1 Purpose
IEEE C57.12.10, 2010 issue and all related corrigendums is adopted as a SABIC Engineering
Standard with the following addendum.

2 General
2.1 Power transformers manufactured to this standard shall conform to IEEE C57.12.00,
C57.12.10, C57.12.70 with all the corresponding errata & corrigendum except as modified by
this specification, as set forth on the SES E04-X01, project specification or by the purchase
order.
2.2 As per IEEE C57.12.10, all transformers supplied to SABIC, and covered by this specification
shall be classified as follows:
2.2.1 Class I power transformers shall include power transformers with high-voltage
windings of 69 kV and below.
2.2.2 Class II power transformers shall include power transformers with high-voltage
windings from 115 kV through 765 kV.
2.3 For sizing criteria and requirements refer to SES E02-E01.
2.4 Any conflict(s) between this standard, industry standards, engineering drawings, and contract
documents shall be resolved at the discretion of SABIC.

Section 3 - Definitions
Add the following:
SABIC: The party who owns the facility where the equipment will be used or installed
SABIC’s inspector: SABIC’s authorized representative with authority to act in the interest of, and on
behalf of SABIC in all quality assurance matters
Manufacturer: The party responsible for providing the equipment.
Section 4 - Rating Data
4.1 Usual Service Conditions
Substitute with the following:
Service conditions shall be in accordance with site conditions specified in E02-G01, Section
3.
4.2 Kilovoltampere ratings
4.2.1 General
Add the following paragraph:
However, the nameplate kVA ratings specified on the data sheet shall be the increased
capacity as per SES E02-E01 Section 16.2, to operate satisfactorily under the site conditions
specified in E02-G01 Section 3.

4.2.2 Kilovoltampere rating base


Modify “Table 1” as follows:
Forced cooling is not allowed for transformers less than 2500 kVA three-phase, and 833 kVA
single-phase.
Modify “Table 2” as follows:
Forced cooling is not allowed for transformers less than 2500 kVA three-phase, and 833 kVA
single-phase.
Add the following sub-section:
4.2.2 Special Load Characteristics:
a) If specified on the Data Sheet, transformer will be subjected to frequent energizing
under load (motor applications), rapidly cycling, or repetitive surge loading. Coils
shall be designed to minimize coil turn movement.
b) If specified on Data Sheet, transformer will be used as a captive transformer for a
large motor. The transformer design shall be suitable for across-the-line starting of
the motor and must be able to withstand the mechanical and thermal duty imposed
by the magnitude of the motor starting currents and the permissible number of
starts and intervals between starts. The motor rating, type of starting, magnitude of
starting current and frequency of starting shall be specified on the data sheet.
Manufacturer shall coordinate with Motor vendor and contractor to provide
necessary transformer sizing calculations.
c) Harmonics: If nonlinear loads are to be supplied by the transformer, and so
indicated on the Data Sheet, the manufacturer shall indicate the additional features
that will be included in the transformer design to meet the requirements. The
manufacturer shall supply the Total Harmonic Distortion (THD) level the
transformer may be subjected to without exceeding its rating.
d) All transformers designed for Secondary selective systems shall be suitable for
paralleling.
4.4 Insulation levels
Substitute with the following:
a) “Basic Impulse insulation Levels (BILs)” of transformers shall be “highest value of bold
typeface BILs” indicated in IEEE C57.12.00 Table 4 and Table 5 as applicable.
b) For 380 kV, Table 5, 500 kV nominal system voltage, Column 8 BIL rating shall be
applicable.
c) For ratings where no typeface BILs is available SABIC shall be consulted.
4.5 Taps
4.5.2 Substitute in first paragraph, first sentence as follows:
low-voltage or high-voltage instead of low-voltage.
Add the following new paragraphs:
a) Transformers with three load windings shall be provided with separate load tap
changers on each secondary winding, unless specified otherwise on the data
sheet. Each load tap changer shall operate independently If there is only one Load
Tap Changer (OLTC) at the primary, then both secondary and tertiary voltages
shall be connected to the tap-changer to allow selection of either one for regulation
as appropriate. Supervision limits shall be available to block regulation if the other
winding voltage exceeds upper or lower limits. A special background program shall
be used to set the regulation mode based on probable operation and user defined
conditions.

b) LTCs shall regulate the voltage at the transformer low-voltage winding.


