaning compounds are also available for removing sludge or scale provided hot wash oil or water is not
available or does not give satisfactory results. Contact compound manufacturer for advice.
 Turbine type tube cleaners for removal of deposits inside the tubes.
 Scrapers rotating wire brushes and other mechanical means for removing hard scale or other deposits.
 Highly professional group that provides cleaning services shall be engaged. They shall check the nature of the deposits
to be removed, furnish proper solvents and / or acid solutions containing inhibitors, and provide equipment and personnel
for the cleaning job.
 Clearing of choked tubes.
 Cleaning inclusive of degreasing, descaling, neutralization and high pressure washing.
 Accumulated Sludge shall be evacuated and disposed to Company HSE designated area.

 The Evacuation plan shall be made available to Company H S E.

Cleaning Precautions
 Tubes should not be cleaned by blowing steam through individual tubes since this overheats the tube and results in
severe expansion strain.
 When mechanically cleaning a tube bundle, care should be exercised to avoid damaging the tubes.
Contractor shall be liable for any damages to the tubes during cleaning as a result of contractor carelessness or
utilization of a wrong method.

8.3.7 Gasket Replacement


It is recommended that when a heat exchanger is dismantled for any cause it be reassembled with new gaskets. Contractor shall
provide gaskets to replace all removed gaskets. Gaskets and gasket surfaces should be thoroughly cleaned and should be
free of scratches and other defects. Gaskets should be properly positioned before attempting to retighten the bolts. This will tend
to prevent future leaks and / or damage to the gasket seating surfaces of the heat exchangers. Composition gaskets become
dried out and brittle so that they do not always provide an effective seal when reused. Metal or metal jacketed gaskets when
compressed initially flow to match their contact surfaces. In so doing they are work hardened and, if reused may provide an
imperfect seal or result in deformation and damage to the Gasket contact surfaces of the exchangers.
Note: Each removed gasket must be replaced. Gasket shall be secured / procured through the original manufacturer to
assure correct fitment and good performance. This is compulsory.

8.3.8 Nitrogen Purging


Contractor shall purge all the vessels to be inspected with nitrogen of 99.995% purity using Displacement or Dilution methods.
This is in order to reduce the level of oxygen below the LEL (lower explosibility limit) usually accepted as 2% vol. O2 in air or
less. Company shall provide the capacity of the vessels to enable Contractor determine the amount of Nitrogen to be used
during the purging activities. Contractor shall provide all the equipment, storage tanks, transportation, logistics etc. and the
nitrogen required for the vessel purging.

8.3.9 Inspection/ Repairs of Vessels


 Heat Exchangers shall be hydrostatically tested as per ASME Code requirements.
 All the bolted joints shall be tightened uniformly and in a diametrically staggered pattern.
 Excessive clearances between the baffles and shell / tubes due to corrosion shall be verified by the certified API Inspector.
 The Heat exchangers and the vessels are ‘ U’ Code stamped Vessels.

 Contractor shall perform 100 % Radiographic examination on the repair (if any).
 This is the process for ASME stamp accreditation:1.Obtain Application Forms from ASME
 Sign a Service Agreement with an Authorized Inspection Agency (AIA)
 Authorized inspection agencies are third party inspection companies, which have accredited by an ASME organization
and their inspectors are certified by the National Board Inspection Code (NBIC).

 These inspectors are named authorized inspectors and hold commission cards issued by NBIC organization.
 Provision of explosion proof illumination as may be required for the whole duration of the statutory inspection.
 Cleaning of Demisters with hydro jetting machine where applicable.
 Removal of accumulated sludge utilizing industrial vacuum machine.
 Erection of scaffolding inside the vessel (where applicable) as shall be required for inspection / cleaning activities.
 All the tools utilized for the clean-up shall be anti-spark tools (Brass wire brushes, brooms, buffing wheel etc.)

