pedal (or neighboring) 6/4 chords, suspending the bass pitch of the previous harmony outlined.
These chords can also be considered to act as passing 6/4 chords as the bass of each chord moves
downward by step; the IV6/4 in measure 3 moves to a vii chord in measure 4 (bass: 1à7), and the iii6/4 chord in measure 4
moves via passing motion to the vi chord outlined in measure 5 (bass: 7à6)