c) All load tap changers shall be equipped for local and remote operation. Voltage
control shall be fully automatic by means of a microprocessor based voltage
controller mounted locally or, if provided, at the transformer supervisory panel.
d) LTCs shall comply with the requirements of IEEE C57.131.
e) The LTCs shall be Reinhausen MR (Germany)/ ABB (Sweden)/ SABIC approved
equivalent make.
4.8 Routine Tests
4.8.1 Add the following paragraphs:
a) SABIC’s inspector reserves the right to inspect and observe the Factory
Acceptance tests (FAT). SABIC shall be notified at least one month in advance of
testing.
b) Transformer tests shall include no-load loss test, and load-loss tests at full load
and the percent of full load at which the transformers shall be evaluated. Refer to
section 4.9.
c) Mineral oil shall be corrosive sulfur free and shall be tested in accordance with
IEEE C57.106.
d) Mineral-oil-immersed transformers shall be tested for concentration of individual
gas and total dissolved combustible gas (TDCG) in oil, and total combustible gases
(TCG) in the space above the oil. The transformer shall be acceptable if the levels
of the gases do not exceed the levels established in Condition 1 in Tables 1 and 2
of IEEE C57.104. TCG level shall be measured for a 24 hour period to confirm a
TCG rate of less than 0.01 percent per day.
e) Design test reports and certificates shall be furnished with bid for similar design of
transformer from a SABIC approved accredited Test laboratory. Refer IEC 60076-
5, Annex B for definition of “Similar transformer”.
f) Copies of complete certified test reports shall be sent to SABIC prior to shipment
of the transformer.
g) Impact on cost and delivery of each optional test required on the data sheet shall
be indicated with the quotation. A list and description of tests shall be shown on
the data sheet.
h) Transformers that do not pass the specified test shall not be shipped without written
approval from SABIC.

Add the following paragraph:


4.8.3 PCB Content Test and Certification
Insulating liquid shall be tested and certified to contain less than 1 ppm PCBs (polychlorinated
biphenyl) content before shipping the transformer. The liquid sample shall be taken from the
transformer after filling the transformer with the insulating liquid.
Add the following section:
4.9 Losses, bid-evaluation and penalties
4.9.1 All transformers 2500 kVA and less shall meet the standard efficiencies defined by 10
CFR Part 431
4.9.2 As per IEEE C57.12.00, the load losses shall be based on a reference winding
temperature of 85°C and the no-load losses shall be based at rated nominal voltage
and at nominal tap position and 20oC reference winding temperature.

4.9.3 Losses shall be measured in accordance with IEEE C57.12.90.


4.9.4 The Vendor shall provide in the data sheet as part of his bid guaranteed no-load losses
and guaranteed load losses at 25%, 50%, 75% and 100% of full load rating, and full
ONAN rating for the transformer, with tolerances as per IEEE C57.12.00-2010,
Section 9.3..
4.9.5 The bids will be evaluated by capitalizing the losses. The Vendor shall supply a
transformer designed to minimize the total present value price C in the following
equation.
C = P + (A * Li) + (B * Lc)
Where:
C= total evaluated present value price used for bid comparison purposes;
P= transformer quoted price, including delivery to site;
A= cost/kW of no-load loss (3000 $/kW);
Li= guaranteed no-load loss in kW at rated from the data sheet
B= cost/kW of load loss (1500 $/kW);
Lc= guaranteed load loss in kW at rated voltage, from the data sheet.
4.9.6 Loss optimization shall be performed at 50% of full load rating for transformers used
in secondary selective systems, and at 100% ONAN rating for others.
4.9.7 The power losses of cooling fans, oil pumps, space heaters, and other ancillary
equipment at full load shall be separately furnished for all transformers.
4.9.8 In addition to the guarantee and warranty specified in contract or purchase order
documents; if the losses Li and Lc, when measured, are found to be higher than the
guaranteed losses by more than the tolerance allowed in IEEE C57.12.00, then the
manufacturer shall rebate to SABIC a penalty amount equal to the difference between
the actual losses and the guaranteed losses in kilowatts, multiplied by the following
evaluation factors:
A= 3600 $/kW
B= 1800 $/kW.
4.9.9 If the transformer losses are less than the guaranteed value, no rebate or credit will
be given.
Section 5 - Construction
Add the following sentence:
High and low voltage windings shall be copper.
5.1 Accessories
5.1.1 Add the following paragraphs:
a) A caution plate shall be provided both in Arabic and in English (black engraving on
yellow background) as per ANSI Z535.4 adjacent to tap changer as follows:

b) Tap changer connections internal to the tank shall be accessible through a bolted
hand-hole opening on top of the tank.
5.1.9 Sudden pressure relay

