• CONQUAS ® stands for CONstruction QUality


Assessment System
• Developed by BCA in conjunction with other public
sector agencies and leading industry professional
bodies
• Scope of work covers 3 types of building works
• Tasked with 3 main objectives to measure the quality
level achieved in a completing project

Objectives of CONQUAS®

• To have a standard quality assessment system for


construction projects
• Meet quality assessment objective by:
 measuring constructed works against
worksmanship standards and specification
 use a sampling approach to represent the whole
project
• To enable quality assessment to be carried out
systematically within reasonable cost and time

Assessment Approach

• Assessment is based on site


inspection, laboratory
testing and field testing
• No re-score to encourage
“do it right the first time”

Scope of Work

• Building is assessed on workmanship standards


achieved through the site inspection
• Assessment also includes test and test reports on the
functional performance of selected services and
installations.
• The inclusion of tests help to safeguard the interest
of building occupants in terms of safety, comfort
and asethetic defects which surface only after
sometime

Keep clients updated on product defects

– Conduct training, calibration exercise, mock up

Pre-Assessment Process
by applicant
Guidelines to be taken are:
 Set target scores for structural, architectural and
M&E works in order to achieve the final CONQUAS ®
score. The component scores can be benchmarked
from other projects of similar category and
CONQUAS ® score
 Provide staff and subcontractors with knowledge of
CONQUAS ® requirements and the assessment
process
 Plan and implement internal inspection checks based
on CONQUAS ® assessment criteria
 Monitor performance and manage improvement
activities to realise target scores set.

Post-Assessment Process

• Understand the difference between corrective and


preventive actions:
• Corrective action is an action to eliminate and
review the cause of a detected non conformity in
order to prevent recurrence
• Preventive action is an action to determine the
potential non-conformities and their causes in
order to prevent occurrence

For Private Residential
Projects Only

Three conditions in which enhanced CONQUAS will be applied


1. Projects where either Developer or Contractor have no
CONQUAS track record for past 3 years
2. Projects where either Developer or Contractor had obtained
CONQUAS score 3 points lower than the threshold score
3. All projects when interim score of 20% required architectural
internal finishes samples assessed has obtained CONQUAS
score 3 points lower than the threshold score

# The threshold CONQUAS score is set at 3 points below the bottom 20th percentile of industry average CONQUAS
score for private residential projects in the preceding year

Enhanced CONQUAS®
For Private Residential
Projects Only

How it will impact the project?


• Architectural sampling increase from 25% to 50%
• TOP will only be issued after all CONQUAS
assessments and rectification of major defects
• Obtaining CONQUAS score 3 points lower than the
threshold score will increase architectural sampling
from 50% to 100%.
