BASIC SAFETY RULES

1. PURPOSE
The purpose of this procedure is to establish the minimum requirements for
ZonesCorp Basic Safety Rules
ZonesCorp established these requirements to assist Project Companies,
Project Consultants, Facility Management and their Contractor(s) in executing
activities and tasks, in compliance with the ZonesCorp EHS Management
System and Industrial Sector EHS Codes of Practices with an aim to avoid
any accidents and incidents that have harmful impact on employees, the
community, assets and the environment.
The end-users shall develop the relevant procedures appropriate to their
areas of activities and specific requirements to meet or exceed the
requirements stipulated in this document.

2. SCOPE
The procedure covers Safety Rules as applicable to Activities / Operations
within ZonesCorp Facilities and Construction Worksites supervised by
ZonesCorp.
The procedure is applicable to ZonesCorp Employees, Project Consultants
and the Contractors hired by / working for ZonesCorp
The procedure is applicable to all the Project Companies of ZonesCorp like
Industrial Cities Abu Dhabi (ICADs), Industrial Cities Al-Ain (AAIC), Industrial
Waste Treatment Services (IWTS), etc.
These Basic Safety Rules do not cover detailed Safety requirements as
applicable to any specific activity like heavy load lifting, confined space entry
etc. and therefore should not be considered as supplement or alternate for
specific Safety Procedures. For any required compliance, specific procedures
as given in ZonesCorp HSE Management System shall be referred
(Appendix 1).
Industrial Sector EHS Management System (Code of Practices) shall be
applicable and referred as and when required or as advised by ZonesCorp
HSE Department when deemed necessary. ZonesCorp Code of Practices
(CoPs) list is provided in Appendix 2

3. DEFINITIONS

3.1 Contractor Employees: Personnel who are not on the payroll of ZonesCorp,
and are supplied by a third party (contractor, sub-contractor, consultants or
vendors) to work within existing facilities or new projects on full or part-time
basis. All such employees whether they are to provide services or are
supporting any department/activity, whether they are under direct supervision
of entity’s employees or are supervised by the contractor employees shall be
considered as Contractor Employees
3.2 Controlled Area: Areas where work activities poses potential hazards and
therefore must be authorized through Safe Work Permit.
3.3 Employees: Include ZonesCorp direct hired and contractor employees.
3.4 Facilities: Includes but not limited Administrative Buildings, Commercial
Buildings, Office Complex etc. occupied by ZonesCorp employees
3.5 Project Company means the entity appointed by Higher Corporation for
Specialized Economic Zones (ZonesCorp) under concession agreement for
development of the Facilities at the Site during the Construction Phase and
the maintenance of those Facilities for the Industrial City of Abu Dhabi / Al Ain
/ Western Region etc., including their extension phases, excluding the
Subsequent Works.
3.6 MSDS: Material Safety Data Sheets
3.7 PPE: Personal Protective Equipment
3.8 Safety: The word Safety as used in this procedure covers the Health Safety &
Environment requirements.

4. RESPONSIBILITIES

4.1 Chief Executive Officer (CEO)


4.1.1 Allocate resources for establishing, implementing and monitoring ZonesCorp
HSE Mission & Vision
4.1.2 Leadership for strategizing policy decision from HSE point of view

4.4 Directors / Managers / Section Heads
4.4.1 Ensure that adequate awareness about HSE Procedures has been created
among the employees / contractors working within respective
division/department.
4.4.2 Ensure compliances to HSE Procedures within their areas of operation
4.4.3 Allocate resources (staff etc.) and extend cooperation for internal audits /
inspections.
4.5 Project Companies
4.5.1 Responsible to comply with ZonesCorp HSE Procedures
4.5.2 To further strengthen the implementation of ZonesCorp HSE Procedures the
Project Companies may develop specific procedures in making the
requirements more stringent if deemed necessary

4.5.3 Project Company shall be responsible for ensuring compliance of ZonesCorp


HSE Procedures by their Contractors at all locations including the
Construction Sites

5. REQUIREMENTS
5.1 Entry of personnel and vehicle to the ZonesCorp facilities shall be restricted
and controlled. All employees entering shall clearly display their ID cards.
Refer to ZonesCorp Access Control Procedure
5.2 Access control at Construction Worksites shall be implemented by the
Construction Contractors in line with ZonesCorp Security Procedures
5.3 All personnel entering the facilities (office buildings etc.) and construction area
/ worksites shall comply with Dress Code and Personal Protective Equipment
(PPE) requirements as applicable to the activity / function. Refer to
ZonesCorp Procedure on Personal Protective Equipment (PR-HSE-HP01)
5.4 Hard hats, safety shoes and safety glasses / goggles shall be considered
minimum protection required to enter in the construction area / worksites.
5.5 Employees, Contractors and Visitors shall strictly adhere to ZonesCorp
Substance Abuse Policy i.e. No drug, alcohol or intoxicating agents shall be
consumed within the premises or during the duty hours.
5.6 Firearms, ammunitions or any sharp objects including knives etc. shall not be
permitted within ZonesCorp with the exception of those carried by law
enforcement personnel as per requirement.
5.7 Smoking shall be permitted only in the designated safe locations that are
identified and are provided with ashtrays and fire extinguishers.
5.8 Appropriate work permit shall be obtained for any maintenance / repair work
inside the facilities and/or construction worksites. Refer to ZonesCorp Safe
Work Permit Procedure (PR-HSE-CP01)
5.9 Use of open flame or tools / equipment that produce sparks of electrical arcs
shall be prohibited in ZonesCorp facilities unless specifically authorized by the
applicable Permit to Work.
5.10 Safety precautions and procedures concerning specific operations and jobs
shall be followed. All work or task shall be performed according to established
procedure and with the designated tools and equipment.
5.11 Employees assigned to specific jobs shall be fully qualified, skilled and trained
to perform the assigned job.
5.12 All lifting equipment brought into the facilities / construction worksites,
including contractor’s equipment, shall have current certifications of inspection
and testing by a competent examination body.
5.13 No person other than facility owner shall be permitted to operate any area
equipment without prior approval of the concerned area owner.
5.14 Use of Radio by Contractors within ZonesCorp Premises is prohibited
however under special circumstances use of Radios may be allowed only with