Add the following paragraphs:


a) A pressure (rate-of-rise)-type relay shall be provided for transformers 5000 kVA
and above. When an auxiliary relay is required it shall be mounted on the
transformer relay panels.
b) The relay shall be attached to the transformer with a globe-type valve to facilitate
removal/replacement without taking the transformer out of service. The main drain
valve of the transformer tank shall not be used for this purpose.
c) Relay shall be suitable for testing with normal testing tools while transformer is
energized and shall not require the installation of additional equipment for testing.
d) Contacts shall be provided for alarm and shutdown. Contact rating shall be at least
125 V DC, 5 amperes.
e) Where the tap changer is located in a separate compartment from the main
windings, the transformer manufacturer shall advise SABIC on the availability of a
separate rapid pressure-rise relay for the tap changer compartment.
Add the following sub-section:
5.1.12 On-line Continuous Monitoring and Warning Devices
If specified on the data sheet, transformer shall be provided with an on-line continuous
monitoring and warning devices (GE HYDRAN/ equivalent approved make) to monitor the
following -
a) Concentration of fault gases CO & H2
b) Moisture in the insulating oil system
c) Acetylene gas, in addition, a combined incipient fault gas reading of hydrogen,
CO, acetylene and ethylene
d) Partial discharge
The device shall be provided with but not limited to the following features-
a) Expanded history logging of data and events at adjustable rates.
b) Adjustable alarms on inputs
c) Communication / HMI facility on IEC 61850 protocol, along with the facility to use
a laptop to directly view, download and analyze the results. Extension of old
facilities can request use of existing protocol(s).
d) Communication and alarms shall be with e-SCADA, Control Room, and Substation.
e) Self-testing facility
f) Remote or local configuration and program upgrading facility
g) Full stand-alone capabilities when host computer is not required
h) Sensor measurement update times are under 10 minutes
i) No additional oil lines for installation
j) No pumps or moving parts shall be used for maximum long term reliability.
k) Five dry contacts for indication and alarm outputs.
5.2 Bushings
Add the following paragraphs:
a) Bushings, Terminations and Air Terminal Chambers (ATC) shall be in accordance with the
Data Sheet.

b) Outdoor bushings minimum creepage distance shall be selected considering heavy


contamination and coastal area. It shall have minimum creepage of 40 mm per kV line-to-
line of nominal system voltage.
c) Bushings in air terminal chambers or throats shall be made of porcelain unless otherwise
specified on the data sheet.
d) Resin Impregnated.(R.I.P.) insulation shall be used for H.V. Bushings in oil-filled cable
boxes.
e) All bushings of the same voltage class shall be interchangeable.
f) All outdoor bushings for nominal system voltages of 69 kV and above shall have a capacitor
tap for testing power factor values.
g) Core and Yoke ground leads shall be terminated outside the main tank on a bushing
housed in a separate hand hole located on top of the cover.
h) Bushings shall be of bolted construction. For voltages below 1,000 V, welded-in bushings
are acceptable.
i) Gaskets shall be retained by positive means, for example recessed spaces for gaskets, to
avoid deformation when bushing is installed.
j) Unless otherwise specified on the data sheet, bushings shall have tin-plated copper NEMA
standard four-hole pads.
5.2.1 Neutral Terminations
Add the following paragraphs:
a) Neutral shall be brought out to a bushing through the cover in Segment 2.
b) Neutral bushing shall be identical to phase bushings unless the neutral bushings
are located in a different location that requires a different physical bushing design.
5.4 Nameplate
Add the following paragraphs:
a) Transformers shall have a stainless steel nameplate mounted with stainless steel or silicon
bronze hardware to the tank.
b) Entries shall be marked by etching, engraving or other permanent marking method.
c) In addition to the IEEE C57.12.00 standard nameplate information, the manufacturer shall
also inscribe the Site De-rated kVA ratings on the nameplate.
d) Danger and warning signs and labels shall be written both in Arabic and English and shall
conform to ANSI Z535.4.
5.5 Ground Pads
Add the following paragraphs:
a) Internal and external grounding terminals shall be provided for grounding cable, armor,
shield, and stress-relieving devices.
b) Grounding pads shall be stainless steel unless otherwise stated in the data sheet.
5.6 Polarity, angular displacement, and terminal markings
5.6.2 Angular displacement
Add the following paragraphs:
a) Unless otherwise specified on the data sheet, primary winding shall be delta-
connected and secondary winding shall be wye-connected (Vector Group Dyn1).
b) Exceptions to (a) above:

