Estimate Report

Name of Work : Capital of EHT lines- Shifting of Existing D60 terminal


tower at KMML Yard and providing UG cable between tower
and yard
Estimate Amount : Rs.1,82,00,000/-
(Rupees One Crore Eighty Two Lakhs Only)

An estimate of Rs 1,82,00,000/ (Rupees one crore eighty two lakhs only) is


proposed for Shifting of existing D60+4.5m tower at KMML yard and providing UG cable for the
interconnection between terminal tower and yard isolators.
The existing terminal tower at KMML yard is located near to sea shore and
is highly affected by the chemically polluted exhaust from KMML. As a result the deterioration
rate of the subject tower is very high compared to others. Considering this, an estimate is
prepared and tendered (Tender No 04/18-19/AE LMS KDA/dtd 08-10-18) for replacing the rusted
tower parts during the annual shut down of M/s KMML. But nobody was willing to do the work.
Since the supporting structures of the existing tower (except stubs) securing
the conductors are in highly dilapidated condition and the present condition of lattice tower with
heavy suspension line load above NH remains in threatening condition even though additional
supports were provided , an estimate amounting to rupees 14,50,000 (Rupees Fourteen Lakh Fifty
Thousand Only) is prepared and submitted on 09-07-19 for replacing the tower in the existing stub.
This work requires a complete shutdown of M/s KMML plant for a minimum period of seven days.
In the meanwhile, based on the 88 th meeting of Industrial power liaison committee held on 15-05-
2019, Head of units (TP/HR) of M/s KMML send a letter vide No TP/EL/MSDS/03 26-07-2019 for
the maintenance of 110kV D60 +4.5m extension tower at KMML yard. They also mentioned that
M/s KMML is a continuous process plant and hence interruption will results in heavy loss in
course.
Based on the submitted estimate, Chief Engineer along with Deputy Chief
engineer, Executive Engineer etc inspected the site on 18-09-2019. Based on the inspection, Chief
Engineer (TS) suggested two options and directed to prepare an estimate for the suitable option.

Option A. Discard the terminal tower, and connect cable between last but one tower and
KMML yard by converting that tower as a terminal tower. For this, permission from NH authorities
and long duration interruption will be required

Option B. Discard the terminal tower and construct a new tower in the northern side of
KMML yard and the line can be shifted from the existing deteriorated tower to the newly proposed
tower. Then the newly proposed tower become the terminal tower. From this terminal tower cable
can be drawn to the existing KMML yard. From these two options, option B appears to be cost
effective and interruption will also be minimum and hence it is considered and an estimate
amounting to rupees 1,82,00,000 is prepared. While executing this estimate, the interruption can
be reduced to one day, whereas the cost of execution is considerably large.
The work needs highly experienced and skilled labors and special tools
and hence it is proposed to arrange on contract basis. The work involves dismantling of power
lines and earth wires on both side of the tower , dismantling of damaged tower, erection of new
tower, stringing of new conductors and earth wires , Fabricating supporting structures in tower for
mounting cable end and LAs Connecting cable between yard isolator and towe etc.
The above estimate of Rs. 1,82,00,000/- is prepared on the basis of DSR-
2016 and data from Transmission line maintenance work, substation works and data from the
approved data for Laying of 110KV UG Cable between Location 70 & 71 of 110KV Kalamassery -
Aroor (KLAR) Feeder
Funds to the extent may be met from the budget provision under capital work of EHT lines
under Line Maintenance Section Kundara.