8.3.10 External Inspection


 Visual inspection shall be the preferable method of inspection. Other methods shall be used to supplement visual
inspection. Complementary methods are: magnetic particle examination, fluorescent or dye-penetrant examination,
radiographic examination, ultrasonic thickness measurement, ultrasonic flaw detection and pressure testing. Other
methods shall be as agreed with contractor during the kick off meeting.
 All areas of the vessels should be inspected for corrosion, erosion, blistering, deformation, cracking, laminations and any
other forms of damage or defects. A careful record should be made of the types and locations of all deterioration found.
 A careful inspection should be made for evidence of cracking. If cracking is suspected or any evidence of cracking is
found using visual means a more thorough method of investigation must be used.
The following activities shall be performed during the external inspection:
 Visual inspection of ladders, stairways, walkways, platform and handrails in order to identify corroded or broken parts,
cracks, tightness of bolts, find the existence of rust spots, blisters, film lifting and general condition of paint or galvanizing
materials.
 Inspection of foundation and support for cracks and crevices that may cause or aggravate corrosion. Check for presence
of uneven settlement on the foundation.
 Inspection for corrosion attack cracks or distortion on anchor bolts.
 Examination for distortion, corrosion attack and cracks on steel support. UTM readings shall be taken and compared with
thickness of un-corroded sections of the support.
 Nozzles inspection for distortion and cracks due to settlement, excessive piping expansion. If there is evidence of
distortion or cracks on the nozzles, all seams and the shell in the area shall be examined for cracks, using dye-penetrant
examination
 Examination of grounding connection to ensure good electrical contact and effective discharge of lightning or static
electricity to the ground.
 Inspection of all auxiliary equipment such as gauge connections, float wells, thermo wells, sight glasses, safety valves
and isolation valves shall be checked for functional faults. Excessive vibration on these parts shall be checked and
documented.
 Inspection of external metal surface of the vessel for corrosion attack, leaks, cracks, buckles, bulges, defects in metal
plates, and deformation and corrosion of external stiffeners.
 NDT inspection using ultrasonic thickness measurement to determine extent of metal loss on vessel‘s shell, caps and all
piping as shall be directed by NAOC representative. Other NDT methods, magnetic particle inspection (MPI), liquid
penetrant and other suitable NDT inspection methods shall also be employed.

8.3.11 Internal Inspection

The following activities shall be performed during the internal inspection:


 Carry out extensive visual inspection on the internal wall of the vessel including all internals to locate areas of corrosion
attack (in the form of pitting, grooving, etc.), cracks in welds, wall loss due to erosion or impingement at areas opposite
to inlet streams, corrosion on gaskets, hydrogen blistering, deformations, etc.
 Examination of the internal wall of vessel for unsafe condition such as loose internals or loose bolting and cracks on
seams of internal attachment.
 Carry out ultrasonic thickness measurement at locations that show most deterioration. Pit gauge shall be employed at
places where pitting is observed. Also wall thickness measurements shall be taken on nozzles by callipering.
 Examination of welded seams and adjacent heat affected zone using applicable NDT.
 Visual examination of all connected nozzles, measuring the wall thickness and checking for the presence of internal
corrosion.

 Visual examination of all internal piping, especially at threaded connection, if corrosion is noted hammer test and
thickness measures will be required.
 Inspection of PSV’s’ inlets for deposits and internal lining for evidence of corrosion.
 Contractor shall record all internal details of the vessel in order to prepare or update the as built drawings of the vessel.
 The heat exchangers shall be inspected for the following;
1) Cracks
2) Rust perforations.
3) Wall thickness to be verified for corrosion.
4) Leaking heat exchanger seams ( if any)
5) Broken crimped rings.
6) Clean out port gaskets.

