Subject Submission and electronic access to

: Radiocommunication Assembly and World
Radiocommunication Conference documents
(RA/WRC-2000)
Dear Sir/Madam,

Further to the letters of invitation to the Radiocommunication Assembly (DM-1085)

and the World Radiocommunication Conference (DM-1080 and 1081), to be held in Istanbul
(Turkey) in May and June 2000, I would like to bring to your attention some practical
arrangements for submission of, and electronic access to, documentation.

Contributions to the Assembly and/or the Conference, submitted by mail or through

electronic means, shall follow the procedures in the relevant above-mentioned invitation
letters. In particular, it should be noted that all proposals submitted to the World
Radiocommunication Conference must be duly authorized by the sponsoring Administration
and by every other Administration that may join the proposal.

In order to facilitate electronic access to documentation, the following provisions

have been made:

Radiocommunication Assembly and World Radiocommunication Conference

documents will be posted on the ITU web site (TIES) in the original language when they are
submitted. Translations will be posted as soon as they are available. All Assembly and
Conference documents will be posted on TIES, unless, the Member submitting the
document indicates a desire that the document not be posted for public access.

A TIES registered user account is necessary to access Assembly and Conference

documents. These documents can be found on the ITU web site at the following address:
http://www.itu.int/brconf/ by selecting “RADIOCOMMUNICATION ASSEMBLY” or ‘WORLD
RADOCOMMUNICATION CONFERENCE” accordingly.

Participants to the Assembly and/or Conference, not having a TIES account, will be
able to use a temporary TIES account. For this purpose, registered participants will receive
a generic TIES user-name and password which will be valid until 31 July 2000.

Yours faithfully,

Yoshio UTSUMI
Secretary-General
