Bato National High School under CY 2020 BEFF NO. DEPED CABADBARAN SCHOOL ELECTRIFICATION PROGRAM

The Department of Education, Division of Cabadbaran City, through OUA MEMO 13-0220-0619 dated January 31,
2020 Authority to Procure Calendar Year (CY) 2020 BEFF Electrification of Un-Energized Schools and Modernization of
Electrical Systems of On-Grid Schools Batch 2 in Puting Bato National High School intends to apply the sum of One
Million Six Hundred Sixty Thousand and Five Hundred Ninety Four Pesos & 07/100 Centavos only (Php 1,660,594.07),
being the Approved Budget for the Contract (ABC) to payments under the contract for the Electrification of Un-
Energized Schools and Modernization of Electrical Systems of On-Grid Schools Btach 2 in Puting Bato National High
School under CY 2020 BEFF. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The DepEd Cabadbaran City Division, through its Bids and Awards Committee, now invites bids for the above-
mentioned works. Completion of the Works is required within Ninety (90) calendar days. Bidders should have
completed, within ten (10) days from the date of submission and receipt of bids, a contract similar to the Project. The
description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to
Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as
specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the
“Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five
percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
A complete set of Bidding Documents may be purchased by interested Bidders at DepEd Cabadbaran City Division
BAC Secretariat, located at DepEd Cabadbaran Division Office, Km1 Hinagdanan, Brgy. Comagascas, Cabadbaran City
and upon payment of a nonrefundable fee.

Bidding Documents in the amount of Five Thousand Pesos (Php 5,000.00) to the Cashier of DepEd Cabadbaran City
Division. Only bidders who purchased the bidding documents will be allowed to submit bids (ITB 6.8).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement
System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding
Documents not later than the submission of their bids.

The DepEd Cabadbaran City Division will hold a Pre-Bid Conference on the venue, date and time stated below, which
shall be open to all interested parties who wants to purchase the bidding documents and participate the public
bidding.

Bids must be delivered to the address and on the date and time stated herein. All bids must be accompanied by a bid
security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. The
bidders must have a PCAB License in minimum category of SP-EE (Electrical Work) Category A. Bidders must submit
USB with soft copy of POW & BOQ. Late bids shall not be accepted.

The DepEd Cabadbaran City Division reserves the right to accept or reject any bid, to annul the bidding process, and
to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or
bidders.