8.3.12 Pressure Testing

On completion of internal inspection, contractor shall perform all necessary connections, spading, blind flanging, etc. in preparation
for hydrostatic pressure test and the vessels should be subjected to pressure testing.
The value of the pressure at which any given vessel shall be tested shall be supplied by NAOC to the Contractor.
Contractor shall provide all the gaskets to be used for the hydrostatic and pressure test.
Contractor shall provide a suitable hydraulic pump with the required hose and fittings. The test shall be conducted at a pressure
in accordance with the construction code used for determining the maximum allowable working pressure.
While the vessel is under pressure, the external surfaces are given a thorough visual examination for leaks and signs of
deformation.
Minimum holding time of the pressurized vessel shall be 1 hour, at the expiration of which the vessel shall be depressurized and
water discharged. All commissioning activities including removal of blinds, spades and tightening up all the piping connections,
reconnections shall be performed with new and appropriate gaskets. The further activities to be performed by Contractor after
depressurization and water discharge are:

 Pressure testing of Shell / Tube Side shall be carried out. The pressure and temperature shall be recorded in hard copy
(Barton recorder) and signed by the Contractor,
 Depressurize and effect reconnection of all disconnected pipes, drains, and other accessories that were disconnected,
using required new gaskets/seals.
 Remove all the accessories used for internal works
 Remove the blinds and tight up all the piping connections
 All the necessary equipment / tools / scaffolding / inspection facilities / materials etc. that are required to carry out the
statutory inspection are to be captured by the contractor.
 Site Visit is mandatory for all the bidders to carry out further assessment to execute the subject service. It will enable the
bidder determine the extent of work to be done. Any bidder that doesn’t attend the site visit shall be disqualified from the
tender.
 After successful commissioning of the equipment, Contractor shall submit 3 copies of a detailed report of the inspection,
repairs and all activities. Contractor shall submit 3 sets of hard and electronic copy (CD) of the reports.

8.3.13 Shell Repairs by Welding


If leaks are detected on the vessel shell after pressure test or observations of badly corroded shell as shown by UTM
results or any other inspection method, Company shall request Contractor in writing to carry out the necessary shell
repairs in the affected areas.
As minimum, the activities to be carried out in the course of vessel shell repairs shall include but not limited to; cutting,
grinding, pre-weld heat treatment, welding, post-weld heat treatment, Magnetic Particle Inspection, Radiography, etc.
Before any repair is performed Contractor shall submit for COMPANY approval, the detailed repair procedure that shall
include as minimum the welding procedure to be used and the non-destructive test employed.
All welders to be employed for repair shall be approved and certified by NAOC and also certified by a recognized third
party certification agency.
Contractor shall provide all the materials required for the performance of the repair including shell plates and welding
electrodes compatible with the vessel under repair and any other consumable required.

8.3.14 Cutting of Stencils, Surface Preparation and Printing of Facilities Names and Operating Parameters
Contractor shall mark out a section on the body of the facility measuring minimum dimension of 24” by 18” (depending
on the size of the facility) for printing of facility name and operating parameters. Contractor shall employ for this service
a well experienced artist to cut stencils and perform surface preparation (SSPC-SP-3 Power Tool Cleaning) at the
marked out section on the body of the designated facility. Using Interthane 990 coating material, contractor shall coat the
marked out section several times to achieve a deep yellow as the background and thereafter shall print on the yellow
background the facility name, operating parameters, etc. as shall be directed by NAOC site representative.

8.3.15 Creation and Repairs of Thickness Monitoring Points (TMP) on Lagged Vessel
Some of our vessels are insulated with different kinds of anti-heat conducting materials. For any external inspection to
be performed, Contractor shall remove the insulating materials of such vessel at designated points on the vessel shell,
top and bottom caps to create Thickness Monitoring Points (TMP). After UTM checks or other non-destructive tests
(NDT), contractor shall carry out the repairs (including replacement of aluminium sheets) of TMP with an insulating
materials equivalent to the original material of the vessel.

8.3.15.1 Magnetic Particle Inspection (MPI)


If required and requested in writing by Company, contractor shall then carry out MPI checks on designated area. If
necessary, wet fluorescent magnetic particle testing shall be carried out to inspect for surface cracks and discontinuities.
Contractor shall ensure that the personnel to be employed for this service shall have as minimum ASNT Level 2 NDT
Certification.

8.3.15.2 Dye Penetrant Test (DPT)


If required and requested in writing by Company, Contractor shall therefore carry out the DPT examination on the
specified areas. Contractor shall make sure that the personnel to be employed for this service shall have as minimum
ASNT Level 2 NDT Certification.

