Scouting for live animals - birds - biological resources, as live prey


Greetings,

action. It is humbly submitted that:

CZA Administration never applied their mind, claimed to accept as guidelines, besides it as
experiment on animals without approval of CPCSEA, whereas administrative approval required
along with office orders but only a project, which may be funded by CZA, its publication can't be
treated as office order, hence CVC may take cognizance of misuse of public funds along with crime
against 120-B, 188, 409, 428, 428 IPC read with section 3, 11, 38 of the Prevention of Cruelty to
Animals Act, 1960 as live animals - birds are being supply as live prey read with Wildlife Protection
Act, 1972, Whereas it is also a case of misuse as criminal conspiracy of biological resources,
violating the Biological Diversity Act, 2002 read with the Guidelines on Access to Biological
Resources and Associated Knowledge and Benefits Sharing Regulations, 2014.
Section 11 of the Prevention of Cruelty to Animals Act, 1960: (m) solely with a view to
providing entertainment- (i) confines or causes to be confined any animal (including tying of
an animal as a bait in a tiger or other sanctuary) so as to make it an object of prey for any
other animal or (ii) incites any animal to fight or bait any other animal, keeping in view
CZA issued directions for strict compliance in 2011, attached as ready reference.
The Veterinary Council of India (Standard of Professional Conduct, Etiquette and Code of Ethics
for Veterinary Practitioners) Regulation, 1992, also needs attention, towards violation of oath.