1) For expansions/modifications to existing SABIC substations, the winding


connections and angular displacements of the HV and LV windings can follow
existing plant conventions (for example, Dyn11).
2) Other vector groups may be considered where found necessary and based on
necessary justification and documentation.
5.7 Liquid preservation system
Add the following paragraphs:
a) Liquid preservation system may be sealed-tank or any other system listed in this
specification for transformers larger than 2500 kVA.
b) Conservator-tank system shall always be with diaphragm unless otherwise specified on the
data sheet.
c) Conservator type liquid preservation system shall not be used for transformers less than
2500 kVA.
d) Space above the insulating liquid shall be filled with clean, dry nitrogen to a minimum
pressure of 3 psi.
e) Liquid insulating system shall comply with the requisites of IEEE C57.12.00 Section 6.6.
f) All transformers shall be filled with new, unused Type I mineral oil that conforms to ASTM
D3487, ASTM D1275-06, and IEEE C57.106 unless specified otherwise.
5.7.3 An exception to the requirement is as follows:
Conservator-tank system without diaphragm shall not be furnished unless specified on the
data sheet
5.7.4.1 An exception to the requirement is as follows:
Externally mounted expansion diaphragms are not acceptable.
5.8 Tanks
Add the following paragraphs:
a) Tank designs using bell type or detachable underbase constructions shall not be used.
b) Unless otherwise specified on the data sheet transformers shall be provided with
individually removable radiators, complete with flanged shut-off valves and flanges located
in an easily accessible place.
c) If pancake-type cooler is provided, seams shall be continuously welded.
d) The tank drain valves shall be pad lockable.
e) Handholes and/or manholes shall have bolted covers.
f) It must be possible to remove any cover-mounted bushing without removing the main tank
cover.
g) Bolted main tank covers are acceptable.
h) The bottom plate of the transformer tank shall be mounted on substantial carbon steel or
stainless steel structural members so as to raise the bottom of the tank from the foundation
surface to prevent corrosion. If specified on the Data Sheet, bottom support structural
members shall be stainless steel. Any metal (air terminal chambers, bottom supports, etc.)
in contact with the foundation surface that is not stainless steel shall be top coated in
accordance with Section 5.21.4.
i) A caution plate shall be provided both in English and in Arabic, with black engraved letters
on a yellow background as per ANSI Z535.4 on each manhole and hand hole cover as
below:

5.9 Auxiliary cooling equipment


5.9.1 Control of auxiliary cooling equipment
Add the following paragraphs:
a) Control cabinet shall have the following features:
1. Enclosure shall be rain-tight and dust-tight, Type 3 as per NEMA 250.
2. Be made of 300 series stainless steel with all stainless steel internal and external
hardware. The coating shall follow requirements of section 5.21.
3. Shall be provided with a 230 V rated space heater with thermostat, a 230 V
convenience outlet (3 pin–230V–20 Amp) in accordance with IEC 60309-2., Type
COOPER CROUSE-HINDS type GH 320P6W or approved equal, and a 230 V
overhead light.
4. Have a continuously hinged door that can be padlocked
5. Not be mounted on radiators or on the high or low voltage terminal chamber
6. A disconnect device shall be provided for each power supply.
7. Wiring shall be run in hot dipped galvanized rigid steel conduit.
8. A wiring diagram indicating the control cabinet circuits and fuse or circuit breaker
ratings, shall be affixed inside the cabinet door.
9. All relays, switches, terminal blocks, and other devices shall be identified by
engraved nameplate(s).
5.9.1.2 Add the following:
A winding temperature simulator shall be provided on all transformers with
forced-air (ONAF) cooling, and shall control the fans and give visual
indication of winding temperature.
5.9.2 Fans
5.9.2.1 Add the following:
a) Power supply for transformer auxiliary equipment and controls shall be as specified
on the Data sheet.
b) Operation of fans shall be controlled with a three-position selector maintained
switch – Hand/Off/automatic. In the automatic mode, fan operation shall be
controlled by the high temperature of the winding in accordance with Section
5.9.1.2. If specified on the data sheet, fan control switch shall be lockable.
c) Provisions shall be made for remote maintained position contact to run the fans.
Controller for the fan shall have two (2) normally open auxiliary contacts wired to a
terminal box to indicate fan operation.
d) The voltage for the forced-cooling fans or pump motors shall be as specified on
Data sheet.
e) Fan motors shall be totally-enclosed, 60 Hz, squirrel cage, induction-type, and shall
be suitable for continuous operation in 50°C ambient temperature. Motors shall
conform to the requirements of NEMA MG 1 standard.
f) Fan guards are OSHA compliant with maximum 12.7 mm (1/2”) openings. Guards
shall be heavy duty, hot dip galvanized for durability