8.3.15.3 Radiography
If required and requested in writing by Company, Contractor shall carry out the required test in the safest and most
professional manner and in line with related standard. Contractor shall make sure that the personnel to be employed for
this service shall have as minimum ASNT Level 2 NDT Certification.

8.3.16 Repairs
Contractor shall repair or replace any damaged internal parts such as broken baffles, weirs, straightener, deflectors, etc
or any other structural component of the vessel. Before any repair is performed Contractor shall submit for COMPANY
approval, the detailed repair procedure that shall include as minimum the welding procedure to be used and the non-
destructive test employed. All welders to be employed for repair shall be approved and certified by NAOC and also
certified by a recognized third party certification agency.

If found during internal inspection that any of the internal parts (deflector, baffle, weir, demister, straightener) has been
damaged beyond repairs, Contractor shall supply and reinstall the affected internal part in line with NAOC standard.

8.3.17 Vessel Certification


After inspection and test, the authorized and certified pressure vessel inspector shall certify the vessels in accordance to
operation condition and applicable API standard.
It is mandatory that Contractor provide an API 510 certified pressure vessel inspector to perform this activity, certification
by person that do not fulfill this requirement shall not be accepted.

8.3.18 Fitness for Service Assessment


Inspection results shall be evaluated in accordance to API RP 579. The Fitness-For-Service assessment procedure shall
be used to cover the present integrity of the vessels given a current state of damage and their projected remaining life.

8.3.19 Installation/Replacement of Process Valves

If the installations of process valves by the Contractor is required and requested in writing by Company, the Contractor
shall carry out the installations of process valves as shall be directed by NAOC representative.

8.3.20 Design, Construction and Installation of Facilities Identification Plates


If required and requested in writing by Company, Contractor shall design, construct and install name plate for the vessels
containing all relevant information of the specified facility as shall be directed by NAOC representative. The name plate
may have dimension as much as 12" x 6" and shall be made of stainless steel. Contractor also can be requested to
provide identification tags for the valves. The identification tags may have dimension as much as 2" x 3" and shall be
made of stainless steel.

8.3.21 Waste Disposal


The Contractor shall prepare a waste disposal plan and submit to NAOC for approval. The Contractor is solely responsible
for waste disposal and management The contractor shall execute the work in accordance with appropriate professional
codes and in safe manner
 The Contractor shall prepare a waste disposal plan and submit to NAOC for approval.

 Contractor must ensure that waste generated is managed and disposed of responsibly according to Regulations..

8.3.22 Boxing Up
On completion of all the required integrity inspection of the vessels internals, Contractor shall couple up the isolated
vessels. With new and correct sized gaskets, contractor shall tighten all joints that were disconnected in the course of
inspection activities. Prior to boxing up, contractor shall ensure that no instrument, tool, equipment or any other particle
that was not originally part of the internal fixtures of the vessel is left inside the vessel. Completion of boxing up will be
deemed to have been achieved after the equipment is said to be ready for pre-commissioning and commissioning
activities.

8.3.23 Commissioning
After boxing up, contractor shall standby during the startup of the station to correct any leaking joint. Contractor shall
check if the leakage is as result of improper positioning of the gasket or non-alignment of the flanges. Regardless of the
cause of the leakage contractor shall rectify it at no extra cost to NAOC. The Contractor’s personnel shall not leave that
station/facility until the station is commissioned and fully in operation.

8.3.24 Demobilization
Contractor shall restore the site to its original status and thereafter contractor in conjunction with NAOC site
representative shall conduct a survey of the environment of the facilities that were subjected to detailed statutory
inspection/integrity checks and associated activities to ensure that the environment has been properly restored back to
its original state before inspection. The issuance of a completion certificate to the Contractor by Company shall be an
indication of the acceptance of work performed by Contractor.

9 Extra Work

Non mandatory inspection activities require an authorization and or request letter from NAOC directing the contractor to
carry out some specific shut down inspection/maintenance activities. These activities are at Company’s discretion. They
may or may not be requested for during statutory inspection of a given flow station.

