Rescue Team Leader and the water carrier. There are 5 Water Tenders, an emergency
rescue tenders, water carrier, turn table ladder and a hydraulic
platform. There are 3 shifts plus one relief shift in a 24 hour day.
First Class Fire Fighter-Fire 18 4 0 Abolish. Merge duties with Rescue Team Leaders because
Tender Operator duty overlaps.

Messenger 1 1 0 Messengers have been pooled. The division will utilize the Motor
Cycle messengers under the ZITRON system.
Labourer-Messenger- 20 16 16 Four at each Fire and Rescue Station, i.e. Famona, Nketa, North
Cleaner end and Nkulumane.

FIRE SECTION
ITEM RECOMMENDATIONS
Functions, 1. Introduction of a Fire and Rescue Training school that will train personnel for Bulawayo City Council and other Councils.
Processes This should be coordinated with the Talent Development Manager in the Human Capital Department.
and Systems 2. City By-Laws on fire should be updated to enable the fire section to move from response to prevention. This is a potential
revenue source from fire safety violations.
3. The Mechanical Workshop in the Fire and Rescue Services Division should report directly to the Head of the Division and
functional relationship with the Workshop Manager. Minor mechanical faults can be done at the Fire Station and major
maintenance work transferred to the mechanical workshop..
4. Snake and bee removal should be moved to the Parks section under the Housing and Community Services
Department. Tree cutting should also be domiciled in the Parks Section.
5. There are solar geysers purchased in May 2015 to reduce the energy bill that have not yet been installed by the
Engineering Department. Departmental Internal Communication within Council should improve
Technology 1. A tracking system for the fire and rescue fleet should be installed.
2. Installation of a two-way communication radio system would greatly improve communication.
3. There should be a backup system for the control room. The Section should have a functional relationship with IT to enable
the backup system to operate effectively.

1. All the vacant positions should be filled because the system of checks and balances is being compromised;
the same person is receipting, checking and balancing. This creates high risk of fraud.
2. Rates and Consumers should be merged to form one section and be headed by one person. They have
role overlaps.
3. Cut-offs not working well because consumers simply turn the meters on soon after the officers have left. We
recommend that meters should be dug out to avoid reconnection or hefty penalties be imposed.
4. The section must procure motor cycles to enhance mobility and efficiency
5. Can be performed best when IT sorts all bill before printing
