VEHICLE ASSESSMENT SIGNATORY SCHEME

The Vehicle Assessment Signatory Scheme (VASS) is a scheme for the certification of
modified, imported, and individually constructed vehicles in Victoria. VASS Signatories are
able to issue an Approval Certificate for registration purposes in Victoria.

To obtain an Approval Certificate you will need to engage the services of a VASS Signatory
authorised to certify the class of modification or vehicle for which you need the certificate.

A VASS Signatory who provides an Approval Certificate must:

▪ Personally inspect the vehicle;

▪ Ensure all work, including any modifications, is correctly carried out; and,

▪ Certify that the vehicle complies with the applicable Standards.

The VicRoads Copy of the Approval Certificate must be presented, together with the vehicle,
at a VicRoads Customer Service Centre for registration, or to have its description changed. If
the vehicle is to be registered, the usual supporting documentation will also need to be
supplied. Refer to VicRoads Website, Registration Requirements.

Note:
❖ Currency of Approval Certificates:
• for light vehicles (up to 4.5 tonnes Gross Vehicle Mass (GVM) the
certificate is valid for 30 days from the date of issue of the certificate.
• for heavy vehicles (over 4.5 tonnes GVM) the certificate is valid for 30
days from the date of issue of the certificate. However, this can be extended
beyond 30 days provided the vehicle has not travelled more than 1,000 km
since the date of issue of the certificate.

❖ A VASS Signatory is only approved by VicRoads to issue an Approval

Certificate in vehicle categories within their expertise. Codes listed against the
signatory's name indicate that the signatory can issue Approval Certificates in
the vehicle categories listed below:

LV - Light Vehicles HV - Heavy Vehicles MC – Motorcycles

ICV – Individually Constructed Vehicle Imports – Imported Vehicles

❖ For Street Rod Club Permit Scheme (CPS), in the case an application made in
respect of a street rod, that is a vehicle modified in excess of the level prescribed
in the Vehicle Standards Information Sheet No. 8 (VSI 8) dated October 2011, a
Street Rod Inspection certificate issued by a VASS authorised to conduct SR
inspections is required. 

Note: there are 2 categories of inspection for Street Rod Club Permit purposes:

SR1 certificate – Street rod vehicle with no registration history in Australia

SR2 certificate – Street rod vehicle with registration history in Australia being
 admitted to the CPS for the first time or transfer or ownership within the CPS
permit.
