INTERNAL GUIDELINES IN LINE WITH THE PRESIDENTIAL PRONOUNCEMENT


ON COMMUNITY QUARANTINE IN METRO MANILA AND SUSPENSION OF WORK
WITH SKELETAL FORCE IN THE EXECUTIVE BRANCH OF GOVERNMENT

In line with the pronouncement of President Rodrigo Roa Duterte for the enforcement of
Resolution No. 11 dated 12 March 2020 issued by the Inter-Agency Task Force for the
Management of Emerging Infectious Disease imposing community quarantine in the
entirety of Metro Manila from March 15 to April 14, 2020 and suspending work in the
executive branch during the said period without prejudice to formation of skeletal
workforce by government agencies to maintain unimpeded delivery of services to the
public, all CESB officials and employees are advised of the following guidelines:

1. All Division Chiefs shall inventory all urgent and pending tasks with implications on
the CESB's work and financial plans and Ease of Doing Business and Efficient Delivery
of Government Services (Republic Act 11032) and submit the same to the Officer-In-
Charge, Office of the Executive Director. All communications / action documents in
response to urgent tasks should be out at the end of office hours on 13 March 2020.

2. All Division shall draft advisories for the public in relation to scheduled activities that
will be affected by the above-mentioned Inter-Agency Task Force Resolution 11, Series
of 2020, which shall be posted at the CESB website upon management's approval.
Central Hotline Number shall be posted in the CESB website to receive client calls to be
attended by Ms. Imee Guanzon.

3. Contract of Services personnel may report for work throughout the duration of the
community quarantine period.

4. Scheduling of duty assignments of Janitorial Services shall be adopted by the


Financial and Administrative Division (FAD).

ON SKELETAL FORCE ARRANGEMENT

5. Each Division shall have a skeletal force from 16 March to 14 April 2020, as agreed
upon with the staff and Division Chiefs, based on the attached scheduled (Annex A).
The assigned skeletal force shall have the following duties and responsibilities:
a. Respond to calls or request of clients/stakeholders/CESB officials by acting on the
requests and instructions in consultation / referral to the Division Chiefs or program
focal point persons concerned;

b. Receive and act on transactions, letters, communication, documents from clients/


stakeholders; and

c. Maintain an electronic database/record of the transactions made, identifying the


name and contact information of the client, nature of request/query, and action/s made
(ANNEX B); and endorse a summary list of business transactions done at the end of
each day to the Division Chief and the Staff on duty of the following day.

6. All Divisions are instructed to adopt a system of open access to basic files and
information needed by the Staff-on-Duty to be able to respond and act on
client/stakeholder requests, communications, instructions received, while ensuring
compliance with Data Privacy Act, which guarantees security and protection on
personal data in information and communication systems.

7. Shuttle services from home-to-office-to-home shall be provided to personnel and


officials on duty for the day. Each personnel/officials should coordinate with FAD for the
pick-up point and time to ensure travel efficiency.

ON WORK-FROM-HOME ARRANGEMENT

8. Work from home arrangements should be done for urgent, regular and pending tasks
identified by the Division Chiefs in order to respond to requests of clients/stakeholders
in line with EOB or RA 11302, and whenever necessary.

9. Officials and employees are instructed to open all communication lines (telephones,
mobile phone, emails, viber, messenger, etc.), especially during business hours.

CESB Office Order No. 2020-055 “Internal Guidelines in the light of the declaration of
public health emergency throughout the Philippines “ shall remain in force.

All CESB Officials and employees shall ensure that basic government service delivery is
not disrupted while following the above-mentioned guidlines.