9.1 PSV Calibration

Conventionally, PSV calibrations are carried by NAOC. If required and formally requested in writing by COMPANY,
Contractor shall calibrate all pressure and relief safety valves that were dismantled during the inspection. Contractor shall
provide a calibration bench, recorder, gauges, and all similar equipment necessary for the successful calibration of Safety

relief valves. Before any calibration is performed Contractor shall submit for COMPANY approval all the calibration
certificates of the equipment to be used for PSV’s calibrations.
All calibration shall be witnessed by COMPANY representative.
Note: Contractor shall provide all the spare parts and repair kits required for the calibration and repairs of the PSVs.

9.1.1 As-Built Drawings


Upon a formal requested by COMPANY, Contractor shall prepare as built drawings of the vessels and equipment of the
flow stations, including information of all internal and external parts of the equipment. The As Built Drawings shall be
presented in A2 format and in three copies. Two electronic copies shall be also provided

9.1.2 Installation of Insulation Joint (IJ) or Isolation Kit


Where required and requested in writing by Company, Contractor shall perform the IJ installation activities. The activities
shall include the provision of the Isolation Joint and installation of it, including cutting, grinding, welding, NDT (100%
radiographic test) and any other activity required for the successful installation of the IJ. Contractor shall also restore the
site to its previous conditions.

10 Documentation

When work on the order is completed the Contractor shall prepare a final report including:
 Vessel’s data sheet, field notes, wall thickness measurement data, corrosion rates, description of conditions found,
repairs, required allowable operating conditions.
 Data of all internal parts of the vessels, including as built drawings.
 Pressure Vessel Inspection Record (including the report of all NDT performed).
 Pressure Vessel Certification Records.
 Fitness for service analysis, including estimation of remaining life.
 Future inspection schedule.

11 Safety

It is the Contractor's duty to observe the regulations on safety and health preservation applicable to his premises.
Safety precautions must be taken before entering a vessel including consulting and complying with all applicable safety
regulations. This includes, but not limited to, “lock out/tag out” and “confined space” regulations.
The vessel should be isolated from all sources of liquids, gases, or vapors, using blinds or blind flanges of suitable pressure
and temperature rating. The vessel should be drained, purged, cleaned, and gas tested ensuring suitable atmosphere
before it is entered. This preparation will minimize danger from toxic gases, oxygen deficiency, explosive mixtures, and
irritating chemicals. Clothing that will protect the body and eyes from the hazards existing in the vessel to be entered should
be worn.
The use of hydrocarbon-based magnetic particle and/or liquid penetrant can change the environment of a confined inspection
space. Therefore, procedures should be in place that recognizes the potential change in the gaseous atmosphere. Such
procedures may include periodic gas tests, limiting other activities in or near the subject vessel.
Before the inspection starts, all persons working around a vessel should be informed that people will be working inside the
vessel. Usually a safety guard is stationed at the man way nearest the area under inspection. Workers inside a vessel should
be informed when any work will be done on the exterior of the vessel to prevent their becoming alarmed by unexpected or
unusual noise.

12 General Conditions

The following are to be considered as part of the general conditions:

12.1 Site Visit

Bidders, prior to tender submission shall undertake a site visit, as shall be arranged by the Company, during which they are
expected to take note of all details, which will enable them to make a comprehensive engineering study and bid. Any bidder
that fails to attend the site visit shall be outrightly disqualified.

The bidders shall crosscheck all the necessary technical details on site, including the revision of the current status of the
facility, in order to detect any additional detail not originally considered.

12.2 Reporting

Contractor shall plan the project professionally and submit a Level III Gantt Chart to Company for approval prior to
commencement of work in each location.
Contractor shall submit a comprehensive work program, detailing all work items shown in the scope of work including
procedures for the execution.
The Contractor shall provide a Gantt chart (Project Progress) indicating the time scale planned for the entire work foreseen
for the project.
Contractor shall submit a daily report, which will be countersigned by the company representative
The report shall indicate the programmed work for the day and the plan for the day after. Any slowdown of the work must be
reported immediately.. It is mandatory for Contractor to submit comprehensive weekly reports.