proper authorizing by ZonesCorp Security. Refer to ZonesCorp Security


Procedures.
5.15 Cassette players, walkmans or radio is not allowed within ZonesCorp
Premises including Construction Worksites.
5.16 Photography and use of video camera within ZonesCorp Premises shall be
strictly controlled. Photography and recording by video cameras shall only be
carried with prior written approval of ZonesCorp Security.
5.17 All photographs taken shall remain the property of ZonesCorp and under no
circumstances shall be loaned, published, or allowed in the possession of
personnel without the express permission of ZonesCorp Management.
5.18 Good housekeeping shall be maintained in ZonesCorp facilities and
construction worksites. Material shall be properly stored. All scrap and trash
shall be placed in the proper containers provided. Refer to ZonesCorp
Procedure on “Housekeeping (PR-HSE-GP03)”
5.19 Exits, corridors, stairways, and walkways shall be kept clear of obstructions.
Material shall not be stored in or near switch boxes, switchboards, fire fighting
rescue, or any emergency equipment.
5.20 Employees / Contractors shall be made aware of the location of fire
extinguishers in the work areas, and how to use them. Portable fire
extinguishers should be used by employees for initial stage of fire fighting
only.
5.21 Employees shall be trained in emergency response including evacuation and
made aware about emergency assembly areas.
5.22 The use of firewater hydrants and hoses for non-emergency purposes shall
be strictly prohibited unless authorized by the HSE Department.
5.23 All incidents, accidents and workplace emergencies shall be immediately
reported to HSE Department and employees shall take actions as per their
role statements. This should be in line with ZonesCorp Accident / Incident
Reporting Procedure (PR-HSE-AI01)
5.24 Employees who are not assigned emergency response or departmental duties
shall not congregate in an emergency area.
5.25 Visitors’ access to ZonesCorp facilities and worksites shall be controlled.
5.26 Visitors’ shall be issued with a visitor’s badge in exchange for an ID card or
valid identification document. This should be in line with ZonesCorp Security
Access Control Procedure
5.27 Visitors shall be briefed about Emergency Response Procedure. Refer to
ZonesCorp Procedure on “Emergency Response (PR-HSE-EC03)”
5.28 At Construction Worksites Visitors shall be briefed about the Basic Safety
Rules including Emergency Response, before entering the area and shall be
accompanied by site personnel.

5.29 Speed limit within ZonesCorp Facilities including Industrial Cities and
Construction Worksites is 30 Km/hr.
5.30 All vehicles entering and moving within ZonesCorp Facilities shall comply with
all posted traffic signs, signals, and direction.
5.31 Parked vehicles should not block any emergency response facility. Parking of
vehicles should be at least 5 meters away from emergency response facilities
(fire hydrants, hose boxes etc.) installed in operating facilities.
5.32 All personnel driving company-owned vehicles or any vehicles within the
ZonesCorp Premises shall be required to have a valid UAE Driving for the
class of vehicle being driven.
5.33 All vehicles entering the ZonesCorp Premises shall conform to UAE Traffic
Law regarding roadworthiness, licensing, insurance, spares, and safety
equipment.
5.34 Horseplay, practical jokes or scuffle shall be prohibited.
5.35 Running inside the ZonesCorp Premises should be prohibited, except in case
of emergency.
5.36 Employees involved in handling chemicals shall be provided with Material
Safety Data Sheets (MSDS) explaining potential hazards and first aid tips.

5.37 Disposal of hazardous material (spill, leaks, waste etc.) shall be in line with
environmental protection requirement. Unauthorized disposal of any material
into storm water channels, open drains or pits within ZonesCorp premises is
strictly prohibited.
5.38 Contractors shall strictly comply with ZonesCorp Health Safety Security &
Environment Rules, Procedures and Policies.
5.39 Contractor must designate one Safety representative for worksite Safety
monitoring.
5.40 Contractor’s working equipment, tools, vehicles, electrical extension cables /
boards etc. must be in good condition and right for the job.
5.41 ZonesCorp department supervising the construction activities shall inspect
contractor’s plant & equipment, tools, vehicles, electrical extension boards
etc. prior to use in ZonesCorp premises. Refer to ZonesCorp Procedure on
Project EHS Control (PR-HSE-AD16)