5.9.2.2 Add the following:


a) When specified on the data sheet, transformers with provisions for future forced-
air cooling shall have provisions for increasing its continuous kVA rating by the use
of cooling fans. Provisions shall include capacity in all current carrying parts for the
higher fan cooled rating, including bushings, current transformers, tap changing
components, make-up leads, etc.
b) If specified on the Data Sheet, provisions for future forced air cooling shall include
the following features, less the cooling fans:
1) Top oil temperature sensing device, normally a liquid thermometer per 5.1.3
2) Voltage for fan motors shall be 480 V, 3 phase, 60 Hz.
3) Fan brackets shall be included in provisions and shall be structural supports. Fans
shall not be clamped to radiator coils or fins.
4) Motor control relays or starters.
5) Control cabinet with Type 3 rating as per NEMA 250.
6) Hand-Off-Auto selector switch
7) Factory wiring to proper terminal blocks in the control cabinet ready to receive
customer power supply
8) Control wiring and devices labeled to correspond to the control wiring diagram.
5.10 Power Supply for transformer auxiliary equipment and controls
An exception to the requirement is as follows:
Power supply for all transformer auxiliary equipment and controls shall be 480 V, 60 Hz, 3
phase unless otherwise specified on the Data sheet.
5.14 Throat Connection
Add the following paragraphs:
a) If specified on the data sheet, throat connections (Air Terminal Chambers (ATC) shall be
furnished to allow high and low voltage power termination for primary voltages up to and
including 34.5 kV.
1. Transformer throat connections shall attach to the transformer tank with a suitable
flanged and gasketed connection. The degree of ingress protection shall be Type 4X as
per NEMA 250.
2. Throat connections shall enclose the transformer bushings and shall be flanged to
attach to the incoming bus duct.
3. The throat connection shall be of sufficient size to allow proper phase-to-ground air
clearances and also permit the installation of flexible connectors so the bus bar will not
be directly connected to the bushing stud or connector.
4. All removable panels on bus duct terminal compartments shall be gasketed.
b) If Air terminal chambers (ATCs) are specified following shall apply:
1. ATC shall have a front access cover or door.
i. Cover shall be bolted and/or hinged door as specified on the Data Sheet.
ii. Cover shall be gasketed with a drip shield.
iii. On hinged doors, provisions for padlocking and three-point latching shall be provided.
iv. If specified on the Data Sheet, hinged doors or bolted front covers shall be designed
so that they will withstand the pressure created by an internal fault and will not fly open
in the event of an internal fault.