12.3 Kick-off Meeting

Contractor shall report to NAOC for a kickoff meeting prior to commencement of work. The meeting shall be within seven
days of contract award or receipt of letter of intent from the company. Contractor shall attend this meeting with the planned
work programme.

12.4 Safety, Accident prevention and Health measures

 Contractor shall further warrant and represent that its personnel are suitably trained to safely perform the service.
 Contractor shall comply with Company’s industrial health and hygiene measures; in particular contractor shall comply with
Company’s safety regulations.
 Contractor shall provide and keep readily available in good working order, all safety appliances as well as those reasonably
necessary for the safe operation as prescribed by proper bodies and competent authorities.
 Contractor shall also comply with the specific safety regulations issued by Company throughout the terms of the contract.
 The responsibility for taking adequate safety measures rests solely with the contractor. Contractor shall have a safety
officer.
 Contractor shall inform company and the proper authorities of any injury/damage to contractor’s personnel/equipment
and/or materials. Contractor shall submit to company within seven (7) days of the date of the injury/damage, the accident
report.
 Company’s representative shall visit the area of operations for reconnaissance site survey. Conditions or practices regarded
as unsafe shall be brought to contractor’s notice and are to be rectified immediately or within a period agreed to by
company’s representative.
 Contractor’s obligation to observe safety measures according to this article shall be considered an essential, basic
obligation. Failure of Contractor to comply shall give Company the right to suspend or terminate the contract.

12.5 Community Relations

Prior to commencing any work activities at site, in order to avoid any possible community disturbances during work phases,
Contractor shall Interface with the host communities, unions, bodies, associations, etc. and prepare (as requested by the company)
an effective “Social Community Affair Plan” which shall be discussed and approved by the company.
The responsibility with regards to host community relations and resolution of disturbances shall be at contractor’s risk.
The event of blockade by local communities in the area of Operations, or any other area used by the contractor, as a consequence
of contractor’s action, contractor shall be solely responsible both financially for dealing with the event.
The contractor hereby declares and acknowledges that he is acquainted with all aspects with regard to host community relations
and the associated jeopardy thereof as a result of events or circumstances beyond the direct control of the parties hereto.

12.6 Knowledge of Area of Operation

Contractor declares and represents that he is acquainted with the geographical, social and cultural terrain, political and logistics
situation, climatic and environmental conditions existing in the area of operations and that they have evaluated all costs and risks
connected therewith. Contractor is solely responsible for any misunderstanding and/or incorrect information not verified from the
Company’s representative.

12.7 Liabilities and Indemnities

Contractor shall be solely responsible for the execution of the service and shall indemnify and hold company harmless from and
against all claims out or in connection with such services, for reasons imputable to contractor’s control.

Contractor shall be liable for personnel injury and/or death, property damage caused to THIRD parties.