v. Covers that are not hinged shall have a minimum of two handles for lifting.
2. Air terminal chambers shall attach to the transformer tank with a suitable flanged and
gasketed connection. TCs shall be fully removable from the transformer.
3. If specified on the Data Sheet, full height terminal compartment(s) shall be provided for
cable entry. The compartment shall enclose the transformer bushings and shall extend
fully to the baseline of the transformer. Full height terminal chambers shall be
freestanding and shall have lifting provisions. The compartment shall be of sufficient
size to allow proper phase-to-ground air clearances and also permit proper installation
of cable, including adequate room for cable termination kits and stress cones.
4. Full height terminal compartment may be shipped separate from the transformer. If
shipped separate, the bushings shall be protected by either a throat or a removable and
disposable steel guard. All other TCs shall be shipped attached to the transformer tank.
5. TCs shall have a removable bottom plate. Plate shall be bolted and gasketed.
6. The minimum space between the cable entry point and the bushing connection pad
shall be in accordance with the Data Sheet.
7. TC shall have cable supports.
8. TC, except full height TC, shall have (a) drain(s) at the lowest point. Drains shall have
screens made of 300 series stainless steel. Maximum size of screen opening shall be
1/8 inch (3.18 mm).
9. Method of cable entry into the TC shall be in accordance with the Data Sheet.
10. TC material shall be manufacturer’s standard unless otherwise stated in the data sheet.
11. TC hardware like bolts, screws, fasteners and plugs shall be of 300 series stainless
steel. Bolts to hold on the doors or panels shall fit into threaded nuts that have been
welded into place. Speed nuts or push nuts are not acceptable.
c) If specified on the data sheet, connection shall consist of a drilled and gasketed flange on
the end wall of the tank, for close coupling of an off load primary disconnect switch.
d) External electrical clearances for exposed conducting parts shall be based on voltage and
BIL levels specified.
e) If specified on the Data Sheet, each terminal chamber shall be supplied with space heaters.
Space heaters shall be as follows:
1) Rated and operated at 230V AC.
2) Have an expanded metal mesh cover to prevent accidental contact with hot surfaces
3) Have individual circuit breaker to a separate terminal strip in the control cabinet.
4) Mounted on suitable standoff insulators to prevent hot spots on the outside of the
terminal chambers
f) The following space heater options shall be supplied if specified on the data sheet:
1) An adjustable thermostat with a bypass switch for manual operation accessible from the
outside of the TC
2) An ammeter or indicator light to indicate space heater continuity visible from the outside
of the TC
g) A caution plate shall be provided both in English and in Arabic, with black engraved letters
on a yellow background, as per ANSI Z535.4 on each terminal chamber cover that contains
space heaters as follows:

CAUTION
SPACE HEATERS MAY BE ENERGIZED.

h) Sign lettering shall be black and engraved on a yellow background.


i) For primary voltages above 115 kV the terminal chamber shall be oil filled from the main
tank. Fill, drain and vent valves shall be provided. Valves shall be stainless steel with
positive shut off. Piping and piping fittings shall be hot dipped galvanized steel.
5.15 Current Transformers
Add the following paragraphs:
a) Current transformers (CT) on Primary, Secondary windings and Neutral shall be supplied
in accordance with the Data Sheet. Provision shall be made for installing two CT's per
phase.
b) Current transformers (CT's) shall be multi-ratio with taps as specified in IEEE C57.13. CTs
shall be used for relaying or metering as indicated on the Data Sheet.
c) Where CTs are used for relaying, refer to data sheet and IEEE C37.110 for selection.
d) CT's located in air-filled terminal chambers shall be either oil insulated or outdoor (resin
impregnated) type.
e) Secondary leads shall be run to shorting type terminal blocks mounted within a separate
external Terminal Box mounted on the side of the transformer tank. The terminal strip shall
have links arranged to permit short-circuiting of the CT Secondary windings.
f) Terminal blocks shall be clearly marked designating the CT phase and tap number in
accordance with IEEE C57.13.
g) Compression-type, insulated sleeve, seamless ring tongue connectors shall be used for
CT circuits.
h) Polarity marking for CT wiring shall be shown at all terminals.
i) Insulated, brazed-seam ring-type lugs shall be used for CT circuits.
j) The secondary lead wire shall be 6mm2 Copper wire, routed in rigid metal conduit from the
junction box on the transformer.
5.16 Surge Arrestors
Add the following paragraphs:
a) Surge arresters shall be installed and be as specified on Data sheet, including all
terminating accessories, and shall have the minimum creepage specified in Section 5.2 of
this Specification. Gapless metal-oxide type surge arresters shall be rated for 60°C peak
ambient temperature.
b) Intermediate class surge arrestors shall be used for transformer nominal system voltages
up to and including 13.8 kV, and less than 5 MVA. For higher nominal voltages and
capacities station class, metal-oxide arresters shall be used.
c) An individual ground pad shall be provided for each surge arrester. The material required
for connecting each surge arrester ground pad to tank ground pads shall be provided and
installed by the Vendor. The ground wires shall be stranded bare copper
5.18 Loading
Add the following paragraph:
Ancillary equipment and accessories such as bushings, instrument transformers, tap
changers, and surge arresters shall not restrict loading to levels below those permitted by the
insulated conductor and other metallic hot spots, or limit the transformer kVA rating at site
conditions.
5.19 “Other” Tests