12.7.1 Contractor’s Responsibility

 Submission of work procedure and risk analysis for Company approval prior to perform the job.
 Site Survey: Attend a reconnaissance site survey to adequately determine the materials, tools, personnel, equipment
and extent of work scope required to enable Contractor submit a valid bid. The bidders shall crosscheck all the necessary
technical details on site, including the revision of the current status of the facility, in order to detect any additional detail
not originally considered.
 Reporting: The Contractor shall submit a comprehensive work program, detailing all work items shown in the scope of
work including procedures for the execution.
 The Contractor will provide a Gantt Chart (Project Progress), Indicating the time scale planned for the entire work
foreseen for the project as part of the technical bid submission.
 Contractor shall submit a daily report, which will be countersigned by the company representative. The report shall
indicate the programmed work for the day and the plan for the day after. Any slowdown of the work must be reported
immediately.
o The Contractor shall submit weekly comprehensive reports.
 Kick-off Meeting: Contractor shall report to NAOC for a kick-off meeting The meeting shall be within seven days of
contract award or receipt of letter of intent from the company. Contractor shall attend this meeting with the planned work
programme.
 Standards: All constructions have to be executed according to the latest International and Agip Standards, which shall
be made available to Company for approval by Contractor for the activity concerned.
 In case of any conflict between the documents, the following priority shall apply:
o The scope of Work / Specification
o Company Order
o ENI general Specification
 Submit to company representative the planned work program before the commencement of the job and a daily report of
the work performed, and equipment availability at the end of each workday.
 Provide all materials required for the performance of the job .
 Obtain Work Permits from designated Authorities through the Company’s representative.
 Provide specialist tools, equipment and manpower for the task.
 Ensure that the work will neither impede Production nor cause any plant shutdown.
 Provide accommodation, feeding and transportation for its work force.
 Provide PPE (Personal Protective Equipment) for its work force.
 Be responsible for host community relations.
 Responsible for loading and offloading of materials meant for the job.
 Responsible for the security of its personnel, equipment and materials during the execution of the job.
 Be responsible for cleaning of the work site at the end of each workday. Contractor shall be civilly and penalty liable for
any accident that might occur to its own employees and/or their properties, resulting from any negligent acts or omissions
of contract and shall indemnify any third party.

 Civilly and as penalty liable for any accident to Company personnel and/or third parties, resulting from negligence,
omission or default of contract in the performance of the services under this contract.
 Contractor declares and represents that they are acquainted in all respect with the geographical, social and cultural
terrain, political, and logistics situation, climatic and environmental conditions existing in the area of operations and that
they have evaluated all costs and risks connected therewith. Contractor shall not assign this CONTRACT in whole or
part to a third party without prior consent from the COMPANY. Company shall apply a penalty of 5% deduction of the
total contract value per day, against the Contractor in the event of crippling of the Company’s operation as a result of
strike. Contractor should complete the jobs within time frame. The Time duration shall commence from the handover of
the exchangers / vessels (Depressurization / Purge / Gas free ) by NAOC .On successful completion and commissioning
of the rehabilitation work, three (3) copies of the detailed as-built drawing shall be submitted to COMPANY before
demobilization.
 Guarantee equipment and materials work free from defect for a period of one year and shall provide (at no extra charge
to COMPANY) replacement of parts or materials, which failed before the expiration of the warranty period.

12.7.2 Company Responsibility

 Depressurize, purge / gas free the equipment to be worked on.


 Give clarifications with regards to specifications necessary for the job.
 Provide all the Technical design drawings to the contractor for execution of the repair activity.
 Provide a supervisory Engineer for the project.
 Approval of decisions, options and alternatives prior to utilization.
 Provision of P&I diagrams, data sheets and specifications (if available)
 Provision of relevant Technical Specifications as required.
 Approval of all relevant Permit to Work

12.8 Special Contract Obligations

 Contractor to mobilize to site after receiving a mobilization order from the Company.
 Contractor shall present a detailed list of equipment, materials and personnel (with their CV and certifications)
necessary to carry out the work. This list will be approved by Company, upon which the management of this contract
shall be based.
Guarantee
The contractor shall give a minimum guarantee period of One (1) year.
Assignment
The contractor shall not assign this CONTRACT in whole or part to the third party without prior written
consent of the COMPANY.

Performance of works

Contractor shall in full compliance with all terms and conditions herein contained, undertake to carry
out the job with diligence and in according to good engineering practice and standards of
workmanship avoiding or minimizing as much as possible any work interruptions.

The work shall commence on the date indicated during the kick-off meeting.

Stand-by

For any Stand-by arising as a result of company’s fault, the contractor shall be paid an amount equal
to 0.25% of the contract sum per day up to a maximum of 10 days. Should there be any delay caused
to company’s operations as a result of contractor’s inability to deliver on stipulated time due to its staff,

equipment, failure, inability to settle community, etc. same amount of 0.25% of the contract sum shall
be paid to Company up to a maximum of 10 days.

NOTE: On expiration of 10 days, and with no significant indication of resolving the stand-by situation, company reserves
the right to terminate the contract and no compensation will be paid to contractor by the company.

12.9 Area of Operation


Area of operation shall be LAND AREA AND SWAMP AREAS.

CONTRACTOR declares to have reviewed and have knowledge of the contents of the document “Model 231”, including also the
Eni Code of Ethics, drafted by COMPANY in accordance with the legislation in force regarding the administrative liability of legal
entities for offences committed by their directors, employees and/or agents and available on the website of COMPANY.

With respect to the performance of the activities under the CONTRACT, CONTRACTOR represents and warrants that it has
given and implemented instructions to its directors, employees and/or agents, aimed at preventing any and all conducts in
breach of the U.S. Foreign Corrupt Practices Act, the OECD Convention on Combating Bribery of Foreign Public Officials in
International Business Transactions, the United Nations Convention against Corruption and any other anti-bribery laws which
may be applicable to CONTRACTOR and undertakes vis-à-vis COMPANY to continue effectively implementing such
instructions for the entire duration of the CONTRACT. In particular and in accordance with the above mentioned laws and
conventions, CONTRACTOR undertakes to abstain (and to cause its directors, employees and/or agents to abstain) from,
directly or indirectly, offering, promising, giving, paying or accepting any Public Officials request for a gift, or authorizing anyone
to give or pay, directly or indirectly, any sums, other benefits or advantages or anything of value to or for a Public Official. For
the purposes of the CONTRACT, Public Official shall mean:

a) Anyone who performs public functions in a legislative judicial or administrative capacity:


b) Anyone acting in an official capacity for or on behalf of: (i) a supranational, national, regional or local government, (ii) an
agency, department, office or instrumentality of a supranational, national, regional or local government, (iii) a government-
owned or government-controlled or government-participated company, (iv) a public international organization and/or (v) a
political party, a member of a political party, an official or candidate for political office.
c) Anyone in charge of providing a public service; or
d) Any other person, individual or entity at the suggestion, request or instruction or for the benefit of any of the persons or
entities referred to in paragraphs (a) to (c) above.

With respect to the performance of the activities under the CONTRACT, CONTRACTOR undertakes vis-à-vis COMPANY for the
entire duration of the CONTRACT to strictly abide by the principles of the Eni Code of Ethics and to respect human rights as
defined in the Eni Guidelines on the Protection and Promotion of Human Rights as defined in the Eni Guidelines on the
Protection and Promotion of Human Rights, available on the website www.eni.com. In particular, CONTRACTOR undertakes to
abstain from:

a) Offering commissions, fees and other benefits to directors, employees or agents of COMPANY;
b) Entering into trade agreements with directors, employees or agents of COMPANY which may negatively affect interests of
COMPANY.
c) Starting business activities or entering into agreements with THIRD PARTIES in breach of the principles set out in the ENI
Code of Ethics which would negatively affect the performance of the CONTRACT;
d) Providing directors, employees or agents of COMPANY with non-property benefits also in the form of gifts, means of
transportation, hospitality offers which go beyond the limits of the commonly accepted business ethical standard.

The PARTIES agree that any non-compliance, even partial, with the abovementioned representations, warranties and
undertakings, which can be reasonably expected to result in adverse consequences for COMPANY, will be considered a
material default under the CONTRACT and will entitle COMPANY to unilaterally withdraw, even during its performance, or to
terminate the CONTRACT, by delivering notice via registered mail, which shall include a brief summary of the circumstances or
of the legal proceedings demonstrating such non-compliance.

In the event of information that could reasonably imply such non-compliance, pending the required verifications or findings
COMPANY will have the right to suspend the performance of the CONTRACT by delivering notice via registered mail, which
shall include a brief summary of the relevant information. Should the information be obtained from the media, COMPANY shall
have the right to exercise such right when the information has been confirmed by an official document of the judicial authority
and/or otherwise confirmed by the judicial Authority. The exercise of such rights will be to the sole detriment of CONTRACTOR,
which shall bear, in all cases, in additional expenses and costs and shall be liable for and defend, indemnify and hold harmless
COMPANY from any THIRD PARTY action arising from or consequential to such non-compliance.