Add the following paragraphs:


a) The following “other tests” and “design tests” from Table 18 of IEEE C57.12.00-2010 shall
also be performed on one unit of each size of transformers as specified below:

5.20 Design Tests
Add the following paragraphs:
Manufacturer shall either provide Design test report on a “similar transformer” (see Note) or
perform the following Design/Other tests (listed at Table 18 of IEEE C57.12.00) on the first
unit of each size of transformer supplied to SABIC:
a) Partial Discharge test
b) Lightning Impulse test
c) Short- circuit tests (IEEE C57.12.90): Mechanical capability and Thermal capability.
Conformance to short-circuit thermal requirements shall be by calculation in accordance
with clause 7 of IEEE C57.12.00.

[Note: Similar transformer is defined at IEC 60076-5, Annex B]


5.21 Coatings and painting
Add the following paragraphs:
5.21.1 Transformer assembly (including tank, radiators, throats, and terminal chambers) shall
be cleaned and sealed with a moisture resistant, long-life coating in accordance with
IEEE C57.12.28. Where moist/moderate corrosive environment has been indicated
on the Data Sheet, a coating in accordance with IEEE C57.12.29 shall be provided.
5.21.2 Finish coat shall have a nonmetallic pigment surface. Unless otherwise specified on
the Data Sheet, color of finish coat shall be light-gray number 61 in accordance with
ASTM D1535 (Munsell Notation 8.3G 6.10/0.54) and covered with an epoxy or acrylic
coat for protection against chalking and fading caused by environmental conditions.
5.21.3 For each transformer furnished, a liter of touch-up paint shall be provided for the finish
coat. A Material Safety Data Sheet (MSDS) shall be provided.
5.21.4 The base of the tank and channels, unless made of stainless steel, shall be coated
with an asphalt-based paint or mastic.
5.21.5 Data for qualification of the proposed coating system shall be provided.

5.21.6 Where specified on the Data Sheet, an optional paint system including paint thickness
or type of paint shall be provided for extra degree of protection. Manufacturer shall
provide details of optional paint system for SABIC’s approval.
Section 6 - LTC equipment – Basic construction features
6.3 Motor and drive mechanism
6.3 a) Substitute “240/120 V, 60 Hz or 230/400 V, 50 Hz” with “230/400 V, 60 Hz”
6.3 b) Warning nameplates shall be in English and Arabic.
6.4 Control equipment and accessories
6.5.1 Add the following paragraph:
Voltage control shall be fully automatic by means of a microprocessor based voltage controller
mounted at the transformer supervisory panel
6.5.4.3.1
f) Substitute “120 V” with “230 V”

Add the following new sections:


Section 7 - Shipping
7.1 Preparations for shipment shall be in accordance with the manufacturer’s standards, and Z01-
G07, Section 7 unless otherwise noted on the request for quotation and/or purchase order.
7.2 Unless otherwise specified on the data sheet, transformers shall be shipped with a “Go/No
Go” type of impact indicator or impact recorder.
7.3 A packing list shall be provided that clearly identifies any components of the purchase order
that are being shipped separately.
7.4 Instructions for proper storage of the equipment shall be attached to the equipment.
7.5 One set of installation, operation, and maintenance manuals shall be shipped with the
equipment.
7.6 If specified on the Data Sheet, all valves for oil drains and fills shall be sealed with tags for
security and to allow detection of tampering. Transformers with broken or absent seals may
be rejected by SABIC. If seals are broken or missing, SABIC will receive the unit if directed by
the manufacturer, with the manufacturer to obtain and pay for an independent testing firm to
test the oil for dielectric strength, acidity, moisture content (ppm), color, and PCB content. If
the transformer oil tests indicate contaminated oil, the manufacturer shall take the necessary
steps to clean the units to within original equipment specifications.
Section 8 - Documentation
8.1 One reproducible set of drawings shall be provided plus the specified number of copies of all
documentation and operating manuals per SABIC’s Documentation requirements.
8.2 Drawings shall be provided on CAD convertible Microstation .DGN electronic format in addition
to hard copies of the drawings requested in the data sheet.
8.3 Drawings and data requirements shall be as shown in Table 1
